Performance Work Statement

Part 1 - General
Item 1 – Description of Work
I. Background
A. The purpose of this contract is to provide Sitka National Historical Park buildings security S2 systems* through door reader access controls, door locks, and interphase camera system and IDS system into PACS.

II. Objectives
A. The Contractor shall furnish the necessary personnel, material, equipment, and services (except as otherwise specified), to perform an install of a new Physical Access Control System (PACS), upgrade Intrusion Detection System (IDS), and Connect new IDS zone alarm outputs to PACS inputs through S2 system.
B. During the performance of the work, the contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness, and progress of work. Contractor shall, without additional expense to the Government, be responsible for obtaining necessary licenses and permits, and for complying with any and all applicable federal, state, and borough laws, codes, and regulations pertaining to the performance of the service that is to be rendered.
C. It is the responsibility of the contractor to verify that all of the information provided in this solicitation is accurate. The Contractor shall take proper safety and health precautions to protect workers, the public, and property. Descriptions of tasks to be performed as part of this contract are described below.

Item 2 – LOCATION
I. Project Location:
A. Sitka National Historical Park Visitor Center (106 Metlakatla Street, Sitka, AK) and associated parking lots (Upper and lower parking lots and East Parking Area), Russian Bishop House, Old School, and Priest Quarters (501 Lincoln Street, Sitka, AK). Location shown in satellite pictures FIG 1 – FIG 3.

Item 3: Description of tasks by Location
I. VC
A. Physical Access Control.
1. Install new PACS to provide electronic access control for the facility. Refer to the conceptual drawings in Attachment A for proposed PACS equipment information and locations. See Attachment B for specific door pictures. See Attachment C for called out suggested hardware.
a. Install new PACS head-end equipment to include an application server and administration workstation (with monitor, keyboard, and mouse) in the head-end rack.
b. Install PACS local processors (door controllers) and card readers, electromechanical locks, door contacts, and request-to-exit devices per Attachment A/B/C indicated locations. Card readers devices should be type 921PHPTEK0033J or equivalent.
c. Install electromechanical locks on the public (exterior) restroom doors to prevent access when the Visitor Center is not open. The locks should automatically activate/deactivate on a programmed time schedule but may be overwritten through hub for manual activation/deactivation.
d. Access controlled doors designated as emergency exits must always allow free egress. Install Life Safety Code compliant exit devices for egress doors where current equipment is not compliant.
B. Intrusion Detection
1. Replace the existing IDS with a commercial grade system to include control panel
(installed at the head-end location) plus keypads and wired sensors in field locations.
a. Install door position sensors for all building perimeter doors. Evaluate interior motion sensor coverage throughout and install additional sensors if needed.
b. Connect new IDS zone alarm outputs to available PACS inputs to enable the
IDS events to be logged and monitored locally by site personnel from within the PACS Security Management System graphical user interface, permit automated alarm activated camera callups to display associated camera imagery on a 24/7 basis.
c. Connect sensors associated with doors incorporating access control features to PACS. Verify sensors associated with intrusion attempts (i.e. door contacts on nonaccess-controlled doors, glass break sensors, motion sensors, etc.) remain connected to the IDS.
II. Russian Bishop’s House
Install new PACS to provide electronic access control for the facility. Refer to the conceptual drawings in Attachment A for proposed PACS equipment information and locations. See Attachment B for specific door pictures. See Attachment C for called out suggested hardware.
1. Install electronic access control features (local processor/door controller, card readers, electromechanical locks, door position sensors, and request-to-exit devices) at four locations as shown on the conceptual drawings (Attachment A/B/C). Card readers device should be type 921PHPTEK0033J or equivalent.
a. The West exterior entry door (off the passageway behind the reception desk)
b. The South exterior entry door (off the reception room)
c. The East exterior entry door into the stairwell passage area
2. Install a door controller and power supply in the mechanical room on the first floor in the East passageway area.
3. Connect communication media for the door controller in the Russian Bishop’s House to the headend via the single conduit path that is available for security system use.
4. Connect communication media for the door controller in the Russian Bishop’s House to the head-end in the Priest’s House via the single conduit path that is available for security system use.

5. Install motion sensors instead of glass break sensors in rooms that have operable exterior windows with a maximum opening exceeding 96 square inches.
6. Integrate the IDS into the PACS.
a. Connect available IDS alarm panel alarm output(s) to available PACS inputs to allow IDS alarms/events to be logged and monitored locally by site personnel from within the PACS graphical user interface.
III. OLD SCHOOL
1. Install electronic access control features (card readers, electric strikes, door contacts, and request to-exit devices) for the two exterior entry doors (102A, 107A). Card readers devices should be type 921PHPTEK0033J or equivalent.
2. Install a door controller and power supply in the mechanical room.
3. Connect communication media for the door controller in the Old School to the head-end via the single conduit path that is available for security system use.

