PERFORMANCE WORK STATEMENT
140R1722Q0001
SPECIAL WEAPONS AND TACTICS (SWAT) TEAM ADAPTED TRAINING
US Bureau of Reclamation
Grand Coulee Power Office, Grand Coulee, WA
1.0 INTRODUCTION:
The work of the Bureau of Reclamation (Reclamation) includes management of dams that are designated as National Critical Infrastructure (NCI) facilities. The Reclamation Grand Coulee
Power Office (GCPO) Security Response Force (SRF) is in place to ensure the uninterrupted delivery of water and power, to defend generation and transmission assets, cultural resources and to protect employees and the public at the GCPO.
2.0 OBJECTIVES:
Reclamation has a requirement for personnel trained in Special Weapons and Tactics (SWAT) to support security at the GCPO by training on-site at Grand Coulee, WA. Participation by a SWAT team in training adapted to the GCPO facilities is needed to enhance tactical readiness and to cultivate the contacts essential in joint response preparedness with the SRF against threats to the
NCI.
Facilities at this Grand Coulee, WA NCI site include the Grand Coulee Dam, three powerhouses, a spreading yard and two switchyards, the North Dam of Banks Lake, the Pump/Generating Plant, administrative offices, warehouses, maintenance facilities, the pipeline and canal between Lake
Roosevelt and Banks Lake, and the transmission lines between the powerhouses and switchyards.
Training held at GCPO facilities will provide the SWAT team with site specifics, foster rapid joint response planning and coordinated communication for the mitigation of potential high threat incidents.
Reclamation anticipates this training and preparedness requirement to be fulfilled by one tactical team. The expectation is to have a tactical team and mobile communications unit capable of responding within 2 hours or less to the GCPO site if called up for immediate response to a threat incident.
The training sessions shall occur Bi-Annually (2 times per period of performance).
3.0 PERFORMANCE REQUIREMENTS:
3.1 SWAT Team Qualifications
a. Contractor shall provide a SWAT team at each training session that meets the following criteria: a 10-member tactical team comprised of sworn law enforcement personnel that, at a minimum, meet the requirements of the State of Washington RCW (43.101.095, 43.101.200) and all other applicable codes required to serve as commissioned officers.
b. Contractor shall deliver a tactical team trained in rappelling capabilities.
c. SWAT Team shall be able to perform under the Incident Command System (ICS) concepts of Incident Commander in training and in response to incidents. Tactical team leader or designee must be at a minimum, certified in National Incident
Management, Incident Command System (NIMS ICS) 100, 200, 300, 400, and
700.
d. Tactical team members must pass the SRF handgun and rifle qualification course annually. This qualification will be part of the first training session each year, for which testing will be administered by the SRF Training staff and monitored by the
Contracting Officer Representative (COR) or designee. The tactical team will perform the qualifications using their service weapons. Targets and shooting range will be provided by Reclamation. All training and qualification ammunition will be provided by the contractor. SRF Training Firearms Qualification Record signed by a SRF Training instructor shall be submitted by contractor for each team member to COR within 14 business dates from qualification date.

b. A written training plan that includes a safety plan for each training session will be submitted by contractor to the COR no less than 21 days in advance of the proposed training. The purpose of the plan is to ensure the training is of value to both the SWAT team and the SRF, and to review the safety protocols associated with the training. Final training plans and dates will be scheduled through and approved by the COR.
c. All training will be conducted in accordance with Reclamation Safety and Health
Standards (RSHS), Section 3 Contractor Requirements, and all other applicable
Reclamation safety protocols. This information is subject to change and shall be provided to the contractor by the COR. The contractor will be held financially responsible for any damages to Reclamation property which occurs as a result of negligence or failure to follow safety protocols during a training session.
d. Contractor shall be responsible for furnishing all ammunition, personal protective equipment (PPE), training equipment, supplies and materials (non-Government furnished equipment) necessary for the quarterly training sessions. These costs must be factored into the contractor’s proposal.

f. Each of the two (2) training sessions will be based on a ten (10) hour work-day
(includes time in travel). Transportation to/from training and meals/incidentals are the contractor’s responsibility. These costs must be factored into contractor’s proposal.
