ATTACHMENT 4 - Results Framework Education Strengthening Project Development Context The Iraqi educational system has declined in quality over the past few decades. Improved student learning outcomes are needed to rebuild Iraq’s education system to better contribute to future economic growth, and this includes reforming systems and processes to support the goal of student learning. The poor state of primary education contributes to fewer students enrolling in intermediate and secondary education. Improving the fundamental goal of education, to impart basic reading and math skills, is the first step for enabling Iraq to achieve its development goals by ensuring quality primary education for Iraqis, preparing them with the fundamental skills needed to continue to learn and participate in the Iraqi labor force and achieve the desired economic growth for the country.
