C.1 Introduction Federal legislation including the Federal Insecticide, Fungicide, and Rodenticide Act of 1947 (as amended); the Carson-Foley Act of 1968; the Federal Noxious Weed Act of 1974 (as amended), and the Plant Protection Act of 2000, authorize and direct Reclamation to implement weed management as well as to coordinate with Federal, State and local agencies on the management of noxious weeds and invasive plants. The Bureau of Reclamation manages approximately 6,049 acres of Federal land surrounding Lake Cascade in Valley County. (For estimating purposes, it is anticipated a maximum of 75 acres will be treated). Reclamation uses an integrated pest management approach to control noxious weeds and invasive plants, which to date includes chemical and mechanical methods of control on the lands it administers at Lake Cascade.
Mapping is an important component of a noxious weed and invasive plant species control program. Mapping indicates the extent and location of an infestation, and when combined with other information about a species including severity and density, constitutes an inventory.
Currently, Reclamation has neither the personnel nor the equipment to successfully conduct noxious weed and invasive plant mapping or treatments for its lands surrounding Lake Cascade.
C.1.1 Mission Protect project facilities and provide public safety, through weed management treatments to reduce erosion, risk of wildfire and further spread of invasive weeds.
C.1.2 Scope The contractor shall provide all personnel, equipment (including personal protective equipment), tools, materials, transportation, supervision, and other items and incidental services necessary to satisfactorily identify, map and treat invasive weed species on Reclamation-administered Federal lands surrounding Lake Cascade, in Valley County, Idaho.
C.2 Non-Personal Services The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer (CO) immediately.
C.2.1 Business Relations The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.
C.3 Contract Administration and Management The following subsections specify requirements for contract, management, and personnel administration.
C.3.1 Contract Management The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement.
C.3.2 Contract Administration The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support the contract.
C.3.3 Personnel Administration The contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the PWS requirements.
C.3.4 Contractor Personnel, Disciplines, and Specialties The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience.
C.3.5 Contract Period of Performance:
Base Year: August 1, 2021- January 31, 2022 Option Year 1: February 1, 2022- January 31, 2023 Option Year 2: February 1, 2023- January 31, 2024 Option Year 3: February 1, 2024- January 31, 2025 Option Year 4: February 1, 2025- January 31, 2026
C.3.6 Location and Hours of Work Contractor will coordinate with the Cascade Field Manager prior to arriving at the site so arrangements for opening access gates can be made (no keys will be issued for access). Work will be conducted on Reclamation Lands surrounding Lake Cascade Reservoir. Treatments will be conducted during appropriate timeframes according to the method of treatment and targeted pest. Treatments need not be applied every month but only during the necessary timeframes when certain weeds require treatment, usually emergent stage, some months may have no treatment while others may have weekly treatments. There are six Wildlife Management Areas (WMA) that may be treated for weeds via annual discussions between the Contractor and COR and based on the Spring and Fall surveys to be conducted during the base and third year of the contract. Other Reclamation lands not within these designations may also be included (See Attachment A for Designation Descriptions). WMA's are closed to the public from February 1 - July 1, however for the purposes of weed treatments through coordination with the COR these areas may be spot treated or if other specific treatments are proposed that will not disturb wildlife, these may be discussed prior to application. Following the July 1st date, treatments may be applied via ATV or horses, no UTV’s or full-sized vehicles will be allowed for treatment. If water is needed for the application treatments, there is a faucet at the Cascade Field Office or via a limited well source at Buttercup Day Use Area, an Idaho Department of Parks and Recreation (IDPR) State Park site along West Mountain Road. It will be the contractor’s responsibility to have hoses or other items necessary to use the faucets. Contractor should also coordinate with IDPR for use.
C.4 Performance Requirements The following section specifies the Performance Objectives and Performance Elements for the contract.
C.4.1 Actual Work Months: March 1st through November 1st (or as soon as the ground is dry enough that access doesn’t disturb the soil).
