This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 140P2123R0066 is issued as a Request for Proposal (RFP) which constitutes the entire solicitation. Proposals with detailed breakdown are being requested. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2023-04, effective June 2nd, 2023. This is a total small business set-aside. The North American Industry Classification System (NAICS) code is 314120, Curtain And Linen Mills, and the related small business size standard is $750 Employees.
The Government anticipates award of one (1), firm-fixed price contract.
REQUIREMENT: The contractor shall provide all labor, supplies, materials, equipment, facilities, and shipping/delivery necessary to reproduce 32 painted panels, consisting of 16 panels each of two unique designs for eventual display in the Living Hall at Scotty’s Castle, Death Valley National Park.

Scope of Work Painting of Embossed Reproduction Leather Curtain Panels Death Valley National Park - Scotty’s Castle Visitor Center
BACKGROUND
Death Valley National Park, located in western Nevada and eastern California, is the largest National Park outside Alaska. Scotty’s Castle is a two-story Spanish Colonial Revival style villa located in the Grapevine Mountains of northern Death Valley about 45 miles north of Stovepipe Wells, California. Although built and owned by Chicago millionaire Albert Johnson and his wife Bessie, the estate is named for gold prospector, performer, and con man Walter E. Scott. The Castle district receives about 120,000 visitors per year. Construction on Scotty’s Castle began in 1925 and continued through the 1930s, although the grounds were never actually completed.
Scotty’s Castle is currently being restored after suffering damage during floods that occurred in 2015. The original leather curtains have been hanging in the house since they were installed in the 1920s. As part of the restoration efforts, the original curtains shall be replaced by reproductions.
PURPOSE
The purpose of this order is to paint 32, 21” (w) x 19” (h), approximately .052 inch thick hand cut embossed leather curtain panels with a government furnished color palette and designs. The painted panels will be used to then fabricate four pairs of leather curtains for display in the Living Hall at Scotty’s Castle, Death Valley National Park.
SCOPE OF WORK
The contractor shall provide all labor, supplies, materials, equipment, facilities, and shipping/delivery necessary to reproduce 32 painted panels, consisting of 16 panels each of two unique designs for eventual display in the Living Hall at Scotty’s Castle, Death Valley National Park. Work shall include project written and photo documentation, testing and coloring and packing and shipping of the panels. This order includes only the painting of the panels and purchase of any additional supplies and materials including acrylic paint.
The government shall provide hi-res photographs of the following curtain:
The curtain, designated DEVA 15245.0053 (refer to attachments A, B, and C): approximate length 86½”, approximate width 32”. DEVA 15245.0053 is composed of four-square panels of sheepskin leather embossed and painted with two unique designs (A and B) and lined with linen. The leather ranges in thickness from .041inches (fringe and ties) to .052 inches (main body of curtain). Each painted and embossed panel is approximately 21” wide x 19” tall. The designs alternate ABAB from the top of the curtain.
The leather pieces are sewn together vertically with leather thongs and are surrounded on all four sides by an edge or frame of plain sheepskin that is fringed along one long edge. The other long edge has a straight sewn finish (the inside edge in the center when the curtains are hung in pairs). Leather thongs are sewn to the top of the curtain at evenly spaced intervals for the attachment of 10 curtain rings. The bottom edge is finished with leather tassels.
The contractor shall submit samples for COR review and approval before proceeding to the next phase. Specifically, the Contractor shall:
A. Make a vector file from the hi-res photographs of each unique colored and embossed square leather panel and submit the file and a full-size printout of the file to the COR for review and approval, a total of two files and two printouts.
B. Since much of the paint has worn off of the original curtains, the contractor shall work with the COR to recreate an approximation of the original coloration of each panel. This process will require several reviews and submittal of up to three illustrations for each panel.
C. Submit the remaining 30 colored and embossed panels, for a total of 32 panels, 16 each of two unique designs to complete the reproduction of the curtains.
D. Deliver the completed panels (packed flat) to the delivery address listed below.
ADDITIONAL WORK
Any additional work not detailed in this contract shall be approved, in writing, by the Contracting Officer via a bilateral modification.
PAYMENT SCHEDULE
Upon completion and acceptance of work, and receipt of a proper invoice, the contractor shall be paid a firm-fixed price of $_____________ in accordance with the following schedule:

