SUBJECT: Solicitation for U.S. Personal Service Contractor (USPSC) as Program Analyst, GS-

12 through GS-13, USAID Feed-the-Future

Dear Prospective Offerors:

The United States Government, represented by the U.S. Agency for International Development

(USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation.

Offers must be in accordance with Attachment 1 of this solicitation. Incomplete or unsigned offers will not be considered. Offerors should retain copies of all offer materials for their records.

This solicitation in no way obligates USAID to award a PSC contract, nor does it commit

USAID to pay any cost incurred in the preparation and submission of the offer.

5. POSITION TITLE: Farmer-to-Farmer (F2F) Program Analyst

6. MARKET VALUE: GS-12/13 with a salary range, including Washington DC locality pay, ranging from $71,099 to $145,617.

Final compensation will be negotiated within the listed market value based upon the candidate’s past salary, work history and educational background and will include Locality

Pay for domestic USPSCs based on the location of the Official USAID worksite, or the approved alternative worksite if approved for remote work. USPSCs performing overseas are not entitled to Locality Pay.

Salaries over and above the top of the pay range will not be entertained or negotiated.

7. PLACE OF PERFORMANCE: The position is in Washington, D.C., with up to 15% of time potentially dedicated to overseas and domestic travel. Remote work is possible.

Relocation costs are not allowable under the contract.

If this position is designated as remote work, the contractor will be authorized to perform the services under this contract from an alternative worksite. For PSCs authorized to remote work, the alternative worksite determines the locality for compensation purposes. This position cannot be performed remotely in an overseas location.

8. PERIOD OF PERFORMANCE: 3-year base period estimated to start on TBD, with 2 one-year options. The period of performance is not to exceed 5 years. Options will be exercised based upon the continued need for the technical services, funding availability and satisfactory performance by the Contractor.

II. STATEMENT OF DUTIES

General Statement of Purpose of the Contract

Introduction

The congressionally mandated John Ogonowski and Doug Bereuter Farmer-to-Farmer Program (F2F) is housed in the Bureau of Resilience and Food Security (RFS) and is funded through Title II of the Food for Peace (P.L. 480) Act. RFS is responsible for global leadership and integrated technical expertise in agricultural-led growth, resilience, nutrition, and water security, sanitation, and hygiene. RFS leads USAID’s efforts to help governments, civil society, the private sector, and communities in our partner countries break the cycle of crisis, chronic vulnerability, poverty, and hunger, with the goals of increasing resilience and self-reliance and contributing to U.S. national security and economic prosperity.

Background

The primary goal of F2F is to generate sustainable, broad-based economic growth in the agricultural sector, which aligns well with the role of RFS as the lead for the U.S.

Government’s global hunger and food-security initiative, Feed the Future (FTF), guided by the whole-of-Government Global Food-Security Strategy (GFSS). A secondary goal is to increase the American public’s understanding of international development issues and programs and international understanding of the U.S. and U.S. development programs.

F2F objectives are to: 1) increase agricultural sector productivity and profitability; 2) improve conservation and sustainable use of environmental and natural resources; 3) expand sector access to financial services; and 4) strengthen agricultural sector institutions. Over a five-year program cycle, the F2F Program works in about 40 countries. It works mainly through nine cooperative agreements for core projects and about 10 smaller activities that involve additional NGOs and universities. The five-year core program budget is $75 million. Since F2F’s inception in 1985 to date, the program has completed over 20,300 volunteer assignments with 13,312 hosts, directly assisting more than 1.5 million agricultural professionals and impacting over 178 million indirect beneficiaries.

Position Overview

The Center for Agriculture Led Growth in the Bureau for Resilience and Food Security (RFS/CA) requires the services of a Program Analyst to support the management of the

F2F Program. The position will be located in Washington, D.C with approximately 15% of the time dedicated to overseas and domestic travel. The Program Analyst will support technical, programmatic, and financial management activities and will assist with coordinating communications and activities with USAID missions, other offices, and centers within RFS, and relevant operating units across the agency. The Program Analyst will help to coordinate, align, and integrate F2F Program activities with broader USAID agricultural and rural development programs across RFS in support of bureau objectives and will represent the F2F program both internally and externally.

