DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
CURLEW FUEL BREAKS (MASTICATION) 2020 PROJECT
1. Introduction: The Pocatello Field Office of the Idaho Falls District, Bureau of Land Management (BLM) is acquiring fuels management services to manipulate vegetation and create fuel breaks along roadways to reduce the risk of wildland fires while improving woodland and shrubland health.
2. Background: The Project area consists of Juniper woodland and sagebrush steppe habitat. Fuel loadings range from less than ½ ton per acre to as high as 20 tons or more per acre. The intent of the project is to reduce the potential for large fire spread by altering fire behavior, enhancing firefighter access, improving response times, and providing safe and strategic anchor points for wildland firefighting activities.
3. Purpose: The purpose of the Curlew Fuel Breaks Project is to implement a network of fuel breaks (removing juniper from roadways). The Contractor will furnish all tools, labor, supervision, equipment, materials, supplies, transportation, training, and incidentals necessary to accomplish the removal of Juniper (dead and live) in accordance with the specifications provided.
4. Scope of Work: The objective of this unit is to remove all Utah Juniper (Juniperus osteosperma) within 200 feet from the road. In addition, grinding is intended to enhance moisture retention for vegetative development, create microsites for natural seed recruitment, and aid in the control of noxious weeds. The grinding units are a total of 622 acres.
5. Location of Project Areas: Project area is located approximately 5 miles west/north west of Stone, Idaho.
All work will be performed on land administered by the Bureau of Land Management. General-purpose maps will be included. Once the project is accepted by the contractor, maps will be provided by and agreed upon by BLM and the contractor. See aerial photo and topographic maps for general location of project areas.
6. Project Boundary Marking: The location and access to the areas are shown on the work location and project location maps. The project area boundaries will be identifiable by flagging and Avenza maps will be provided. Project areas may also be marked by changes in vegetation, roads, topography changes, or streams. If these types of project area boundaries are used, the contractor will be notified.
7. Access: Legal public access to the project area will be identified on the map prior to the contractor starting the implementation phase. Seasonal road closers may exist (contractor will be notified of closers upon award). Contractor will assume responsibility for any additional access if desired. If roads or any type of access become subject to damage, because of adverse weather conditions or other natural and or political reasons, the COR will relay information to the contractor, and a Stop Work Order may be implemented by the CO until other access can be decided.
8. Notification of Cessation or Restart of work: The Contractor will notify the Contracting Officer's Representative (COR) whenever he/she intends to cease operations for three or more days, and will notify the COR before starting operations after a shutdown of three or more days.
9. Personnel Requirements: The crew is responsible for maintaining a safe working environment following OSHA standards. The Contractor must attend the pre-work meeting and provide a written performance plan including crew size and estimated time to complete project prior to beginning work.
TITLE: Curlew Fuel Breaks (Mastication) 2020 Page 7
10. Crew Foreman: A crew foreman must be on-site directing work at all times. This person will also serve as an on the ground contact person for the COR/PI. Failure to maintain a crew foreman will result in suspension of work until a crew foreman is provided. A maximum of five (5) days will be allowed to produce a qualified foreman. Failure to produce a qualified on-the-ground foreman within five days may result in the Contracting Officer (CO) issuing a Suspend Work Order. CO and COR must be informed of any changes in Crew Foreman.
11. Detailed Unit Information: The Curlew mastication project is located approximately 5 miles west of Stone, Idaho. The project is: 622 acres within the Curlew Fuel Breaks project area. Species of trees to be ground will be Utah Juniper. Because of the scattered nature of the vegetation, not all acres within the established boundaries of the unit will require the same amount of labor to achieve the specifications outlined below. It shall be the responsibility of the Contractor (i.e. knowledge and experience of the crew leader) to determine the quantity of work needed to meet specifications identified in this SOW. Acreage of the unit was determined by calculations based on a horizontal plane using GIS technology (see aerial photo below). The project area is located in an area that, during the winter months, may contain up to 2 feet of snow. Juniper density in the area ranges from 30 stems/acre to 420 stems/acre. Average mature juniper DBH ranges from 6.5 to 11.5 DBH.
A cultural survey was completed for the treatment area. Any known sites will be buffered or avoided.
Valve boxes exist within the treatment area. They will be flagged for avoidance.
12. Work Camps: Camping on agency-administered lands may be allowed through agency official approval.
Should such a work camp be authorized, the Contractor shall maintain the camp in an orderly and sanitary manner. All fire regulations and permits shall be followed. All garbage and refuse shall be removed from the camp site(s) by the Contractor and disposed of offsite before final payment is made.
13. Fuel Storage: Storage of flammables and combustibles may occur on site. Storage of flammable and combustibles shall be in compliance with 29 CFR 1910.106 and 29 CFR 1926.
Only approved containers and portable tanks shall be used for storage and handling of flammable liquids.
Approved safety cans or Department of Transportation approved containers shall be used for the handling and use of flammable liquids in quantities of 5 gallons or less, except that this shall not apply to those flammable liquid materials which are highly viscid (extremely hard to pour), which may be used and handled in original shipping containers. For quantities of one gallon or less, the original container may be used, for storage, use and handling of flammable liquids.
