SCOPE OF WORK
ORIGINAL ILLUSTRATION FOR
STE. GENEVIEVE NATIONAL HISTORICAL PARK
I. BACKGROUND AND PURPOSE
The National Park Service (NPS) is developing a new Unigrid brochure to introduce park visitors to the park’s diverse cultural and architectural history. The purpose of this contract is to create one illustration for reproduction in the new Ste. Genevieve National Historical Park’s Unigrid brochure. See Attachment A_Current Brochure_Side 1 and Attachment B_Current Brochure_Side 2 and the park website https://www.nps.gov/stge/index.htm.
Established by 1750, Ste. Geneviève was Missouri's first permanent European settlement. Early French- Canadian settlers were drawn here by the rich agricultural land known as Le Grand Champ (the Big Field), which became the breadbasket of French New Orleans. After a flood in 1785 the town relocated to its present location on higher ground, approximately three miles northwest of its original site.
The town is renowned for its blended ethnic, national, and cultural history. Indigenous peoples were present when French-Canadians explored and then settled the area. Early past residents included French- Canadians, enslaved Africans (especially laborers transported from the Caribbean), and mixed-race persons (White-Black biracial, Métis). Residents interacted with the people of nearby Tribes.
Frontier-era occupations included trading (especially fur) and farming. At different times in its early history Ste. Geneviève was under either French, Spanish, or American governance, with key and rapid political transitions occurring in 1803-4. On March 9 and 10, 1804, Spain officially transferred the Louisiana Territory to France, then France transferred it to the United States. These transactions completed the 1803 Louisiana Purchase and put Ste. Geneviève under three national authorities within two days.
The first Three Flags ceremony in St. Louis, Missouri, in 1804 symbolized these changes of political sovereignty by hoisting each nation’s flag in turn until the US flag remained raised. It is currently unknown whether a Three Flags ceremony was held in Ste. Geneviève; nonetheless, the transference of sovereignty changed the residents’ legal rights, particularly for women and enslaved Africans.
Each park site carries many stories of multicultural and multigenerational changes and influences on architecture and minority life, labor, and struggles for freedom and equality. The blending of cultures at Ste. Geneviève is present in local architecture, including the Green Tree Tavern with its poteaux-sur-sole construction, that the park today preserves, protects, and interprets for the public. Multi-era architectural features and wide-ranging cultural stories connected to the Green Tree Tavern (1790) reflect the community’s transitions from frontier-colonial French to early-1800s American in just over 50 years since Ste. Geneviève had been established.
II. SCOPE AND OBJECTIVES
The contractor shall provide all labor, supplies, materials, facilities, travel, and shipping/delivery necessary to develop one original illustration for reproduction in the new Ste. Genevieve National Historical Park Unigrid brochure.
https://www.nps.gov/stge/index.htm
The illustration shall have a refined and artistic appearance. The Attachment C_Morristown, Attachment D_Valley Forge, Attachment E_Jamestown, Attachment F_Samples and Attachment G_Samples are provided to indicate the required level of detail and artistic quality for this project.
The illustration shall feature the historic appearance of the Green Tree Tavern exterior and grounds around the year 1804. Gathered in the yard and on the porch are a diverse crowd of residents as they likely appeared in 1804. In this imagined, but historically plausible and accurate, moment of transition the residents are first hearing of the Three-Flag Ceremony that has recently taken place in St. Louis. The tavern’s architecture shall be accurate for 1804 and support the historically preserved present-day tavern.
With the Green Tree Tavern and grounds as the backdrop, the illustrated scene shall guide audiences’ thoughts to an imagined past moment: a bustling scene in 1804 as people learn that the flag flying over Ste. Genevieve will be the United States flag. This event symbolizes the significant political and cultural changes that affected the many different groups of people connected to Ste. Geneviève and led to what can be explored at the park today.
The main scene may be of the town's colonial commandant Jean-Baptiste Vallé, age 43, as a main figure reading aloud the transfer (of national government) letter from the porch of the tavern to a diverse crowd surrounding him, or of a courier more ceremoniously delivering Vallé a US flag, or of people milling around talking about the St. Louis ceremony. This is a discussion/decision to be settled during the meeting with the park.
Several culturally, nationally, and racially diverse representations shall be included, whether actual or imagined (see “Background”). They may be represented as town residents (e.g., enslaved African laborers on the grounds, Métis women), neighboring Native Americans, White residents and traders passing through the town (perhaps wearing moccasins), or others. They may be crowding around Vallé, milling about in front of the tavern, or going about daily life on the street adjacent to the tavern.
The illustration shall contain natural colors, organic land surface textures, architectural and grounds details present in 1804, as well as period dress of the residents, soft illumination, and realistic atmospheric effects. The illustration shall attract, inform, and inspire readers.
The contractor shall make one trip to Ste. Genevieve National Historical Park for a site visit with the COR and park staff. The trip shall consist of three 8-hour workdays plus 2 days for travel for one person.
Upon completion of the trip, the contractor shall provide the COR with a trip report that summarizes discussions and decisions made during the site visit, and can be supplemented with photographs. The trip report shall be delivered via email to the COR.
Work shall be completed in six phases as identified below:
• Phase I – Several thumbnail sketches to be completed during the site visit in order to facilitate discussions and decisions on content and perspective with park staff and the COR. Upon COR approval, the contractor shall proceed to Phase II.