III. DUTIES AND RESPONSIBILITIES

The F2F Program Analyst will be integral members of a broad technical team within the Center for Agriculture Led Growth and will provide significant technical and programmatic support to other staff members in the Center. Program Analysts will have Agreement Officer’s Representative (AOR) responsibilities.

The incumbent of this position will carry out the following duties and functions:

Technical Support

● Support strategic and program planning. Expected to maintain a strategic and activity-level outlook to ensure the rationale for the program and its components are clear and comply with authorizing legislation.

● Encourage sound approaches and strategies for voluntary technical assistance in the agricultural sector to contribute to larger sustainable capacity building efforts in developing and transitional countries.

● Assist with the integration of F2F Program activities with broader USAID agricultural, food security and rural development programs and objectives, providing technical support to Mission programs, including in sector strategy and program development.

Program Management

● Support program management and technical oversight for USAID-funded implementing partners and the regular monitoring of activities in the field to ensure:

(1) achievement of expected results; (2) effective coordination with the Bureau for Humanitarian Assistance (BHA), USAID Missions, the U.S. Department of Agriculture (USDA), and (3) compliance with United States Government (USG) regulations and implementing agreements. The Program Analyst will serve as the AOR for one or more F2F contracts and agreements.

● Support the management of program budgeting and financial monitoring, including the allocation of the annual budget among implementing partners, monitoring expenditures, and ensuring the maintenance of reasonable reserves of funds.

● Prepare internal USG documents and procedures needed to provide partners with required funds in a timely manner each year including but not limited to programmatic and financial reports as required for F2F to USAID Washington, field missions and other agencies as appropriate.

● Provide support to others working on the F2F portfolio and its implementing partners on the formulation of annual work plans and progress benchmarks, and on the review and approval of said plans.

● Draft scopes of work and requests for proposals required for the provision of technical assistance or new program initiatives.

● Serve on evaluation committees to identify successful offerors to F2F and other relevant USAID solicitations.

● Ensure F2F Program alignment and programmatic contribution to related Agency priorities and initiatives, such as Feed the Future (FTF).

Outreach, Communication, and Representation

● Serve as a liaison for the F2F Program internally (RFS) and externally to other agencies and stakeholders, particularly the USDA, Peace Corps, Millennium

Challenge Corporation, and the private sector. Internal contacts include, but are not limited to, the Bureau for Humanitarian Assistance, the Office of Acquisitions and Assistance and in RFS, the Program Office (RFS/PO) and the Center for Agriculture- Led Growth (RFS/CA).

● Promotes and participates in outreach to the US agricultural sector to increase awareness and volunteer participation in international development efforts.

Other Duties

● As needed, and as determined by the position’s supervisory and contract team, assist RFS and Missions with design of new and monitoring of on-going Feed the Future activities, focusing on agricultural innovation, capacity development, and ways to maximize overall impact of F2F. Provide support and technical expertise to focus activities on more effective support to local capacity development for food and agricultural systems. (< 20% of LOE)

12. SUPERVISORY RELATIONSHIP:

The incumbent reports to the F2F Program Manager on a regular basis, advising him/her on the status and progress of awards and making recommended adjustments to ensure effective program implementation. Within the parameters of the duties of the Program Analyst, the incumbent will be expected to work independently on day-to-day implementation and monitoring and internal and external contacts regarding the program.

The incumbent works closely with the F2F Strategic Advisor and Program Manager.

13. PHYSICAL DEMANDS: The work requested does not involve undue physical demands.

IV. MINIMUM QUALIFICATIONS

Offerors must possess the minimum qualifications for the position. Offerors who do not meet all the education and experience factors are considered NOT qualified for the position.

EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION

Bachelor’s degree from an accredited U.S. or internally recognized institution with significant study in or pertinent to the specialized field, including but not limited to agriculture, international relations, international development or other related fields, plus at least five (5) years of experience working in government, a large organization, or a business setting, with responsibilities related to international development, agricultural or natural resource management programming including project monitoring, management, and/or implementation. Significant overseas experience preferred.

