SOLE SOURCE JUSTIFICATION

JOINT ADMINISTRATIVE OPERATIONS

Acquisitions Operations

A. Description

Coleman National Fish Hatchery needs to replace two of the chiller modules on the Ozone Plant System (Brand: Multistack -Water-Cooled Modular Chillers. Model: MS050-R410A).

The chiller has two of it's four modules that have defective compressors. The two that have defective compressors will not comply with the Montreal protocol in the near future.

Replacement of these modules is imperative to the protection of endangered species.

B. Justification

a. Circumstances

These two modules fit the two existing modules that we have that will give us a total of four modules. Four modules make up a system and are required to provide sufficient cooling, during a peak summer hot weather event, to enable the Ozone Plant to protect our fish. This chiller when installed provides 200 tons of cooling in eight steps Each step has its own circuit. This feature is an essential reliability concern since it runs 24 hours a day, 10 months a year. If a circuit fails, the next step will start automatically.

b. Other Capable Sources

There are no other capable sources. Trying to run two different cooling systems to cool a plant on a SCADA system is theoretically possible but not feasible, efficient, and functionality is questionable. These chiller modules run the cooling in the water treatment plant. Using a different Style or brand of module with the current modules would not be possible due to it having to be controlled by the other companies' controller and due to space required to put in a different system.

c. Barriers to Competition

Cooling the ozone water treatment plant which protects endangered species cannot be left to speculation that something might work. These modules are components to a system, not separate systems. There are no other manufactures that line up with the current modules and can run in this chiller.

C. Recommendation and Certification by Program Office

Based on the above justification, I recommend this acquisition to be conducted using sole source acquisition procedures as specified in FAR Part 13. I hereby certify that this justification is accurate and complete to the best of my knowledge and belief.

Based on the above justification, I hereby certify that the circumstances of this contract action deem only one source reasonably available and approve the use of sole source acquisition procedures for this purchase.
