This solicitation is for a firm fixed price contract. The project will conserve 83 cataloged militia accoutrements previously treated with thymol. Treatment consists of reducing thymol from the fumigation performed in 1980 and stabilization of objects for safe handling. These nationally significant objects are related to the American Revolution and help interpret the 1777-1778 winter encampment at Valley Forge.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;

(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. SCOPE OF WORK
Conserve 83 Thymol Treated 18th c. Objects Valley Forge National Historic Site
I. INTRODUCTION
This project will conserve 83 cataloged militia accoutrements previously treated with thymol. Treatment consists of reducing thymol from the fumigation performed in 1980 and stabilization of objects for safe handling. These nationally significant objects are related to the American Revolution and help interpret the 1777-1778 winter encampment at Valley Forge. These leather objects are a part of the preeminent George C.
Neumann collection and include cartridge boxes, bayonet scabbards, hunting bags, holsters, and sword belts.
The EPA has not determined toxicity levels of thymol exposure in humans. The EPA states, “The use of currently registered pesticide products containing thymol in accordance with approved labeling will not pose unreasonable risks or adverse effects to humans or the environment.”
However, these objects were treated, most likely, with thymol fumigation as a biocide. No documentation currently exists that contains labeling, or the particular thymol product used.
Safe handling of thymol is as follows:
1. Use local exhaust ventilation when handling objects treated with thymol.
2. Wear neoprene or butyl rubber gloves when handling thymol.
3. In case of skin contact, wash with plenty of water; in case of eye contact rinse with water for at least 15 minutes and contact a physician.
4. Do not eat, drink or smoke when handling and using thymol. Wash hands after work and before eating.
Thymol is a constituent of oil of thyme, a naturally occurring mixture of compounds in the plant Thymus vulgaris L., or thyme. Thymol is an ingredient in pesticide products registered for use as animal repellents, fungicides/fungistats, medical disinfectants, tuberculocides, and virucides.
These products are used on a variety of indoor and outdoor sites, to control target pests including animal pathogenic bacteria and fungi, several viruses including HIV-I, and birds, squirrels, beavers, rats, mice, dogs, cats and deer. Products are liquids applied by spray, mop, brush-on, wipe-on dip, aerosol, immersion and spot treatment. Thymol also has many non-pesticidal uses, including use in perfumes, food flavorings, mouthwashes, pharmaceutical preparations and cosmetics. In 2009, the U.S. Environmental Protection Agency (EPA) reviewed the research literature on the toxicology and environmental impact of thymol and concluded that thymol has minimal potential toxicity and poses minimal risk
These objects have not been available for public exhibit or research due to the safety risk posed from acute and chronic health effects. Without treatment, the objects may deteriorate and become more costly to restore.
These objects are nationally significant; they represent 18th century accoutrement carried and used by Revolutionary War soldiers in the Continental Army. The objects are a part of the George C. Neumann Collection and make up 12% of the accoutrement part of the collection. The leather accoutrement are the most requested objects in the collection for research purposes but due to their present condition the park is unable to fulfill these solicitations.
II. PROJECT
The project consists of cleaning residual thymol residue from the 83 museum objects. Objects are currently in stable condition and are contained in a Delta Cabinet with an air exchange rate of 1-3 days. This rate is within an acceptable range but does not allow adequate off gassing for these particular objects due to the amount of thymol residue. In order to handle the objects safely, the staff has to use approved/certified respirator or equivalent and gloves.
The Park wishes to have the ability to exhibit these pieces, but it is also understood that they may only be able to store them within a safer containment option to perform inventory and if advisable show to the public and researchers on a limited basis.
1. The purpose of this treatment is to ensure the artifacts are safer for curators to handle and study.
2. Remove as much thymol as possible from leather without causing damage to the artifacts;
3. Re-house or create storage mounts for objects so that park staff may handle and/or exhibit the object safely.

