I. GENERAL INFORMATION

1. SOLICITATION NO.: SOL-267-16-000003

2. ISSUANCE DATE: February 7, 2016.

3. CLOSING DATE/TIME FOR RECEIPT OF APPLICATIONS: February 28, 2016 no later than 17:00 Baghdad time.

4. POSITION TITLE: Human Resources and Support Services Specialist.

5. MARKET VALUE: $62,101 - $ 80,731 equivalent to GS-12. Final compensation will be negotiated within the listed market value.

6. PERIOD OF PERFORMANCE: Thirteen months with the option of renewal.

7. PLACE OF PERFORMANCE: Baghdad.

8. AREA OF CONSIDERATION: U.S. Citizens and Third Country Nationals.

9. SECURITY LEVEL REQUIRED: The selected applicant must obtain a Secret Clearance level if he/she is a U.S. Citizen or a Moderate Risk Public Trust (MRPT) certificate if he/she is a Third Country National.

10. STATEMENT OF DUTIES

This is a non-supervisory Specialist position responsible for providing support in all aspects of Human Resources (HR) and Support Services (SS) for USAID/Iraq. Due to the high level of expertise, the incumbent is expected to perform most duties independently and recommend solutions to complex situations using broad human resources and logistics management knowledge, concepts, and principles.

The HR/SS Specialist reports to the Supervisory HR Specialist and provides guidance to HR and Logistics local staff. The incumbent will serve as back up for the Supervisory HR Specialist when on leave and thus must maintain knowledge of all issues affecting the work.

DETAILED DUTIES AND RESPONSIBILITIES (with estimated percentages)

Human Resources Management (50%)

Following USAID/Iraq’s staffing plans, the incumbent reviews position descriptions submitted by Office Directors ensuring that all necessary documents are in place prior to submitting the FSNPSC position classification to the Regional Classification Office. Classifies USPSC and TCNPSC positions. The incumbent advertises vacancies throughout the Mission, website and Federal Business Opportunities site, in accordance with regulations and policies.

The incumbent receives applications and sends out confirmation messages to applicants. Stores all applications in the HR shared directory and screens all applications to ensure that required documentation is complete. Prepares lists of applicants and submits copies of application to the Technical Evaluation Committee (TEC). Attends TEC meetings as required and schedules test sessions and interviews with applicants, serving as HR’s representative during all meetings and interviews.

Incumbent coordinates logistics when inviting applicants for interviews and responds to all incoming correspondence to the recruitment mailboxes.

The incumbent updates the recruitment report on a daily basis and follows up on all pending recruitment actions. Incumbent ensures that all applicants receive an official communication informing them of the outcome of the recruitment process in a timely manner.

During Performance Award season, the incumbent establishes deadlines for submission, and follows up with all staff to ensure staff members are recognized for their work. Coordinates meetings of the internal Awards Committee to review all nominations prior to submission to the Embassy Awards Committee and/or Bureau. Follows up on the status of all nominations and keeps nominators informed about the outcome of nomination, ensuring all Embassy deadlines are met.

Manages the Mission FSN, USPSC, TCNPSC performance evaluation program & provides support to the USDH performance evaluation process as necessary. Ensures that personnel actions are processed in a timely manner. Provides advice on disciplinary and performance related actions, when required.

The incumbent is responsible for entering and modifying contracts as needed using the Global Acquisition and Assistance System (GLAAS) for US Personal Services contractors and Third-Country National Personal Services Contractors.

The incumbent ensures that all necessary contract documents are in place prior to signature by the Contracting Officer including negotiation memorandums narrating the process of each contractual action, following the Contract File Checklist. Incumbent is also responsible for preparing contract terminations and contract close-outs for departing personnel, working with the Financial Management Office on calculations for any payments and ensuring checkout procedures are followed.

When required, the incumbent prepares any staffing reports, ensuring accuracy and completeness of data. Updates the Personnel databases/applications whenever changes occur in the staffing levels and ensures that that yearly EAPS exercise is done in a timely and accurate manner.