PERIOD OF PERFORMANCE
All work, including review and approval, shall be completed 365 days after award.
REVIEW AND APPROVAL
The COR shall notify the contractor, in writing, of approval or rejection of the work within 14 days. Any additions or corrections shall be completed within 14 calendar days. In the event the government delays comments beyond the period specified, the contractor shall be entitled to a day-for-day extension to the completion date.

B. Two completed colored and embossed panels, one of each unique design;

CONTRACT ADMINISTRATION
The National Park Service, Contract Specialist / Contracting Officer address is:

The contractor shall use the Contracting Officer as a point of contact on all business and administrative matters concerning this contract. All correspondence, other than that of a technical nature, shall be addressed to the Contracting Officer, with information copies of the basic correspondence to the
COR.

The contractor shall use the COR as the point of contact for all technical matters under the contract. Technical correspondence shall be addressed to the NPS COR, with an information copy of the basic correspondence to the Contracting Officer.

INVOICING
Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (May 2016)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
The contractor shall submit an Invoice Package, including copies of the following documents, to the Contracting Officer’s Representative a minimum of 5 working days prior to submittal of the formal Invoice through IPP. Within 5 working days of receipt, the COR shall provide an acceptability recommendation to both the NPS Contracting Officer and the contractor. If the COR recommends acceptance, the contractor shall submit the invoice through IPP.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973- 3131.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. INSPECTION AND ACCEPTANCE
All service and work performed under this contract shall be subject to inspection and acceptance by the designated Contracting Officer's Representative (COR) at any time during performance. If the COR determined that services, work or materials being furnished do not meet the required standards, the government reserves the right to have the work performed elsewhere, charging the contractor with costs involved, subject to the provisions of FAR 52.249-8.
TRAVEL
In accordance with Public Law 99-234, "Federal Civilian Employee and Contractor Travel Expense Act of 1985", travel-related expenditures for Contractor's personnel are restricted to the limits established for federal employees. This includes mileage for company-owned vehicles.
The contractor shall travel as required to support program tasks. All travel arrangements are to be made by the contractor. Payment for transportation, per diem, mileage, parking, and other fair and reasonable travel expenses will be paid in accordance with the effective Federal Travel Regulations as amended and supplemented by the Department of the Interior travel regulations where applicable.
No Federal travel authorizations are to be issued. The contractor shall make every effort to keep travel costs to a minimum. No reimbursement will be made for parking at a contractor's normal place of work. No overhead, profit or G&A shall be allowed on travel costs.
Travel costs shall be reimbursed in accordance with the Federal Travel Regulations.
Travel is only funded to the extent specified within the travel CLIN. The contractor shall not incur any travel costs in excess of the amount funded within the travel CLIN.
The government shall not be liable for any travel related costs incurred by the contractor which are in excess of the total amount funded within the travel CLIN.
If the contractor has reason to believe they may exceed the amount funded on the travel CLIN, they shall notify the government Contracting Office immediately.
Additional funding may only be added to the travel CLIN through a formal signed modification issued by a government Contracting Officer. Profit, fee, G&A or overhead may not be incurred on travel costs.
LOSS OR DAMAGE
The contractor shall be liable for any loss or damage to any government property caused by negligence, theft, or willful misconduct of the contractor, his agents, servants, and employees, and shall indemnify and save the government harmless against all actions, proceedings, claims, demands, costs, damages, and expenses, including attorney’s fees, by reason of any suit or action brought for any actual or alleged injury to or resulting from the performance of this contract. The contractor shall submit a full written report to the Contracting Officer within 24 hours following the occurrence of such damage, loss, or injury.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
