PFO Herbicide Application

(ii) Solicitation 140L26-25-Q-0030 is issued as a Request for Quotation (RFQ).

(iii) This document incorporates provisions and clauses which are in effect through Federal

Acquisition Circular 2025-03.

(iv) This solicitation is set-aside for small business under North American Industry Classification

System (NAICS) code 115310. The size standard is $11.5M.

The Pocatello Field Office, Bureau of Land Management (BLM) is acquiring services for herbicide application. The Contractor shall furnish all personnel, tools, labor, supervision, equipment, materials, supplies, transportation, training, and incidentals necessary to perform the herbicide application in accordance with the specifications provided. The work under this contract includes a specified application rate of herbicide over 1,000 total acres. The objective of this service is to reduce noxious weeds within the six (6) project locations. Due to the differing plant life cycles of noxious weeds that occur in the PFO, the projects with Dyer’s woad and whitetop (which bolts and blooms in the early spring) take priority and need to be treated before other sites are treated and areas with higher elevations take last priority in treatment order as the noxious weeds flower later in the season at higher elevations. See the PWS and attachments for details.

(vii) Period of Performance and location: April 28, 2025 – September 30, 2025

Application operations will begin on or after April 28, 2025 as soon as weather and ground conditions are favorable to maximize the effects of the chemicals and continue until all areas are treated.
