Low voltage 0.225 VDC to 29.75 VDC High voltage 30 VDC to 2000 VDC & 1500 VAC Current 5mA to 2A

4.4.7 Resistance Measurement: The SMU shall measure 4-wire and 2-wire resistance in a range up to 1,000 megohms, digitizing the value at the applied stimulus.

4.4.8 DC Voltage Measurement: The SMU shall measures DC voltages from 0.01 volt to 1500 volts with the SMU or 2000 volts with HVC. Voltages greater than -4.5V will cause a pass test decision if the test instruction does not contain a low limit, allowing testing for “zero” volts.

4.4.9 AC Voltage Measurement: The SMU shall measure AC voltages from 1.0 volt to 1500 volts RMS within the frequency range of 50Hz to 400Hz. Non-sine wave functions can be measured including DC voltages. The AC voltage measurement capability can thus be used to measure DC voltages where the polarity is unknown.

4.4.10 DC Dielectric (Hipot) Testing: The SMU shall have the capability to detect momentary (10 microseconds or longer) breakdowns or arcs in the UUT. The SMU monitors the current through the UUT while the stimulus is applied. If the current exceeds a programmed limit of 0.5mA through 2.5mA, the Hipot test fails even though the current may return to normal prior to the completion of the test. Valid stimulus voltage is from 150 VDC through 2000 VDC. The SMU has a maximum short circuit current of 5.0mA during Hipot tests.

4.4.11 Programmable Dwell Times: The SMU shall have the ability to control the minimum and maximum time the stimulus will be applied to the circuit under test (called dwell time). These are programmable over the range of

0.001 to 1638 seconds. With the dwell time bypass mode enabled, the test is completed as soon as a pass condition is true and the minimum dwell has elapsed, allowing you to achieve the maximum test rate.

4.4.12 Intentionally blank

4.4.13 Compensated Continuity Resistance: The SMU shall provide a method to make low resistance measurements < .100 ohms without using four-wire access to the product. The compensated continuity resistance measurement mode shall eliminate the series “tare” resistance from the two-wire measurement. System resistance and capacitance tare values for every address in the Secondary Switching Consoles shall be provided in a table for CCR and Fault Locator diagnostics.

4.4.14 Simultaneous Hipot IR: The SMU shall provide the capability to simultaneously run the insulation resistance measurements and Hipot testing, significantly reducing test times.

4.4.16 Capacitive Measurement: The MSU shall accurately measure the capacitance between two randomly selected points in the UUT. The capacitance measurements will be used to determine if un-terminated shields are in fact continuous. The SMU shall have a four (4) digit instrument capable of ±1% accuracy with a range from 100pf to 0.999mf. It shall be completely floating, allowing it to measure capacitance to a grounded shield.

4.4.17 The controller shall include 1500 VAC Dielectric Strength Detector with real current detection and AC Calibration / Verification tool. The AC Detector shall be programmable from 0.5ma RMS to 2.5ma RMS.

4.4.18 The controller shall include 1 CTP-5 Continuity Test Probe for 2650 with 50 ft. cable, beep on pass option.

4.4.19 The controller shall include Latching Matrix (100 Point) and consist of a Routing Matrix assembly with space for up to Ten Latching Matrix cards, 10 each Ten point Latching Matrix Cards for Routing/Latching Matrix Card.

2020)

(a) Definitions. As used in this provision, “covered telecommunications equipment or services” and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.

52.211-8 TIME OF DELIVERY (JUN 1997)

(a) The Government requires delivery to be made according to the following schedule:

REQUIRED DELIVERY SCHEDULE

WITHIN 120 DAYS AFTER CONTRACT AWARD

The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.

OFFEROR'S PROPOSED DELIVERY SCHEDULE

Within Days

After Date

Item No. Quantity of Contract

(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