• Phase II – A refined sketch delivered via email or posted on a designated Teams channel exhibiting the decisions made during the site visit with the park staff and COR. Upon COR approval, the contractor shall proceed to Phase III.
• Phase III - A revised, refined sketch delivered via email or posted on a designated Teams channel with COR and park staff review comments incorporated. Upon COR approval, the contractor shall proceed to Phase IV.
• Phase IV – Preliminary full-color illustration delivered via email or posted on a designated Teams channel. Upon COR approval, the contractor shall proceed to Phase V.
• Phase V – Refined full-color illustration delivered via email or posted on a designated Teams channel with COR and park staff review comments incorporated. Upon COR approval, the contractor shall proceed to Phase VI.
• Phase VI – Final full-color illustration delivered via email or posted on a designated Teams channel.
The contractor shall:
A. Participate in a 15-minute kick-off meeting via conference call with the Contracting Officer’s Representative (COR) and Contracting Officer (CO) to discuss contract administration items.
B. Participate in a Post-Award meeting via conference call with the COR and Park Representative to discuss and plan the first discussion on subject matter and content, get oriented to the project and the project team, and address any questions.
C. Participating Site Visit
1) The contractor shall travel to Ste. Genevieve National Historical Park to participate in a site visit and meet with the COR and park staff to discuss the interpretive intent and graphic approach for the illustration. The trip shall consist of three 8-hour workdays plus 2 days for travel for one person.
2) Gather reference materials and site photos necessary to convey the scene accurately.
3) Develop a thumbnail sketch during the site visit to facilitate discussion with the COR and the project team and reach agreement on the direction and composition. During the site visit, and as the sketch is developed and refined, the composition, details, and color shall be adjusted to ensure that the final illustration is accurate, legible, focused, and leaves room for text and other layout elements.
D. Email to COR, a brief, electronic one-to two-page written trip report including discussion points and decisions made, listing materials received from the government, and describing any additional materials requested from the government.
E. Render the revised sketch based on the approved thumbnail sketch. The COR shall review the revised sketch and provide comments at each stage for content, appropriateness of style, and composition in the context of the graphic layout. Sketch shall be rendered at no less than 50 percent of final reproduction size and shall include trim marks. The illustration shall depict recognizable scenes including terrain, vegetation, and buildings of Ste. Genevieve National Historical Park during the summer season. The illustration shall be a fully rendered, stand-alone illustration composed in such a way as to accommodate other elements such as text, maps, or other images. Using artistic adjustments to geographical placement, perspective, scale, and lighting, as shown in Attachment C_Morristown, Attachment D_Valley Forge, Attachment E_Jamestown, Attachment F_Samples and Attachment G_Samples the illustration shall include the following components:
(1) Physical terrain of the national historical park: with the Green Tree Tavern and gardens as the backdrop, the illustrated scene shall guide audiences’ imaginations to an imagined past moment: a bustling scene in 1804 as people learn that the flag flying over Ste.
Genevieve changes to the United States flag. This event symbolizes the significant political and cultural changes that affected the many different groups of people connected to Ste. Geneviève that led to what can be explored at the park today.
(2) Less-defined indications of the surrounding geographical features: agricultural land, specifically Le Grand Champ (The Big Field)
(3) Cultural features: indigenous peoples, French-Canadians, enslaved Africans (especially laborers transported from the Caribbean), and mixed-race persons (White-Black biracial, Métis). Residents interacted with the people of nearby Tribes.
(4) Native habitat: ground cover, bushes, trees, and wildflowers indigenous to the area.
(5) Animals: personal pets including a dog, cat, birds indigenous to the area, and to be determined in discussions with the COR and park staff.
F. Render the full-color illustration using approved final sketch. The rendering style for the full-color illustration shall be in natural color and detail similar to Attachment C_Morristown, Attachment D_Valley Forge, Attachment E_Jamestown, Attachment F_Samples and Attachment G_Samples. Components as listed above, especially close-ups of natural features, cultural and architectural details, shall be rendered in color, texture, and shape as shown in Attachment C_Morristown, Attachment D_Valley Forge, and Attachment E_Jamestown, Attachment F_Samples and Attachment G_Samples. Using this colorful realistic style, the illustration shall instantly communicate that Ste. Genevieve National Historical Park is an inviting park ready to explore and enjoy. The COR shall review the full-color illustration and provide comments at each stage for appropriateness of color, texture and lighting densities. The full-color illustration shall be rendered at no less than 50 percent of final reproduction size and shall include trim marks.
G. Provide the hand-painted illustration and final digital file suitable for reproduction upon review and approval of the final illustration. The digital file shall contain all color and detail but shall not contain paper or paint textures. The digital files shall be no less than 400 ppi at 17 inches by 23 inches, in RGB color space, saved as TIFF files, and provided to the COR on DVD. If all work is accomplished digitally, the Government understands there shall be no hand-painted illustration.

B. The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report.
Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
C. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
D. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
E. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
1. Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
2. Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
3. All information provided should be reviewed for accuracy prior to submission.
4. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
5. Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
6. If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the https://www.acquisition.gov/sites/default/files/current/far/html/Subpart%2042_15.html https://www.acquisition.gov/sites/default/files/current/far/html/Subpart%2042_15.html https://www.acquisition.gov/sites/default/files/current/far/html/Subpart%2042_15.html https://www.cpars.gov/ https://www.cpars.csd.disa.mil/ https://www.cpars.gov/ contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
F. The following guidelines apply concerning your use of the past performance evaluation:
a. Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b. Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
c. Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
G. If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
H. A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
