(a) The Bureau of Land Management (BLM) is seeking quotations for construction services as attached in the accompanying statement of work. The BLM intends to conduct this acquisition by use of simplified acquisition procedures in accordance with FAR Part 13. A single contract award will be made to the Offeror that submits a quotation that has been determined to be the lowest price reasonable offeror.
(b) The Government will not award any contract if the resulting contract would not represent a "best value" to the Government.
(c) To assure timely and equitable evaluation of quotations, respondents are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete quotation. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to adhere to quotation requirements, at the time of submission, may result in the quotation being unacceptable to the Government and eliminated from consideration for award. It is the responsibility of offerors to ensure their quote is received by the recipient and by the due date and time.
(d) Offerors are cautioned to submit adequate information to enable the Government to fully ascertain each offeror’s capability to perform the requirements in accordance with the requirements of the request for quotation (RFQ).
(e) If a respondent believes that requirements in these instructions contain an error, omission, or are otherwise flawed, the respondent shall immediately notify the Contracting Officer in writing (email is the preferred method) with supporting rationale by the question deadline specified on the cover page of this document.
(f) This RFQ does not commit the Government to any costs incurred in the preparation and submission of a quote or for any other costs incurred by any firm submitting a quote in response to this solicitation. Note specifically that the Offeror will not be participating in a sealed bid procurement process under this acquisition method. Issuance of this RFQ does not constitute an award commitment on the part of the Government.
(g) Quotation must be valid for a minimum of 60 days.
(h) Respondents must complete the System for Award Management (SAM) at https://sam.gov (previously ORCA and CCR). The Government will obtain respondent representations and certifications through this system.
(i) Award is subject to and based on the availability of funds. This project is currently funded based upon an independent cost estimate.
(j) Including all other factors, to qualify for award, a respondent must be determined responsible in accordance with Federal Acquisition Regulation Part 9.
(k) Respondents shall not contact any government personnel related to this requirement other than the Contracting Officer.
(l) All questions should be emailed directly to the Contracting Officer. Only written RFI’s will be considered and responded to by the Government. BLM responses to RFIs will be posted as an amendment to the solicitation.
(m) The successful Offeror shall submit appropriate Performance and Payment Bonds in accordance with clause 52.228-1 or Alternative Payment Protection in accordance with clause 52.228-13 within 10 days of contract award.

PART 3: - EXECUTION
3.1 INSTALLATION
A. Drive steel fence posts into the ground to the depth shown on the Drawings or until the anchor plate is slightly below the ground surface. Posts shall be driven plumb. When rock formations prevent driving remove anchor plate and drill holes a minimum of 18 inches deep and slightly smaller than the diameter of the post. Drive posts solidly into the holes.
B. Wire: Stretch tightly and staple to wood posts or securely attach to steel posts with standard wire clips. Wire is properly stretched when it is springy to the touch. Drive staples into wood until the staple comes in contact with the wire against the post, but not so tight as to crimp the wire. Do not drive staples parallel to the grain of the wood. Terminate wire at each end post, gate post, corner post, or stress panel by wrapping wire around the post two times and tie off by uniformly wrapping the incoming wire a minimum of four times.
C. Brace Wires: All panels shall be wrapped with two complete wraps of barbless wire and twisted tight with a tensioning device (wood stay stick, rebar or digger link). Leave one end of the tensioning device long enough to fasten behind the horizontal brace to prevent wire from unwinding.
D. Corner Panel, Stress Panel, and End Panel Assemblies: Construct as shown on the Drawings or as staked in the field. Construct stress panels on crests of hills, and a maximum of 1320 feet center-to-center for barbed wire. In addition, stress panels are required at points between which wire is to be stretched. Construct end panels at the end of fence runs and on each side of a gate unless shown otherwise on the Maps or Drawings.
E. Rock Jacks: With the approval of the Contracting Officer, steel rock jacks may be used in lieu of steel end panels, corner panels, and stress panels where rock formations prevent dug holes. Rock jacks will be paid for at the same unit price as the substituted item. Construct as shown on the Drawings. Figure fours shall not be used in place of line posts.
F. Gates: Shall be installed according to the Work Data Sheet and the Drawings. Fulcrum-type gate openers shall be installed on all gates using 4 foot long wood stays, or as approved by the Contracting Officer. Wire Gates:
Shall be constructed of smooth wire, wood stays, and wire stays. Gate should be constructed to a width of 14’ unless otherwise noted by flagged area at project site.
