GSU Transformer Ester Fluid Testing for

Glen Canyon Power Plant Background

The Bureau of Reclamation (BOR), Glen Canyon Field Division is seeking to procure ester fluid testing to be performed on (9) Generator Step-Up (GSU) transformers.

Requirement

Contractor will provide test kits, fluid analysis, and test reports on (9) GSU transformers with natural ester fluid. The Government will perform the fluid sampling and ship the test kits out for analysis. The (9) GSU transformers are separated into banks, each bank containing (3) transformers. The banks will be referred to as K7A, K3A, and K5A. Currently, the K7A bank of transformers is being installed with estimated completion of September 15, 2021. The duration of testing for each bank of transformers is one year from the initial test with testing being performed incrementally. Therefore, the requirement will be processed as a base with two options. The base will be the K7A bank, with the last two banks as options which will be exercised approximately two weeks before transformer commissioning.

Test Kits

The Contractor shall deliver test kits within 3 business days from when the BOR request in test kits to be sent. Tests kits shall include the needed syringes to pull the sample, required forms to be filled out to perform appropriate testing, and all packaging needed to return test to the specified lab. BOR will pay return postage.

Delivery Information

Glen Canyon Field Division, 805 Bureau Street, Page, AZ 86040

Attn: Dan Fox/Randy Whitehorse

Testing

Fluid test kits will be sent to the Government by the Contractor. All fluid samples will be collected by Glen Canyon Field Division and returned to the Contractor for analysis.

Required Tests

The required tests will be packaged into two order items: light and full. Each test requirement must meet the listed ASTM test method.

Test Type Test Method Light Package Full Package Neutralization number ASTM D974 Interfacial Tension ASTM D971 Relative Density ASTM D1298 Visual Examination ASTM D1524 Dielectric Breakdown Voltage ASTM D877 Dissolved Gas Analysis ASTM D3612 Karl Fischer Moisture ASTM D1533 Liquid Power Factor ASTM D924 Furanic Compounds ASTM D5837

The required testing for each bank is detailed below with an estimated time frame of the start of each testing interval. Once the testing has started on the transformer bank it will continue for approximately one year from the initial test. Detailed delivery of testing kits and types of analysis will be provided within 2 weeks of commissioning date.