A. ETOH Wipe and GC-MS In order to understand any improvement of thymol levels in the leather, it is proposed to perform gas chromatography mass spectroscopy (GC- MS) analyses. The leather would be wiped with a Kimwipe that has been soaked with ethanol (ETOH). Because thymol is highly soluble in alcohol, the ETOH will greatly reduce/remove the thymol. Once the leather has been wiped, the Kimwipe will be saved. The Kimwipe will then be extracted for gas chromatography mass spectroscopy (GC-MS) analyses. GC-MS is an analytical method used most often with small, volatile molecules. This type of spectroscopy can be utilized to separate complex mixtures, quantify analytes, and identify trace amounts of organic contaminants. The thymol will be extracted from the wipe and run through the GC-MS to determine the amount of thymol that was removed by the wipe. As a result of solubilization in ethanol, there should be a decrease in the amount of thymol on the wipes which will quantitatively indicate that the thymol is being removed/reduced from the leather.
The method for thymol removal proposed above is a suggested initial test meant to insure efficacy of treatment. Gas chromatography mass spectroscopy (GC-MS) would not need to be done on every object, only as an initial assessment to develop a protocol. The contractor may propose an alternative method to show thymol reduction/removal.
III. LOCATION:
The project will take place at the contractor’s location. The contractor is responsible for the transport of the objects to and from Valley Forge National Historic Site.
IV. STATEMENT OF WORK
Base Project
A. The project will remove, as possible, visually residual traces of Thymol from 83 leather museum objects.
B. The contractor will make minimal repairs and/or storage mounts, if necessary, in order to stabilize objects for safe handling.
C. The contractor will make recommendations for safe handling and exhibit of objects.
D. The contractor shall furnish all labor, materials, support furniture, and supplies necessary to complete all aspects of the contract.
E. Contractor must supply information on all products used during the conservation treatment process and the park reserves the right to disapprove any product or procedure.
F. Contractor will deliver the finished product to Valley Forge National Historic Site.
V. GOVERNMENT RESPONSIBILITIES
The National Park Service is responsible for providing access to the objects and/or photos to qualified contract bidders.
The government shall facilitate contacts between the contractor and any other contractors or park staff working at the park to ensure the project can move forward in a timely fashion.
VI. CONTRACTOR RESPONSIBILITIES
Following contract award, the project shall be accomplished as follows:
1. The contractor will submit the conservation treatment approach, methods and materials recommended for Thymol reduction for review by the COR and National Park Service conservator/subject matter expert. Discussions between the contractor and NPS will include final approval of a treatment proposal for each object.
2. Proposals can be combined into one proposal if the proposed treatment is the same. Separate treatment proposals should be submitted if more than Thymol reduction is needed. Following approval of proposals, NPS will own copyright to the images and any report produced under this contract.
The contractor shall adhere to all facility operating procedures and park specific rules during any work on site.
VII. PAYMENT SCHEDULE

1. Past Experience
This factor will be used to evaluate the offeror’s most recent and relevant experience and performance in accomplishing the type of work required by this solicitation. To be considered relevant, projects submitted must be similar in scope, magnitude and complexity to the requirements of this solicitation. To be considered recent, projects submitted must be on-going, or must have been completed within the past seven years. This factor will also be used to evaluate how well an offeror has performed on previous projects of similar scope, magnitude and complexity, and is an indicator of the likelihood of completion of new projects in terms of time, cost, and quality of work.

This factor will be used to evaluate documented evidence of the offeror’s ability to provide key personnel who meet all contract qualifications requirements.

B. Lead contractor must have at least 5 years of experience in the field of conservation.
C. Lead contractor must have knowledge/experience with health and safety related to the field of conservation. (i.e. professional position held in the area of Health and Safety for conservation treatments or coursework related to AIC Health and Safety standards.
D. ALL Key Personnel shall have a minimum of three (3) years of professional experience in the conservation of historic leather objects for museums.
3. TECHNICAL APPROACH
SUBMISSION REQUIREMENTS:
***** Page count not to exceed 35 ***** Proposals will be evaluated as to the offeror’s ability to perform and satisfy all contractual requirements of the solicitation. Responses to this factor must discuss the offeror’s technical understanding of the project work requirements, and the commitment to accomplish all work in accordance with the solicitation requirements, and all project schedule requirements. The submitted proposal must clearly describe/demonstrate/address the offeror’s capabilities and approach to:
A. Assess condition of individual objects.
B. Reduce thymol from leather without causing damage to the artifacts using one of the methods described above;
C. Identify other condition/needs of the objects and provide treatment necessary for their safe handling.
D. The contractor will make recommendations in writing for safe handling and exhibit of objects.
E. Provide Staffing for Project
F. Technical understanding of the specific project work requirements, including the park’s treatment philosophy outlined as such;
"Intervention will be minimized to reduce the possibility of compromising the object’s integrity." Conservation treatments will be performed by conservators following the Code of Ethics and Standards of Practice of the American Institute for Conservation of Historic and Artistic Works.
G. Commitment to accomplish all of the work in accordance with the solicitation requirements and schedule.
BASIS OF AWARD
Based on evaluation of the proposed price and technical factors, the firm offering the proposal considered most advantageous to the government, will be selected to receive the award. Technical factors (60%) outweigh price (40%) slightly.
Part IV – Commercial Solicitation Provisions
DETAILED INSTRUCTIONS ON SUBMITTING YOUR QUOTE:
1) Review all documents for the Request for Quotes (RFQ), including clauses.
2) Award will be made on a firm fixed price basis to the contractor meeting the required specifications and evaluated factors.
3) As a minimum, offers must show:
• Acknowledgement of solicitation amendments, if any;
4) All questions concerning this solicitation are due in writing by December 28, 2020, 5pm EST to the Contract Specialist, Tomica Cooper by email at Tomica_cooper@nps.gov. No questions will be accepted after this date.
5) Electronic offer submittal shall be accepted for this RFQ. Facsimile offers shall not be accepted. Quotes shall be submitted to Tomica_Cooper@nps.gov by January 8, 2021 at 5PM EST on the SF 1449 Form.
6) Quotes that fail to furnish representation or information, or reject the terms and conditions of the solicitation may be excluded from consideration. Signature of a responsible person who can legally bind the company must be submitted.
