DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
Item 0001 – Flat Top
1. Approximate Acreage: The treatment area consists of approximately 6,554 acres of BLM-administered land. Grid inventories are required at 50-yard spacing between ATV’s/UTV’s or by foot with 100% coverage of project boundary.
It is anticipated that the total treated (sprayed) area will be up to 5% of the total project area; or approximately 328 acres. If the project requires more than 328 acres of treatment annually, a stop work order will be issued to determine how the government will proceed. Treatment is estimated to begin June 12, 2023.
2. Location of Work Site as Shown on Work Location Map: The Flat Top project area is located approximately 14 miles west of Aberdeen, Idaho within Power County (see Treatment Map). The area to be treated recently burned in 2019 and was aerially treated in 2020 with Imazapic and Milestone to reduce cheatgrass (Bromus tectorum) and Rush skeletonweed (Chondrilla juncea). While a parcel of private land is within the project boundary, only BLM-administered lands will be treated under this contract (see Area Map).
3. Requirements of Equipment to be supplied by the Contractor: Sufficient to meet specifications of the contract.
Contractor will be required to stage along roadsides or pull-out areas void of tall vegetation. Contractor needs to be cautious of ATV/UTV muffler in tall vegetation when stopped. ATV’s/UTV’s must have a spark arrestor installed and have a current registration with the State of Idaho. Work crews will be required to carry fire suppression tools when travelling cross-country including a shovel, bladder bag and an ABC fire extinguisher. Immediately notify Eastern Idaho Interagency Fire Center (208) 524-7600 if fire is started or discovered. Idaho Fire Restrictions Plan will be followed.
4. Work Crew Requirements: Work crews for handling and mixing of chemical and loading equipment shall be furnished by the Contractor. Work crews should be well trained in Idaho noxious weed identification specifically, Black Henbane (Hyoscyamus niger), Canada Thistle (Cirsium arvense), Musk Thistle (Carduus nutans), Rush Skeletonweed, Russian Knapweed (Acroptilon repens), Scotch Thistle (Onopordum acanthium), and Spotted Knapweed (Centaurea stoebe), though other noxious weed species may be present. Idaho’s noxious weed list can be found at https://invasivespecies.idaho.gov/plants/. In addition to the 67 weed species designated by the state of Idaho as noxious, crews will also be responsible for treating any occurrences of Medusahead (Taeniatherum caput-medusae) and North African grass (Ventenata dubia). While these species have not yet been documented within the Upper Snake River Plain, the potential for these two species to invade newly disturbed areas is high.
Item 0002 – Antelope Ridge
1. Approximate Acreage: The treatment area consists of approximately 1,934 acres of BLM-administered land. Grid inventories are required at 50-yard spacing between ATV’s/UTV’s or by foot with 100% coverage of project boundary.
It is anticipated that the total treated (sprayed) area will be up to 5% of the total project area; or approximately 97 acres.
If the project requires more than 97 acres of treatment annually, a stop work order will be issued to determine how the government will proceed. Treatment is estimated to begin August 1, 2023.
2. Location of Work Site as Shown on Work Location Map: The Antelope Ridge project area is located approximately 32 miles northeast of Dubois, Idaho within Clark County (see Location Map). The areas to be treated was commercially logged in 2008 and has been spot treated annually with BLM crews to reduce noxious weeds. While a parcel of Idaho State land divides the project boundary, only BLM-administered lands will be treated under this contract (see Area Map).
Work crews should be well trained in Idaho noxious weed identification specifically, https://invasivespecies.idaho.gov/plants/
Canada Thistle, Plumeless Thistle (Carduus acanthoides), Musk Thistle, Russian Knapweed, Rush Skeletonweed, and Spotted Knapweed, though other noxious weed species may be present. Idaho’s noxious weed list can be found at https://invasivespecies.idaho.gov/plants/. In addition to the 67 weed species designated by the state of Idaho as noxious, crews will also be responsible for treating any occurrences of Medusahead and North African grass. While these species have not yet been documented within the Upper Snake River Plain, the potential for these two species to invade newly disturbed areas is high.