OR

Master’s degree from an accredited U.S. or internally recognized institution with significant study in or pertinent to the specialized field, including but not limited to agriculture, international relations, international development or other related fields, plus at least three (3) years of experience working in government, a large organization, or a business setting, with responsibilities related to international development, agricultural or natural resource management programming including project monitoring, management, and/or implementation. Significant overseas experience preferred.

V. EVALUATION AND SELECTION FACTORS

The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The Contracting Officer (CO) reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant for FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The Technical Evaluation Committee may conduct reference checks, including obtaining references from individuals who have not been specifically identified by the offeror.

SELECTION FACTORS

(Determines basic eligibility for the position. Offerors who do not meet all the selection factors are considered NOT qualified for the position.)

● Complete resume submitted. Experience that cannot be quantified will not be counted towards meeting the solicitation requirements.

● USPSC Offeror form AID 309-2. Offerors are required to complete sections A through I. This form must be physically signed. Electronic signatures may be accepted.

● Ability to obtain and maintain a Secret clearance. If there is a change in circumstances requiring access to National Security information classified at the Top-Secret level, the offeror may be asked to obtain and maintain a Secret up to Top Secret/Sensitive Compartmented Information level clearance as provided by

USAID.

● Must not appear as an excluded party in the System for Award Management

(SAM.gov). All individuals contracted as US PSCs are required to have a DUNS Number – www.dnb.com and registration in System for Award Management (SAM) – www.sam.gov.

● Ability to obtain and maintain a Department of State medical clearance throughout the contract.

● Satisfactory verification of academic credentials.

● Must have or commit to obtaining Agreement Officer’s Representative (AOR) and Contracting Officer’s Representative (COR) (FAC-COR) certification for managing USAID assistance and acquisition awards.

● Experience must include at least one (1) year working at GS-11 equivalent or above level of responsibility.

OFFEROR RATING SYSTEM

The offeror rating system factors are used to determine the competitive ranking of qualified offerors in comparison to other offerors. The rating factors are as follows:

1. Program Management

i. Demonstrated experience with strategic planning, program management and implementation, preferably within the international development sector. (15 points)

ii. Demonstrated knowledge of USG regulations relating to assistance or acquisition policies and compliance. (5 points)

iii. Strong analytical skills through demonstrated experience in tracking performance analytics to monitor performance and impact of projects or tasks and ability to adjust approaches based on learning. (10 points)

2. Technical Experience

i. Demonstrated experience in international agricultural development, agri-business development, international trade, agricultural extension, volunteer-based programming, and/or technical assistance activities. (10 points)

ii. Demonstrated knowledge of the operations and practices of non-governmental organizations, public international organizations, or private sector entities implementing USG-funded international development or humanitarian assistance programs. (10 points)

3. Outreach and Communication

i. Demonstrated ability to engage at all levels including communicating or transferring knowledge on complex policy and programmatic issues to non-specialist audiences. (10 points)

ii. Demonstrated ability to prepare and present analyses, reports, guidance, and training for a range of audiences. (10 points)

4. Teamwork

i. Demonstrated experience effectively working on a team of diverse staff in a fast-paced environment while meeting ongoing deadlines including the ability to solicit and communicate information and interact effectively with others. (15 points)

ii. Demonstrated ability to exercise independent judgment, work under pressure, and adapt to rapidly changing needs (5 points)

5. Internal Liaison

i. Demonstrated experience in establishing and maintaining relationships across different parts of an organization or different stakeholders. (10 points)

Offerors are required to address each of the Selection Factors in their resume and in a separate document describing specifically and accurately what experience, training, education, and/or awards they have received that are relevant to each factor. Offerors must include their name and the announcement number at the top of each additional page.

Failure to address the Selection Factors may result in an offeror not receiving credit for all pertinent experience, education, training, and/or awards.

The most qualified offerors may be interviewed and required to provide a writing sample.

USAID will not pay for any expenses associated with the interviews. Professional references and academic credentials will be evaluated for offerors being considered for selection. USAID reserves the right to select additional offerors if vacancies become available during future phases of the selection process.

(a) Definition. As used in this clause -

5. Ethical Conduct.
