About this file
This document is a Request for Quotes (RFQ) issued by the Department of the Interior, Bureau of Reclamation, for the utilization of trained canines to detect leaks in buried water pipelines. The RFQ requires the contractor to conduct two separate surveys, one on a 10-mile section of treated water pipeline in Pierre, South Dakota, and one on a 10-mile section of raw water pipeline on the Ute Mountain Reservation near Cortez, Colorado. The contractor must have at least 2 years of experience performing leak detection surveys using trained canines and provide references demonstrating the capability and effectiveness of the proposed method. The RFQ is a small business set-aside, with proposals due by April 12, 2024. The government anticipates making a Firm Fixed Price award for this requirement.

PERFORMANCE WORK STATEMENT (PWS)
Utilization of Trained Canines to Detect Leaks in Water Pipelines February 1, 2024
1.0 INTRODUCTION
The Bureau of Reclamation (Reclamation) has a network of over 20,000 miles of buried water conveyance pipelines which deliver water throughout the western United States. Municipal water utility collaborators also have extensive transmission and distribution pipeline networks. Damage, corrosion, and other types of degradation can result in leakage at pipeline components, such as joints, fittings, and valves, as well as at the pipeline sections themselves. Water loss due to the leakage can cause issues with conserving scarce water resources and ensuring reliable service to clients, making detection of leaks an important step in triggering appropriate maintenance processes.
Reclamation needs methods and technologies that can easily and reliably identify leaks, leak source location, and other related flaws on buried water pipelines of various sizes, depths of burial, and materials while in operation and with limited points of access. One method being investigated is use of trained canines.
2.0 STATEMENT OF OBJECTIVES
Reclamation seeks a Contractor to prepare a proposal to conduct surveys to detect and locate leaks in buried water pipelines using one or more trained canine(s). The specific need is for two surveys, one each at two separate locations. Contractor proposal to be provided in .pdf format and with proposed work and associated costs delineated for each survey.
Each survey will include approximately 10 miles of pipeline for determination of leak location(s) (and severity, if possible). As subject to availability, the two survey locations are:
a) Survey #1: Mni Wiconi Core Pipeline in Pierre, South Dakota
b) Survey #2: The Ute laterals on Ute Mountain Reservation near Cortez, Colorado.
Further details on the survey locations are included in Section 4. If access to one or both locations is restricted due to unforeseen circumstances, Reclamation will select replacement location(s) which are as similar to the original locations as possible. Reclamation will notify the Contractor of a location change at least 30 calendar days in advance of the survey date.
3.0 REQUIREMENTS
The Contractor shall make best efforts to comply with the general capabilities in this section. Any deviations/limitations in capability shall be described in the work proposal.
a) Method: The proposed survey method shall utilize trained canines to detect and locate leaks.
i. The survey method proposed shall be capable of performing a full survey of the area described in Section 4d and/or the area described in Section 4e.
ii. Most of the survey section can be traversed by all-terrain vehicle (ATV), however, there may be small sections (up to 1,000 yards) that are limited to on-foot access. The Contractor shall be able to employ the survey method in such limited on-foot access areas.
iii. Weather at the survey sites varies. The contractor shall be prepared for and be able to execute the survey method in the full range of weather conditions typically forecast for the season and location of each survey.
iv. The proposed method shall not cause damage to government property such as the pipeline, appurtenances, or other associated equipment.
b) Safety: The Contractor and their employees shall be responsible for adhering to applicable safety precautions and protocols, for example, wearing appropriate personal protective equipment (PPE) and completing specified operational training.
i. The Contractor and their employees shall be responsible for inspecting their PPE and equipment prior to use to confirm good working condition.
ii. The Contractor’s designated canine handler shall be able to control and operate canines in both urban and rural situations, including areas with high traffic, livestock, rough terrain, etc.
c) Security: The Contractor is required to have a government escort at all times while on government-controlled property. Reclamation will provide a government escort for the Contractor during each survey.
d) Identification of Contractor Employees: All contract personnel shall identify themselves as contractors.
e) Contractor-Furnished Services: The Contractor shall be responsible for providing trained canine(s), handler(s), and all associated equipment, materials, and supplies necessary to accomplish all tasks.
f) Damage to Government Equipment: All supplies and equipment brought on-site by the Contractor shall be removed by the Contractor. The Contractor shall return each survey site to its original condition after the survey is complete.
g) Tracer Chemicals: If the Contractor plans to add any tracer chemicals or elements to the pipeline for Survey #2 (see Section 4e), the contractor shall submit documentation that identifies the tracer composition, demonstrates that the tracer is not toxic and will not affect the pipeline or impact operation, and lists all parameters for use of the tracer. All tracers must be approved in writing by both Reclamation and the irrigation/water district responsible for operation and maintenance of the pipeline.
4.0 TASKS
a) Develop Schedule: The Contractor is responsible for providing a work schedule detailing major activities beginning with preparing for work through survey completion and reporting the results. The work schedule must
i. Incorporate anticipated lead times associated with work preparation (such as canine training needs, if applicable).
ii. Incorporate basic travel itinerary and estimated costs.
iii. Incorporate survey activities for both canine and handler to be performed while on-site.
iv. Incorporate survey reporting and documentation activities.
b) Contractor Work Preparation and Canine Training (as needed).
i. The Contractor is responsible for all training of its employees, handlers, and canines.
c) Survey Planning and Logistics.
i. The Contractor shall participate in a minimum of 4 hours of survey planning meetings with Reclamation and the irrigation/water district responsible for operating and maintaining the pipeline.
ii. Reclamation shall provide during planning meetings the specifics on introduction location for tracer chemical, as applicable.
d) Survey #1: Pipeline with Treated Water: The Contractor will conduct a survey of a single 10-mile section of pipeline carrying treated water.
i. The water is potable and treated with Iron (III) Chloride (FeCl3), Sodium Permanganate (NaMnO4), Chlorine (Cl2), and Ammonia (NH3) with a final chloride concentration around 30 mg/L.
ii. Typical treated water pipelines at Reclamation range in diameter from 24 inches to 36 inches. Burial depths range from 5 feet to 15 feet with sand and/or native backfill.
iii. The pipe will be in service (pressurized, flowing water in pipe) carrying treated, potable water.
iv. The survey path goes through urban, rural, and agricultural locations which may include high traffic areas along roadways, animals (for example, cattle), and terrain through fields, brush, or washes.
v. The survey shall be in accordance with the Reclamation Safety and Health Standards (RSHS): https://www.usbr.gov/safety/rshs/index.html
e) Survey #2: Pipeline with Raw Water: The Contractor will conduct a survey of a single 10-mile section of pipeline carrying untreated (raw) water.
i. Typical raw water pipelines at Reclamation range in diameter from 24 inches to 48 inches. Burial depths range from 5 feet to 15 feet with sand and/or native backfill.
https://www.usbr.gov/safety/rshs/index.html
ii. The pipe will be in service (pressurized, flowing water in pipe) and carrying untreated (raw) water.
iii. The survey path goes through urban, rural, and agricultural locations which may include high traffic areas along roadways, animals (for example, cattle), and terrain through fields, brush, or washes.
iv. Note: Should the survey require the use of one or more tracer chemicals, they may not adversely affect the water for agricultural use. All tracer chemicals must be identified in the Proposal; chemical tracer safety documentation shall be included, and ultimately approved by Reclamation and the water/irrigation district as applicable.
v. The survey shall be in accordance with the RSHS:
https://www.usbr.gov/safety/rshs/index.html
