About this file

This is a request for proposal issued by the Bureau of Reclamation seeking proposals for Upper Rio Grande and Pecos Basin hydrologic model calibration and configuration services. Key details include:

  • The services include compiling necessary data, recalibrating 20 hydrologic model locations in Phase 1, and providing potential additional calibration in Phases 2 through 4. Models include SAC-SMA, SNOW-17, and LAG/K.

  • Proposals are due by March 26, 2021. The period of performance is one base year with three option years to complete subsequent phases.

  • Deliverables consist of compiled calibration data, the calibrated hydrologic model, monthly meeting notes, quarterly reports, and draft and final project reports.

  • The RFP outlines technical evaluation criteria and indicates the technical approach is more important than price in award determination. The final award will be a firm-fixed price contract.

1. INTRODUCTION

The National Weather Service (NWS) West Gulf River Forecast Center (WGRFC) provides hydrologic and water supply forecasts for the Rio Grande basin. The WGRFC water supply forecasts are currently used by water managers, including the U.S. Bureau of Reclamation (Reclamation), the Natural Resources Conservation Service (NRCS) and the Colorado Division of Water Resources, to make seasonal water management decisions.

Traditionally, water supply forecasts for the Upper Rio Grande and Pecos basins have been based on regression models of total seasonal supply provided by the NRCS. Recently, through collaboration with the Colorado Basin River Forecast Center (CBRFC), the WGRFC has begun posting model-based forecasts of both supply and timing based on current basin conditions and potential future weather. These seasonal water-supply forecasts are based on a suite, or ensemble, of simulations using the NWS-operated Upper Rio Grande and Pecos basin hydrologic models, which are the basis for the daily Ensemble Streamflow Prediction (ESP) forecasts that the WGRFC publishes for select locations in the basin. The ESP program starts with the current states from the hydrologic models (i.e., soil moisture and snowpack) and generates potential runoff hydrographs assuming the upcoming weather is the same as occurred in historical years. For the Upper Rio Grande Basin, the ESP program generates an ensemble of potential forecast period hydrographs using historical weather data for the period 1980-2007 (see Figure 1). The 28 potential runoff hydrographs are then analyzed using statistics to generate a variety of probabilistic products. The ESP products offer several potential advantages compared to the traditional regression models:

• The daily forecasted streamflow hydrographs contain valuable information about when the runoff is likely to occur, and the associated uncertainty.

• The daily hydrographs allow “what-if” scenario analyses about whether future weather conditions are likely to be similar to a given historical year (i.e., an analog year).

• The ESP products can be run more frequently than monthly (the time step on which the traditional, regression-based water supply forecasts are issued). This feature provides water managers with up-to-date information. The ability to run the model more frequently provides additional information on the relative impact of daily snowfall/snowmelt events that is not available on a monthly timestep.

Figure 1. Example ensemble streamflow prediction (ESP) product

The Upper Rio Grande basin hydrologic model was last calibrated in the 2009-2010 period to a 1980 to 2007/2008 record. The Pecos basin hydrologic model was last calibrated to the 1980- 2011 record. Since the previous calibration periods, approximately 13 years of new climate record has accumulated for the Rio Grande and approximately 9 years has accumulated for the Pecos. The existence of temperature trends and decadal variability in precipitation means that these more recent years are more likely to be similar to a current forecast year than those further back in history. An updated model calibration that includes the new climate record would therefore enhance the accuracy of the underlying hydrologic modeling framework that supports the natural-flow ESP model simulations for water supply volume forecasting.

The WGRFC requires assistance with calibration and configuration for these models.

Reclamation is contributing to the funding of the recalibrations since Reclamation and other water managers could benefit significantly from improved ESP forecasts, for example, to better inform Reclamation’s Rio Grande Annual Operating Plan and other water management decisions.

2. PERIOD OF PERFORMANCE

This work is scheduled to begin within 60 days from the date of award and continue for one Base Period (Year), with three Option Periods (Years) to complete phases 2, 3, and 4, as described below.

3. PURPOSE, AVAILABLE INFORMATION, AND APPROACH

The purpose of the project is to refine and recalibrate an existing natural-flow hydrologic forecast model, the Upper Rio Grande Hydrologic Model, which is being used by the WGRFC to develop ESP hydrologic forecasts for the Upper Rio Grande. The model includes a total of 107 sub-basins within the Upper Rio Grande watershed. Individual sub-basin model features are identified in Appendix A-1, including parameters supporting the following supplemental models, which feed information into the Upper Rio Grande Hydrologic Model:

• Sacramento Soil Moisture Accounting (SAC-SMA) rainfall-runoff model,

• SNOW-17 snow accumulation/ablation model and

• LAG/K hydraulic routing model.