IV. Priest’s Quarters
A. Infrastructure.
1. Install a new rack in the basement (Room 002) to support the Russian Bishop’s
House park unit head-end equipment.
2. Connect communication media for cameras to a new network switch in the basement (Room 002) head-end rack.
3. Remove and replace old data transmission media and power cabling along pathways for new installs if not compatible with new system
4. Connect communication media for PAX and IDS in the Russian Bishop’s House and Old School via the single conduit path that is available for security system use.
a. If category rated cable runs exceed the maximum 100 meters between the device and associated switch, install mid-span PoE injectors or distribution node PoE switches.
B. Physical Access Control
1. Install new PACS to provide electronic access control for the Russian Bishop’s House park unit facilities. Refer to the conceptual drawings in Attachment A/B/C for proposed PACS equipment information and locations. Card readers devices should be type 921PHPTEK0033J or equivalent.
2. Install a PACS application server and PACS administration workstation in the head-end rack along with local processors (door controller) in the basement telecom area (Room 002). The PACS workstation will support PACS administration and monitoring functions
3. Connect PACS controllers, server, and administration workstation to the head-end network switch for the Security Camera System.
4. Install electronic access control features (card reader, electric strike, door contact, and request-to exit device for the two exterior entry doors (103A, 104A)
C. Intrusion Detection system to include control panel (installed at the head-end location in the Priest’s House) plus keypads and wired sensors in field locations.
2. Install door position sensors for all building perimeter doors and install acoustic glass break sensors throughout the interior rooms that have fixed exterior glass openings exceeding 96 square inches.
3. Install motion sensors instead of glass break sensors in rooms that have operable exterior windows with a maximum opening exceeding 96 square inches.

V. All work will be performed under a Single Contract
A. Government Furnished Materials
1. No additional government furnished materials will be provided on this contract.
B. Hazardous Materials
1. Any hazardous materials identified and replaced as part of this project shall be recycled at an appropriate pre-approved recycling facility.
2. Contractor to coordinate recycling effort with the project technical representative.
C. Quality Assurance
1. The Government may utilize a Quality Assurance Surveillance Plan (QASP) throughout the life of the contract to ensure that the Contractor is performing the services required by this Scope of Services in an acceptable manner.
2. The use or nonuse of any quality assurance methods by the Government will not constitute a waiver of or excuse from contract requirements.
3. The Government may implement or change quality assurance measures at any time during the term of the contract. Surveillance methods may include 100% inspection, periodic inspection, random sampling, or customer input.
ITEM 4: HISTORICAL, ARCHEOLOGICAL, AND BIOLOGICAL SIGNIFICANCE
I. Many project areas will involve work on, near, or around historically or archeologically important structures and biologic organisms (e.g. trees) that may be considered significant.
A. All work activities must be approved in advance by the Contracting Officer
Representative.
B. Exercise care in installing security equipment and infrastructure in all buildings to ensure that it does not unnecessarily detract from the area appearance.
C. Buildings may be listed on National Historic Landmark Register, ALL proposed equipment and infrastructure installation locations and appearances must be reviewed and approved by the appropriate site authorities prior to commencing work.
D. All wires must be either ran in existing conduit or place in locations that is out of site or does not distract from historical features of building. Use color coated wire in colors of existing surroundings if available where it cannot be hidden or covered.
E. If at any time during project workers unearth, discover, or identify archeological artifacts or encounter something that could impact a significant organism health, work in that area must be stopped and the Park Representative immediately contacted for further direction
ITEM 5 - CONTRACTOR’S USE OF PREMISES
I. Conduct of Operations: The contractor shall always conduct operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent through parks Superintendent’s Compendium.
A. No signs or advertisements shall be displayed on site or within the park unless approved by the Contracting Officer.
B. Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.
C. Public Use of Site: Contractor shall at all times, conduct operations to ensure the least inconvenience to the public. .
II. On-site work hours: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated.
A. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the Contracting Officer. Submit requests for work outside of the stated normal business hours to the Contracting Officer for approval at least 48 hours in advance of the work.
III. Contractor Use of Site:
A. Contractor shall have limited use of the site for operations. Do not disturb portions of Project site beyond areas in which the Work is indicated.
B. Driveways and Entrances: Keep driveways, access roads, and entrances serving premises clear and available to Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Schedule deliveries to minimize use of driveways and entrances.
C. No Site Disturbance Authorized including earthwork or clearing of vegetation to accomplish work. If site disturbance is required, contractor will notify the Park Representative of requirement but will not proceed until the park gives authorization through the Representative.
IV. Housekeeping:
A. Keep project neat, orderly, and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard.
Immediately remove all hazardous rubbish. Do not allow rubbish to accumulate.
Provide onsite containers for collection of rubbish and dispose of it at frequent intervals during progress of work.
B. Dispose of waste materials legally off NPS property.
C. Address Recycling
V. Occupancy Requirements for Buildings:
A. Existing Buildings:
1. Full Government Occupancy: Government may be occupying buildings during the entire contract period. Cooperate with Government during contracted operations to minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with Government's day-to-day operations. Maintain existing exits, unless otherwise indicated.
2. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from the CO.
3. Maintain existing building in a weather tight condition throughout contracted period. Repair damage caused by operations. Protect building and its occupants during contracted period.
ITEM 6– SHOP DRAWINGS, PRODUCT DATA, AND SAMPLES
I. Shop Drawings A. Contractor shall submit Shop Drawings to include one digital file (.PDF or .TIF) and two full size hardcopy documents to the Park Rep that indicate waterproofing and electrical materials, connection details, anchorage spacing, hardware locations, and installation details.
II. Product Data:
A. Contractor shall Submit Product Data to include one digital file (.PDF or .TIF) to the Park Representative that provides details regarding component installed, anchorage method utilized, and hardware used.
ITEM 7 – TRAINING ON SYSTEM
I. Contractor to provide training in use of PACS and other software, computer program, and system once installs are completed. Contractor to provide park with operator manuals on system.

The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