G. Wire Stay Installation: Shall be installed at the spacing and quantities as shown on the Work Data Sheet.
H. Items or debris (including layout flags), not designated as salvage for return to the government, shall become the property of the Contractor. The Contractor is responsible for the disposal of materials in a legal manner and the payments of all disposal fees. Burning of removed materials is not permitted on the work site.
PROJECT DESCRIPTION: BDO FY 21 Whiskey Fence Construction Page 14
I. Steel Pipe Assemblies: Steel pipe panels shall be constructed in accordance with the Drawings and will include galvanized pipe caps on the tops of the structures. If loose soil conditions cause corner panels to lift when the fence wire is stretched, a steel post shall be driven parallel and adjacent to the corner pipe a minimum of 2'-6" deep and wired to the panels. When rock formations prevent driving pipe, drill holes 18 inches deep and the same diameter as the pipe. Drive pipe solidly into the holes.
PART 4 - MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT
A. Units: The work described in this Section will be measured and paid for by the linear foot for each type of fence constructed or repaired as measured along the ground surface next to the completed fence or as measured with GPS as indicated in the Order, including distance across gate openings; end, stress, and corner panels; and drainage crossings. The quantities of end, stress, and corner panels, gates, rock cribs, and stiles to be paid for will be the actual number of these items. Note: Gates do not include adjacent end or corner panels.
These are separate items.
4.2 BASIS OF PAYMENT
A. Payment: Prices and payment will be full compensation for the work described in this Section. Payment will be made under:
Pay Item Quantity Pay Unit

PART 5 - WORK DATA SHEET
WORK DATA SHEET
For
SECTION 02824 WIRE FENCES AND GATES
5.1 NEW PERMANENT FENCE (Segment 1-4)
Fence Type: 26,816 feet of 4-wire fence, 3-strands barb, 1-strand smooth wire with 16.5' max steel post spacing. Posts spacing will be such that consistent wire spacing is maintained in variable terrain.
Wire locations/dimensions in inches (typical spacing): Type of Wire:
12" (Top) 12 ½ gauge barbed 6" (Middle) 12 ½ gauge barbed 6" (Middle) 12 ½ gauge barbed 18" (Bottom) 12 ½ gauge smooth
Line Post Spacing (L): 16.5’feet maximum. Posts spacing will be such that consistent wire spacing is maintained in variable terrain
Stay Spacing: 1 stay evenly spaced between each line post.
Length of steel line post: 5 foot 6 inches
Depth of steel line post in ground: 1 foot 6 inches
Depth of Steel Pipe in ground: 3 foot 3 inches
Site Specific Descriptions:
Segment 1: The segment is in steep, rocky terrain with minimal access by vehicle or ATV/UTV. Unpaved roads provide 4x4 vehicle access to the highest elevation northern segment of the project site. Due to the terrain much of the project will only be accessible by foot traffic but the transportation of materials will primarily be downhill from the most northern starting point.
Segment 2: The segment is primarily accessible by ATV/UTV and parallels an ATV trail for .8 miles. The segment will adjoin with an ATV/UTV cattle guard near the Sinker Creek parking area and will terminate to a 14’ cattle guard on the Silver City RD. If the proposed cattle guards have not been installed before the initiation of the fence construction project, the fence will terminate to steel pipe end panels.
Segment 3: The segment connects to a 14’ cattle guard on the Silver City RD and parallels the road until crossing Sinker Creek. A drainage crossing will be installed on the west side of the creek and will join a rock jack on the east side. Clearing of brush will be necessary for 100 ft. for correct placement of fence along creek. Brush clearing shall not exceed 4 ft. on either side of the proposed fence line. No blading or scraping of the ground along the fence line or on any Bureau of Land Management administered land is permitted.
PROJECT DESCRIPTION: BDO FY 21 Whiskey Fence Construction Page 16
Segment 4: Due to the limited access out of the Sinker Creek drainage much of the segment will have to be constructed without ATV/UTV use. Once out of the drainage the terrain transitions to rolling hills with rock outcroppings.
SPECIAL CONSIDERATIONS
New permanent fence project segments have been flagged on steel posts. Red flags indicate structures (corners, gates). Stress Panels locations are not flagged, general locations are depicted on the map. White flags indicate fence line between structures.
Only rocks within the immediate proximity of the fence line will be used in the construction of rock jack structures.
Rocks near land survey markers of any kind shall not be disturbed for the construction or repair of any fence segments.
PROJECT DESCRIPTION: BDO FY 21 Whiskey Fence Construction Page 17
SECTION D: PACKAGING AND MARKING
Packaging and marking of deliverables shall be IAW the Contractor’s standard commercial practices.