Travel Logistics (30%)

The incumbent works closely with incoming staff and selected applicants and instructs them on procedures necessary for obtaining required clearances on a case by case. Follows up on the clearances with Regional Security Office, USAID/SEC, State M, and State MED as necessary. Coordinates the start/arrival date and provides orientation for new employees including check-in sheets, handbooks, etc.

For personnel who require pre-deployment training (USDH, USPSC, TCNPSC, and TDYers), the incumbent plans the itinerary with each employee, schedules required training, and informs all interested parties (travel office, hiring office, USAID/W, etc.) about the tentative day of arrival and dates for training. Ensures all training and clearances are obtained before scheduling arrival date. The incumbent is responsible for maintaining the Tracker system that contains all information on arrivals and departures of staff.

For new arriving staff, the incumbent will ensure that the access requests are approved prior to the employee’s arrival date, housing reservations are confirmed, other clearances required are approved, and all requirements (such as visas and pre-deployment courses) are in place based on Post policy.

The incumbent keeps up with changing State, USAID, and Embassy requirements for personnel working in Iraq, such as fitness for duty, security, and training and ensures compliance with procedures and policies.

Other Support Services (20%)

The incumbent places work orders for any office repairs or office space re-design work (adding/removing partitions). Ensures new incoming staff are assigned a proper work space depending on their office, position and rank. Works closely with the Supervisory EXO and service providers to ensure high quality services are provided to Mission personnel. The incumbent follows up with the Embassy GSO on any pending maintenance, housing, shipment, or procurement issues.

The incumbent is responsible for USAID property maintained in the storage room. In the absence of the FSN Logistics Assistant, the incumbent will upkeep inventory control records and prepare receiving reports and property disposal actions.

The incumbent provides administrative management oversight of the Mission’s vehicles and vehicle maintenance and repair program. The incumbent will be required to drive USAID vehicles or electric carts for pick-up of VIP visitors within the international zone and/or during special events within the Embassy Compound, following RSO security policy and GSO procedures.

The incumbent provides daily guidance to the FSN HR Assistant and Logistics Assistant on all aspects of HR and Logistics management and will ensure their duties are fulfilled and that they are given training, mentorship and advice to enable them to learn and take over these responsibilities fully.

The incumbent serves as back-up for the Supervisory Human Resources Specialist during absences.

Supervisory Relationship: The incumbent reports to the Supervisory HR Specialist. This position is required to work independently with minimal day-to-day supervision. The scope and flexibility of duties require a great deal of initiative in planning and implementing daily work and in defining innovative approaches to improve the functions for which the incumbent is responsible.

Supervisory Controls: Required to provide daily guidance to FSN HR and Logistics Assistants but not direct supervision.

11. PHYSICAL DEMANDS & MEDICAL CLEARANCE

The work requested is generally sedentary and poses few physical demands. May be required to lift small boxes in storage room, occasionally drive a motor or electrical vehicle, and walking to different offices when conducting logistic work. Selected applicant must meet new fitness for duty standards for Iraq (stated in 15 State 11055) which includes: (1) a full medical evaluation, and (2) must obtain medical clearance from State/MED in order to deploy to post.

II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

1. Education: A Bachelor’s degree in human resources management, public administration, liberal arts or related field is required.

2. Prior Work Experience: At least five years of human resources and travel management experience in a cross-cultural setting is required.

3. Language Proficiency: Level IV English ability (fluent) is required (reading, writing and speaking).

4. Knowledge: Developed knowledge of Human Resources practices (recruitment, compensation, performance, etc.) is required. A wide range of position classification concepts, principles and practices are required. Knowledge of US Government regulations applicable to Human Resources Management is a plus.

5. Skills and Abilities: The candidate must possess:

• Must be able to work with minimal supervision;

• must have outstanding communications skills and the ability to negotiate effectively in order to meet required objectives;

• Must stay current with constantly changing policies and procedures and adjust procedures and work style accordingly;

• The nature of the position requires the incumbent to work extensively with sensitive personal information (Personally Identifiable Information or PII) which must be treated with discretion, maintaining confidentiality;

• Proactive and positive customer service skills are essential;

• Attention to detail and a strong focus and commitment to “customer service” are essential and required attributes of this position;

• Ability to drive motor and electrical vehicles is required. Must have a valid driver’s license.
