Surface Water Sample Analysis Acadia National Park
SCOPE OF WORK
1. PURPOSE
The National Park Service (NPS) wishes to procure lake and stream water chemical analyses to support the Acadia National Park (ACAD) long-term lake acid deposition effects monitoring program and the NPS Inventory and Monitoring Program's Vital Signs water quality monitoring program for the Northeast Temperate Network (NETN).
2. BACKGROUND
The results of these chemical analyses will continue our efforts to provide important baseline data on NPS surface waters, will enable the determination of long-term water quality trends, and will also serve as an early detection method of resource degradation from atmospheric deposition and/or nutrient enrichment.
Since over 50% of the samples that will be analyzed will be collected in Acadia National Park, the laboratory selected to perform these analyses must employ advanced analytical techniques, test methods, and state of the art instrumentation sufficiently sensitive to detect the low levels of chemical constituents and small increments of change in the low ionic strength waters from Acadia's lakes and streams. Adherence to the specifications for the analytical parameters (as detailed in Tables 3 and 4) is essential to ensure that future test results will be scientifically and statistically comparable to historic data for long-term trend analysis.
These analytical results will ultimately be submitted to the U.S. Environmental Protection Agency’s (EPA) STORET database, and could be used to guide NPS management decisions, research science, and in state and federal regulatory processes. The laboratory selected to perform these analyses must meet precision and accuracy objectives detailed in Tables 3 and 4 and adhere to rigorous quality assurance/quality control (QA/QC), and data management protocols to ensure the validity of these data.
3. STATEMENT OF WORK
A. Description:
1. Water samples will be collected by ACAD and NETN staff from 46 lakes and streams in Acadia NP and the “Lower NETN” parks (Marsh-Billings- Rockefeller NHP, Minute Man NHP, Morristown NHP, Roosevelt-Vanderbilt NHS, Saint-Gaudens NHP, Saugus Iron Works NHS, Saratoga NHP, Weir Farm NHP) during the months of April through October. Base year 2021 will have slightly different collection schedule as referenced in Performance Work Statement #1. Within 12 hours after collection, the samples will be shipped

Analytes, sample program schedule, and number of sample analyses required per month are detailed in Table 1. Annual total numbers of sample analyses for each sample program are detailed in Table 2.
2. Upon receipt, the contractor shall preserve and analyze the samples according to appropriate protocols and holding times for each analyte. The contractor shall report sample receipt and analysis dates with the analytical results.
3. The contractor shall also analyze field replicate and blank samples (for quality control of collection procedures) that will be shipped with lake and stream samples.
4. The contractor shall provide preliminary analytical results to the NPS within 24 hours after analysis if results appear to exceed state or federal water quality regulatory criteria. Contractor shall immediately retest samples suspected of being out of range of state or federal water quality regulatory criteria to confirm analytical values and/or rule out laboratory error.
5. The contractor shall provide digital analytical results following completion of each monthly sample set analysis after all quality control checks have been performed and results have been reviewed and approved by the contractor.
Results shall be delivered to the Government Point of Contact to be determined after the award.
6. Two equal payments shall be made for each contract year. The first payment shall be made after the receipt and approval of April- July sample final analytical results. The second payment shall be made after the receipt and approval of August- October sample final analytical results.
B. Performance Work Statement (PWS)
1. FOR 2021 ONLY: NO April, May, or June sample analysis will we requested under this contract. Period of performance will be from July 15- December 31, 2021. Quotes for option years shall include analysis of samples from April through October (Period of performance Jan 1- December 31).
2. A single award will be made, so offerors must be able to provide analysis for ALL tests within the parameters (precision and accuracy objectives and minimum quantification levels) detailed in Tables 3 and 4.
3. The contractor must be able to provide analysis within appropriate holding times for samples shipped by commercial express carrier from parks located from New Jersey to Maine.

4. The contractor shall provide documentation of any changes to EPA certifications, analytical methods, Quality Assurance/Quality Control (QA/QC) protocols and test/audit results for their analytical operations that occur during the performance of the contract.
5. The contractor shall provide sufficient quantities of ready to use (appropriately washed/prepared) sample containers to the NPS for all sample submissions.
6. Pending available funding and at the option of the Government, up to 4 option years may be awarded to vendor of base contract without further competition within one year of the original award.
7. Award will be made to the lowest priced offeror who meets all the technical requirements based on the total amount of base plus all option years.
C. Technical Requirements:
The contractor must demonstrate their experience with and ability to detect and quantify the low levels of chemical constituents in the oligitrophic lakes and low ionic strength stream waters in Acadia NP and the eight additional NETN parks.
The contractor must have the instrumentation and methodology to analyze ALL of the analytes listed in Tables 3 and 4 within or exceeding the specified data quality requirements (precision and accuracy objectives, minimum quantification levels). For documentation of this ability, offerors shall supply with their quote:
1. A digital copy of or link to a current Quality Assurance Project Plan (QAPP) with references to analytical methodology and instrumentation (including precision and accuracy objectives, minimum quantification levels) for all of the analytes required for this contract, QA/QC protocols, performance audit procedures, and any applicable EPA or other certifications.
2. Evidence of a minimum of three years of experience with analyzing low ionic-strength surface water in the northeastern U.S. for environmental research or monitoring studies (e.g. acid deposition effects studies, climate-change research, long-term monitoring programs).

