PART 2: PRODUCTS

2.1 GENERAL

A. Unless otherwise specified in the Contract Documents, standard commercial grade products, supplies, equipment, paper goods, and restroom supplies, of types and sizes to fit existing agency provided dispensers must be provided by the Contractor. These items are subject to inspection and approval by the

COR. The Contractor may not use alternative restroom product dispensers in lieu of those already in place without the approval of the COR. The COR may require the Contractor to submit, for approval, a list of proposed products and/or actual product samples of the supplies and equipment the Contractor intends to use.

2.2 CLEANING MATERIALS

A. All cleaning materials used must be of a type that will not have an immediate or extended detrimental effect on any of the surfaces being cleaned.

B. Water, detergent, and appropriate disinfectant shall be used for all janitorial services.

C. The Contractor shall provide to the COR evidence that copies of all SDS (relating to all the chemicals and cleaning agents that are to be used in the performance of this contract) are available to their employees. During the course of the contract, SDS for newly acquired products, not identified at Award, shall also be made available. At the Pre-Work Meeting, the Contractor shall provide to the COR copies of all SDS.

D. In the performance of this contract, the contractor shall make maximum use of bio-based products that are United States Department of Agriculture-designated items and products containing recovered materials that are EPA-designated items unless—

1. The product cannot be acquired—

(i) Competitively within a time frame providing for compliance with the contract performance schedule;

(ii) Meeting contract performance requirements; or

(iii) At a reasonable price.

Information about this requirement and these products is available at https://www.biopreferred.gov/BioPreferred/.

PART 3: EXECUTION

3.1 MEETINGS

A. Pre-Work Meeting: Will be held prior to the start of the work and can be completed by teleconference.

The Contractor will be notified in advance of the meeting time, date, and place. The purpose will be to review required work, schedules, payroll, and payments, and administrative provisions of the Contract.

1. Be prepared to summarize and explain procedures planned for the project and present the submittals and other information requested.

3.2 INSPECTIONS

A. The work will be inspected randomly by the COR on the day of a scheduled cleaning and as soon as possible after the estimated completion time (as set forth in the Contractor’s Work Schedule).

3.3 DEFICIENT WORK

A. If one or more of the services are not completed in compliance with the contract requirements (non-performed or unsatisfactorily performed) the Contractor shall be subject to payment reductions. If the work is of unacceptable quality, the Government will have the choice of either requiring the Contractor to re-perform the work or let it go until the next scheduled occurrence.

PART 4: EVALUATION

4.1 EVALUATION GUIDELINES

A. Evaluation Process: The “best value tradeoff process” will be utilized in this procurement for the evaluation of offers and the selection of the successful offeror. This process permits tradeoffs among cost or price and non-cost (technical) factors and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated Offer. The Government will select the proposal that represents the best value based on the evaluation of both price and technical factors as specified.

B. Technical evaluation factors are listed in order of importance; however, when these technical factors are combined they are approximately equal to cost or price.

C. Evaluation Procedures: Each member of the Technical Evaluation Panel (TEP), as well as any nonvoting functional area Government experts, will be required to sign a Certificate of Non-Disclosure and a

Statement of Conflict of Interest, prior to gaining access to any vendor’s proposal information. Proposals shall initially be evaluated against the standards set forth herein and in the solicitation, without regard for the relative strengths and weaknesses of competing proposals. Care will be taken to ensure that evaluations accurately reflect the evaluator’s assessment of each offer as measured solely against the established standards.

D. Evaluation Steps: Each member will independently review, score and rank each of the technical proposals. The evaluators will take notes during the review and prepare a worksheet outlining the strengths, weaknesses and deficiencies of each firm, with a justification for the ratings. Telephone contact will be made with as many past performance references as practicable for each offeror. Offerors who have no demonstrable history of past performance will receive a neutral score in the Past

Performance category, neither enhancing nor detracting from the offeror’s overall technical score.

E. When individual scoring is complete, each evaluator’s technical rating will be matrixed with the intent of reaching a consensus on each firm. Strengths, weaknesses and deficiencies of each offeror will be discussed, as well as responses from past performance references. The relative technical ranking of each offeror will be analyzed, and evaluator differences of opinion will be discussed in detail. After technical ranking has been completed, a listing of the rankings will be provided to the Contracting Officer. Pricing proposals will then be made available to the TEP.

F. Pricing will not be scored. Pricing proposals will be evaluated by the TEP. Tradeoffs are then made by considering the technical proposal strengths and the prices offered in each pricing proposal. By applying best business judgment, using a comparative examination of the technical attributes of each offeror and the associated price proposal, a new ranking of will be presented to the Contracting Officer with a recommendation to award without discussion or to establish a competitive range and initiate discussions.

Janitorial Services – BLM-UT St. George Rec Areas Technical Specifications - 7

G. Final award determination will be based upon which proposal best represents the best value to the

Government considering the ranking of technical attributes and justifying the applicable price ranking, not necessarily the lowest price.

The following numerical scale will be used in assigning ratings to each of the Technical Factors.

90-100 pts. Outstanding: Very comprehensive, in depth detailed response. Proposal consistently meets the standard criteria with no omissions. Required submissions are high quality and outstanding performance can be expected.

80-89 pts. Excellent: Detailed responses to all criteria, with minor areas that are inconsistent with certain criteria requirements. High quality performance is likely but not assured due to minor omissions or areas where less than excellent performance might be expected.

70-79 pts. Good: No major deficiencies in responses to criteria. Better than acceptable performance can be expected, but in some significant criteria areas responses lack full detail and contain spottiness that might impact performance.

60-69 pts. Fair: Responses generally meet criteria requirements. There is no expectation of better than acceptable performance; deficiencies are confined to criteria areas where requirements would provide a minor impact on performance that can be corrected during the negotiation process.

50-59 pts. Poor: Total rating is less than half of Good to Excellent. Responses fail to meet one or more requirements for each criterion; deficiencies exist in significant criteria areas that will impact performance.

49 or less Unsatisfactory: Serious deficiencies exist in all criteria areas. The proposal cannot be expected to meet minimum criteria requirements without major revisions.