C.4.2 Specific Tasks
Note: As mentioned in C.3.6 target weed control areas will be identified annually by the COR and documented within a Pesticide Use Proposal (PUP) provided by the contractor. (see C.6 Applicable Publications and Forms)
C.4.2.1 Task 1 – Noxious Weed and Invasive Plant Control:
a. Consult with Reclamation’s COR for determination of high priority areas.
b. Treat identified high priority areas. (For estimating purposes, it is anticipated a maximum of 75 acres/year will be treated.)
c. Work with any Federal, State, or local governmental or public interest entity involved in the application, gathering and dissemination of Biological control agents for the purpose of obtaining them for use on Reclamation-administered Federal land.
d. Applicators must maintain records of all pesticide applications pursuant to IDAPA
02.03.03.150. These records must be retained for a period of three (3) years following the application of the pesticide.
e. The Pesticide Application Records (PAR) or equivalent should include maps, for each target area. Identify by species the total acres of the noxious weed or invasive plant infestation, acres or quantity of plants treated, control method used, personnel and equipment used. These should be submitted quarterly with the first submittal starting at the Contract period of performance as the 4th quarter report to include July- September, and then the first quarter being October-December, second quarter January-March and so on…(Please submit as an excel or pdf or a readable format, with maps as jpeg or pdf format).
Acceptable Quality Level: 90% successful removal of noxious weeds from all areas.
C.4.2.2 Task 2 – Inventory, Monitoring and Mapping:
a. Conduct a total of two field surveys, one during the base year and one during the third option year in the Fall of the target weed treatment areas and identify specific locations in which weeds have become established or are invading. Record the boundaries of infestations and treatment locations using global positioning system (GPS) technology, in accordance with the US. Forest Service Field Guide for Invasive Plant Inventory, Monitoring and Mapping. This shall be presented in the PUP provided by the contractor.
Acceptable Quality Level: Submit GPS Data with the PUP 100% of the time.
C.5 Green Procurement
The implementation of this contract shall be in accordance with Executive Order 13693 regarding use of environmentally preferable products, bio-based products, energy and water-efficient products, and alternatives to hazardous or toxic chemicals.
The Contractor shall use green products, processes and equipment, and shall demonstrate such capability by submitting a weed/herbicide plan as stated in the solicitation under FAR 52.212-1 Instructions to Offerors, to the CO or their designee that describes methods, materials, and equipment used under the contract. The weed/herbicide plan is a planned and organized approach that is designed to protect the workers’ health and reduce the impact on human health and the environment.
Chemical concentrates that require dilutions are preferable compared to ready-to-use products and should be used whenever possible. Dilution control equipment should be employed to ensure correct dilutions of concentrates and to protect workers from exposure to concentrated chemicals.
For categories of items that are EPA-designated (e.g. Comprehensive Procurement Guidelines [CPG]) and USDA designated in the BioPreferred Program visit (http://www.biopreferred.gov/).
Contractor shall select USDA designated products over products with other sustainable attributes. Products designated under Federal sustainable product programs – USDA BioPreferred, EPA CPG, EPA Design for the Environment, and Department of Energy's EnergyStar and FEMP - can be found on (https://sftool.gov/greenprocurement).
Contractor shall submit a list with the names of the manufacturer, the brand name, and intended use of each of the chemicals or agents intended for use in the completion of the work. This information will be included in the PAR.
Contractor must provide the COR with Safety Data Sheets (SDS) sheets for all chemicals used.
SDS must be available for the contractor’s employees while working. This information will be submitted with the PUP.
C.5.1 Key Sustainable Product (KSP) Standards
Use of KSP standards is mandatory for all contracts. The KSP’s in this section are also located at https://sftool.gov/greenprocurement/green-products/1037/key-sustainable-products/0 . The Contractor shall specify the brand name and product that shall be used to meet the KSP standards below. The Contractor shall provide the required data submittals to the CO or their designee (COR) prior to the start of each contract year. The CO’s designee shall verify that the products submitted are compliant with these KSP’s.
• Pest Control-Weeds-Agricultural: Description: Products use to eliminate or control weeds infestation in agricultural crops and vegetation. Standard: 25% Minimum Biobased Content
The following clauses shall be included in the contract:

C.7 Special Requirements The contractor shall perform the clerical duties necessary for providing copies of the logs from work completed and the annual reports of work performed.
C.8 Quality Control The Contractor shall develop a Quality Assurance Surveillance Plan and maintain an effective quality control program to ensure services are performed in accordance with the contract. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.
Reclamation’s COR will conduct periodic surveillance, random inspections, and review of the treated areas, taking photographs, collecting GPS data, and at least a 90 percent control success. These actions will determine both adequacy of coverage and rate of detection of noxious weed and invasive plant occurrences. A determination of successful execution of this purchase order shall be based on the COR’s inspections of the treatment areas, as shown in the Performance Requirements Summary Table C.10.1.
If results of these actions determine that work to date has not met or exceeded the accepted quality level, the COR shall meet with the contractor on-site to discuss the deficiencies.