4. SAM REGISTRATION
All Contractors shall be registered in SAM.gov.
5. GOVERNMENT FURNISHED PROPERTY
NPS shall furnish water samples for analysis.
6. DELIVERABLES
The following Deliverables shall be submitted to the COR for review and approval:

The NPS shall provide either acceptance or rejection of deliverables to the vendor within ten (10) business days of receiving the deliverable. If the deliverable is rejected, the NPS will provide a reason and will expect corrections to be made and the deliverable to be resubmitted within ten (10) business days. No subsequent tasks may be initiated out of sequence or without NPS approval of previous task. All acceptance/rejection correspondence shall be between the COR and the Contractor with the CO cc’d.
7. PERIOD OF PERFORMANCE
The NPS anticipates awarding a contract on or about July 15, 2021.
All work for the base year, including review and approval of final deliverables, shall be completed on or before December 31, 2021.
All work for the first option year, if awarded, including review and approval of final deliverables, shall be completed on or before December 31, 2022.
All work for the second option year, if awarded, including review and approval of final deliverables, shall be completed on or before December 31, 2023.
All work for the third option year, if awarded, including review and approval of final deliverables, shall be completed on or before December 31, 2024.
All work for the fourth option year, if awarded, including review and approval of final deliverables, shall be completed on or before December 31, 2025.
8. CONTRACTING OFFICER’S REPRESENTATIVE
The Contracting Officer’s Representative (COR) for the purpose of this order is:

9. PAYMENT
Payment will be made upon delivery and acceptance of the following deliverables:
A. Two equal payments shall be made for each contract year. The first payment shall be made after the receipt and approval of April- July sample final analytical results. The second payment shall be made after the receipt and approval of August- October sample final analytical results.
10. Evaluation Methodology
Award will be made to the lowest priced, responsible offeror whose quote is found to be technically acceptable based an integrated assessment of the factors listed below.
A. A digital copy of or link to a current Quality Assurance Project Plan (QAPP) with references to analytical methodology and instrumentation (including precision and accuracy objectives, minimum quantification levels) for all of the analytes required for this contract, QA/QC protocols, performance audit procedures, and any applicable EPA or other certifications.
B. Evidence of a minimum of three years of experience with analyzing low ionic-strength surface water in the northeastern U.S. for environmental research or monitoring studies (e.g. acid deposition effects studies, climate-change research, long-term monitoring programs).
C. Past Performance
a. An evaluation of offeror’s past performance information will be conducted subsequent to the technical evaluation. The offeror must have demonstrated successful completion of projects similar in quality, technique, and complexity. Preference will be given to quotes that demonstrate past performance of similar projects related to applique and embroidery reproduction services of similar historic significance.
b. The evaluation will be based on information obtained from the written proposal, photographs, other relevant past performance information obtained from sources known to the Government, and any other information supplied by the offeror, to include problems encountered on the identified contracts and corrective action taken.
c. The Government will assess the relative risks associated with each offeror.
Performance risks are those associated with an offeror’s likelihood of success in performing the acquisition requirements as indicated by that offeror’s record of past performance.
d. The assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis of an offeror’s performance on a list of contracts, but rather the product of subjective judgement by the Government after it considers all available and relevant information.
e. When assessing performance risks, the Government will focus on the past performance of the offeror as it relates to all acquisition requirements, such as: 1) the offeror’s record of performing according to specifications, including standards of good workmanship; 2) the offeror’s record of controlling and forecasting costs; 3) the offeror’s adherence to contract schedules including the administrative aspects of performance; 4) the offeror’s reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and 5) the offeror’s business-like concern for the interest of the customer.
f. The Government will consider the currency and relevance of the information, sources of the information, context of the data and general trends in the offeror’s performance. The lack of a relevant performance record may result in an unknown performance risk assessment, which will neither be used to the advantage nor disadvantage of the offeror.
Note: Contractors submitting offers without past performance will receive a neutral rating.
g. Offerors shall provide three (3) projects completed in the past ten (10) years with a similar scope. Describe any previous experience in acquiring and delivering product of this kind, including the scope and complexity of the project. Contractor shall also submit detailed photographic samples from previous contracts, specify techniques utilized to complete the work (machine
vs. handmade etc.), photographic samples of any proposed materials not supplied by the government, technical data on fiber content, and any chemical-related treatment.
Note: Listing completed projects does not address this criterion. A narrative that articulates past experience and description of successful completion of deliveries should be discussed.
D. Price
a. Offeror’s price quote will not be point scored or adjectively scored but will be evaluated on price reasonableness and realism. The price quote will also be used as an aid to determine that the Offeror understands the requirements of the solicitation, price reasonableness and to assess the validity of the offeror’s approach to managing and performing the work.
b. The offeror shall submit a price quote separate from all other volumes; any pricing information found in the technical or past performance volumes will be removed prior to evaluation.
c. The Government will evaluate the price quote for reasonableness and realism.
The Government will also evaluate price with regards to the ability of the offeror to meet requirements in terms of skills required, complexity of disciplines and job difficulty, if the Government deems such analysis necessary. Please be sure to include pricing for the base year and option years priced separately.

Payment requests must be submitted electronically through the U. S. Department of the Treasury’s Invoice Processing Platform System (IPP).
“Payment request” means any request for contract financing payment or invoice payment by the Contractor. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