In addition, Appendix A-1 provides a count of regulation and elevation zones for the 107 sub basins.

The contractor will update the model to include all relevant data through the end of Water Year 2020, and use these data, along with data assembled during the previous calibration, as appropriate, to update the calibration of the model. The duration of the calibration period will span from 1980 to 2020.

The contract will be completed in phases (base period with three option periods), as budget is available to Reclamation. Appendix A-1 contains the list of twenty sub-basins to be calibrated in Phase 1 as well as options for additional calibration in Phases 2, 3, and 4 of the project. Phase 2 includes 22 basins in the Upper Rio Grande, Phase 3 includes the remaining 36 basins in the lower Rio Grande, and Phase 4 includes 29 basins in the Pecos. Figures 2 and 3 show the locations of the basins, and the basins are labeled according to the NWSLID. Figure 4 shows the phase assigned to each basin and is further described in Appendix A-1.

The scope of Phase 1 includes all Phase 1 sub-basins listed in Appendix A-1.

4. SCOPE

Each option year/phase of the project will include the following four tasks.

4.1 Compile necessary data

Under Task 1, the following activities will be performed:

• Acquisition and analysis of historical streamflow, diversion, return, inter-basin transfer, and reservoir elevation/storage/outflow data as necessary to accommodate the hydrologic model.

• Conversion of these data into a 6-hourly natural flow-based historical time series, if necessary.

• Development of 6-hourly time series of mean aerial precipitation and temperature from observing stations.

For each option year/phase of the contract, the Contractor shall collect the available historical streamflow data and review it for completeness and accuracy. The Contractor shall also collect and review historical data as it applies to reservoir operations, diversions and returns, inter-basin transfers, irrigation practices, etc., as necessary to generate 6-hourly “naturalized” streamflow time series which will be used for hydrologic model calibration.

Flow forecasts based on regulated streamflows will not be an objective of this calibration project as the development of appropriate reservoir models is not covered under this project plan.

The Contractor shall develop historical mean areal temperature (MAT) and precipitation (MAP) 6-hourly time series required to force the hydrologic model. The Contractor shall inventory available temperature and precipitation station data and review it for completeness and accuracy.

Consistency checks will be performed on station data, and corrections made to ensure long-term data consistency. In mountainous areas where elevation has a major influence on temperature and precipitation, the Contractor will calibrate using existing model elevation zones. The required historical data will be developed to allow model calibration for the approximate period of Water Years 1980–2020.

The Contractor shall develop monthly climatological potential evapotranspiration values using the Penman-Monteith method. These are a commonly used static input to the Sac- SMA model.

Data used to calculate the evapotranspiration will be derived from representative weather and climate recording stations in the vicinity of the basin to be calibrated.

The Contractor shall perform a water balance analysis of the basins to identify data quality issues.

4.2 Recalibrate model locations

Under Task 2, the following activities will be performed:

• Calculation of 6-hourly simulated natural flow hydrographs at each location for the appropriate phase of the project.

• Development of model parameters for SAC-SMA, SNOW-17, and UNIT-HG models for the locations appropriate for the phase of the project. To the extent that they are needed, calibration parameters for other necessary supporting (typically minor) NWS-RFS routines such as RSNELEV, CHANLOSS, CONSUSE will also be included here (and in the associated deliverables).

• Development of LAG/K routing parameters for applicable reaches.

• Calibration of all hydrologic model parameters to 6-hourly natural flow at the basin outlets.

The Contractor shall develop 6-hourly unit hydrographs (UHGs) using established GIS methods or observed data, when it is necessary to update existing UHG values. The Contractor shall perform calibration of the SNOW-17 and SAC-SMA model parameters for the headwater sub-basins and local sub-basins as specified in Appendix A-1 for each option year/phase of the project. In addition, LAG/K routing parameters will be calibrated for all downstream locations, identified at Local Areas in Appendix A-1. The unit hydrograph ordinates calculated by the Contractor will also be verified during the calibration process.

4.3 Communication

The contractor will keep Reclamation and the WGRFC abreast of progress on this project through monthly conference calls, as described in more detail in the deliverables section, below.

4.4 Reporting

The Contractor shall provide Quarterly progress reports as well as Draft and Final reports for each option year/phase of the project.

5. DELIVERABLES

For each option year/phase of the project, the contractor will complete all tasks as described above, and provide the following deliverables to Reclamation and the WGRFC:

• Compiled calibration data (any data, such as streamflow or SWE, that was created or compiled during the calibration process and that could be used to recreate or redevelop the calibration).