The contractor shall correct the deficiencies by treating the sites that were missed and/or re-treat areas where the treatment was inadequate. If the area is re-treated, it will be at no additional cost to the Government. If follow-up inspections determine that the acceptable treatment levels have not been met after re-treatment, the contractor, shall re-treat until an acceptable level is reached as determined by the COR at no additional cost to the Government.

C.12 Attachments Attachment A: Designation Descriptions
ATTACHMENT A
Designation Descriptions Six areas are designated as WMAs and managed for the primary purpose of benefiting wildlife.
The WMA designation provides management emphasis and protection for over 4,026 acres of Reclamation lands. The overall purpose of the WMA designation is to protect habitat for migratory birds, and sensitive and threatened wildlife. The WMAs provide critical habitat for waterfowl and furbearers. Bald eagle nest sites and perch trees, and heronry trees are critical habitat elements provided in forested areas. Specific examples would be the large great blue heron rookery established in a stand of Lodgepole pine on the west side of the North Fork Payette WMA and both the North Fork and Lake Fork areas provide breeding grounds for Western Grebes. The WMA’s are relatively remote and provide a vital buffer from human activities, which would otherwise displace wildlife and cause their eventual abandonment of critical habitat.
1. Lake Fork WMA contains 204 acres and is located on the upper end of both sides of the Lake Fork Arm. Most of this area is wetlands and is prime waterfowl habitat. It is intermixed with substantial stands of Lodgepole pine and some Ponderosa Pine.
The land borders mostly private property on the east side (Coho Estates subdivision) and on the west side there are no subdivisions, but there is an adjacent church camp. There are three agricultural easements (230 acres) on west side of arm that are habitat improvement projects (HIP) and provide elk wintering areas.
2. North Fork WMA contains 953 acres and occupies both sides of the North Fork Arm.
The area is mostly wetlands with some grassland and is interspersed with pockets of Lodgepole pine. The area is bordered by some State lands, USFS land and mostly private land.
There is currently only one small subdivision (Westwood #1). Future potential for property damage may increase with additional subdivisions. There are three agricultural easements (420 acres) that provide elk wintering areas. Areas along the arm also provide Bald Eagle nest, bat nursery and heron rookery buffers as well as Sandhill Crane and waterfowl habitat.
3. Duck Creek WMA contains 1,037 acres and is located at the base of the West Mountains on the west side of Lake Cascade. The area is comprised of riparian areas along creeks with willows, cottonwoods and other riparian understory, open wetlands and meadows, and grasslands with pockets of mixed conifer. The area borders mostly private land, as well as Idaho Department of State Lands property.
The area provides Bald Eagle nesting buffers, and Sandhill Crane and waterfowl habitat, as well as an occasional moose. The area has had impacts from past ORV use and some areas have been fenced using electric fencing, but a permanent fence is currently being constructed. Potential for property damage is moderate, some adjacent subdivisions, but this could change in the future with the increased development of the Tamarack resort just north of this area.
4. Hot Springs Creek WMA and Sugarloaf Island contains 1,495 acres and are located north of Crown Point C/OS. The area is mostly meadows and cottonwoods and grasslands with some sagebrush, and scattered Ponderosa pine. The land is bordered by private property.
Designated camping is provided in the area, there are no adjacent subdivisions and it is almost completely fenced. (1) Inspecting and accepting or rejecting work performed under the contract.
(2) Representing the Government in technical phases of the work. The COR is responsible for the technical administration of the contract and will provide instructions and interpretations to the Contractor on all technical matters relating to the contract. The COR will supervise or oversee all Government technical and administrative personnel assigned to assist the COR.

WBR 1452.237-80 SECURITY REQUIREMENTS--BUREAU OF RECLAMATION (FEB
2017)
(a) (a) General Security Requirements:
(1) This clause addresses security requirements, including general procedural requirements, information security requirements, contractor employee suitability requirements, identification card requirements, site security requirements, vessel exclusion barriers, and information technology security requirements. Within this clause, COR means Contracting Officer's Representative. If there is no COR appointed and identified to the Contractor, the term instead will mean the Program Manager or any other authorized individual responsible for technical oversight under the contract. “Work site” means the Government facility, office, construction site, and any other area within the Government office or facility that the Contractor must access to accomplish work under this contract.
(2) The work performed under this contract shall only be accomplished by individuals (in the employment of the Contractor or any subcontractors) whose conduct and behavior is consistent with the efficiency of the Federal Service and the requirements of this contract, and who are acceptable to the CO. If Reclamation finds a Contractor employee to be unsuitable or unfit for his or her assigned duties, the CO will direct the Contractor to remove the individual from the contract and access to the Federal facility at which the contract activities are occurring.
(3) The Contractor’s employees governed by this contract may need access to sensitive information and/or sensitive areas. The Federal Government (Government) reserves the right, in its sole discretion, to determine suitability of Contractor personnel and deny access to any sensitive information or project specific area to any personnel for any cause.
(4) The Contractor is responsible for informing and ensuring compliance by its employees with any applicable security procedures of the Government facility where work may be performed under this contract.
(5) Any Contractor employee that will have access to a Federally-controlled facility or information system will be required to have a Government-issued identification card, consisting of a Personal Identity Verification (PIV) Card, a temporary identification card, or a visitor badge.
(Note: within the Department of the Interior this card is known as a DOI Access Card.) During performance of the contract, the Contractor shall keep the COR apprised of any changes in personnel, or changes in personnel access or duration, to ensure that performance is not delayed by compliance with credentialing processes.
(6) A Contractor employee will not be provided access to a Government facility or information system until a Government PIV Card, temporary identification card, or visitor identification badge has been issued to the Contractor employee. For those individuals that will be receiving a PIV Card, the Government may, at its discretion, issue a temporary identification card or visitor identification badge after the electronic background investigation forms have been received and the investigation is initiated.
(7) All Contractor employees shall access the facility via the facility’s entry screening system and visibly display the Government-issued PIV Card, temporary identification card, or visitor identification badge at all times. Contractor employees must visibly wear the Government-issued identification card at all times they are on Government facilities. Contractor employees are responsible for the safekeeping of all Government-issued identification cards, whether on-site or off-site. Cards that have been lost, damaged, or stolen must be reported to the COR and DOI Access Sponsor within 24 hours. The Contractor shall return all identification cards and card keys and any other Government property and information upon completion of performance or when personnel depart permanently or for a period of 7 days or more. The Contractor may be required to turn in access control cards or identification cards on a daily basis.
(8) Misuse or loss of access control or identification cards, or failure to comply with required surrender of such cards may, at Government discretion, result in Contractor personnel being denied access to the work site, at no cost to Government. The Contractor may be charged up to $500 for each occurrence for any required replacement of Government-issued access control or identification cards due to loss or misuse. At the end of contract performance, or when a Contractor employee is no longer working under this contract, the Contractor shall ensure that all access control and identification cards are returned to the COR.
(9) All Contractor personnel, including subcontractor personnel, with access to the work site shall be U.S. citizens or foreign individuals legally residing in, or legally admitted to, the U.S.
For all non-U.S. citizens working under this contract, irrespective of length of time working on the contract, the Contractor shall provide to the COR, legible and valid copies of the individual’s passport and visa (unless individual is on the Visa Waiver Program) a minimum of 14 calendar days prior to beginning work or arriving at the facility. A driver’s license is not acceptable identification. In addition, a completed form I-94 shall be submitted to the COR upon the individual’s arrival at the work facility and prior to beginning work.
(10) The Contractor shall report all contacts with entities, individuals, and counsel/representatives (including foreign entities and foreign nationals) who seek in any way to obtain unauthorized access to sensitive information or areas. The Contractor shall report any violations of contract provisions, laws, executive orders, regulations, and guidance to the Contracting Officer (CO). The Contractor shall report any information raising a doubt as to whether an individual’s eligibility for continued employment or access to sensitive information is consistent with the interests of National Security and the Public Trust.
(11) Unsanctioned, negligent, or willful inappropriate action on the part of the Contractor (or its employees) may result in termination of the contract or removal of some Contractor employees from Reclamation facilities at no cost to the Government. These actions include, but are not limited to, exploration of a sensitive system and/or information, introduction of unauthorized and/or malicious software, inappropriate release of sensitive information, or failure to follow prescribed access control policies and/or security procedures. Failure to comply with Reclamation policies, procedures, or other published security requirements may result in termination of the contract or removal of some contracted employees from Reclamation buildings and/or facilities at no cost to the Government.
(12) All provisions of this clause shall equally apply to all subcontractors. The Contractor shall incorporate the substance of this clause in all subcontracts.
(13) These security requirements apply to all sections of this Contract including Contract Drawings and other Contract Specifications as applicable. Related documents include other general provisions of Construction or Operations and Maintenance type Contracts, including FAR clauses by reference or as amended by related documents.