Safety can shall mean an approved container, of not more than 5 gallons capacity, having a spring-closing lid and spout cover and so designed that it will safely relieve internal pressure when subjected to fire exposure.
Storage areas shall be kept free of weeds, debris, and other combustible material not necessary to the storage.
At least one portable fire extinguisher having a rating of not less than 20-B units shall be located not less than 25 feet, nor more than 75 feet, from any flammable liquid storage area located outside.
Areas in which flammable liquids are transferred at one time, in quantities greater than 5 gallons from one tank or container to another tank or container, shall be separated from other operations by 25-feet distance or by construction having a fire resistance of at least 1 hour. Drainage or other means shall be provided to control spills. Adequate natural or mechanical ventilation shall be provided to maintain the concentration of flammable vapor at or below 10 percent of the lower flammable limit.
TITLE: Curlew Fuel Breaks (Mastication) 2020 Page 8
At least one portable fire extinguisher having a rating of not less than 20-B:C units shall be provided on all tank trucks or other vehicles used for transporting and/or dispensing flammable liquids.
14. Specifications: Mechanical Fuels Treatment Line Item (Grinding):
Inside the flagged/Avenza identified boundaries:
(a) Cut and grind all juniper trees, living or dead, saplings and seedlings included.
(b) Cut and grind all dead and downed material 6-inches in diameter and larger
(c) Isolated trees or groupings may be flagged as leave trees
(d) Any and all trees to be cut or removed shall be completely severed, ground up, and the stump will be no taller than ground level on the uphill side. No live limbs shall be left on the stump of cut trees.
(e) Cut or removed trees and brush shall not be left hanging up in leave trees.
(f) Chip depth will be even with the normal plane of the ground surface and spread as evenly as possible. Average chip depth will not exceed 3-inches over the treatment area.
(g) A tracked excavator with a grinding head attachment will be required to accomplish the project work effectively. This type of machine is needed due to snow depth levels; reduce ground disturbance impacts, and topography/slope percentages, etc.
(h) Work will not begin unless the ground is dry or frozen/snow covered.
Treatment of Surplus Vegetation
(a) Individual species may be specified as reserved from cutting within the unit.
15. Protection of Improvements: The COR may order a cessation of work if vehicles are operated on roads within the work area when ground or weather conditions cause or lead to loss of traction. Such conditions usually develop where frozen ground is thawing, when snow is melting, and during or immediately following rainstorms. Any soil and ground disturbance caused by equipment during and after operations will be rehabilitated.
16. Road Signage and Closures: Roads may be temporarily closed while working in the area. All barricades and signs will be provided by the Government.
17. Salvage Rights: No salvage will be allowed.
INSPECTION AND ACCEPTANCE
1. Inspection
(a) The Government COR and/or PI will make periodic inspections as a basis for acceptance and payment and recommendations for adjustments in work quality while work is in progress. The Contractor is encouraged to participate in inspections while they are being conducted.
TITLE: Curlew Fuel Breaks (Mastication) 2020 Page 9
(b) As the basis for payment, inspections for compliance with specifications will be made for work units reported as completed by the contractor. All plots will be averaged together to determine payment.
(c) A combination of Ocular or Physical Inspections will be made on a series of plots located at different intervals across each work unit. A sufficient number of plots will be taken to obtain at least one percent sample of the work unit.
(d) The following information will be recorded for each plot inspected if more than 10 percent of the treated area has these items found in them. The treated areas will get a failing grade if:
1. Stumps taller than ground level are present
2. Severed trees are not completely grinded
3. Live limbs are left on the stump
4. Chips not spread as evenly on the ground as possible
2. Determination of Work Quality Percentage
Work quality percentages are derived from data developed from inspection plots. The final work quality percentage times the bid price determines the pay. A work quality percentage of 90 percent or higher will result in full payment. If any of the reasons stated above in the Inspection section part (d) are the primary reason for unsatisfactory work, the Contractor shall rework areas designated by the Government until satisfactory work quality is obtained.
3. Acceptance
(a) Satisfactory Work Quality: A minimum work quality standard of 90 percent is required.
(b) Unsatisfactory Work Quality: Based on inspection results, if the work quality percentage falls below 90 percent, the Contracting Officer will immediately notify the Contractor in writing and instruct the Contractor to improve the quality of the work. The contractor may ask for a meeting between themselves, CO and COR and PI to discuss a resolution. If the quality of the work is not raised to an acceptable level within two consecutive workdays after written notification or within time decided at the meeting, the Contracting Officer may issue a stop work order and/or Termination of Contract.
(c) Final payment shall not be granted until project is complete to the satisfactory quality standard.
GOVERNMENT-FURNISHED PROPERTY
The Government will provide the following items to the Contractor:
(a) Provide various USGS 7.5 minute quadrangles (1:24,000 scales) or GIS equivalent with unit boundaries clearly identified. Avenza maps will be provided as well.
TITLE: Curlew Fuel Breaks (Mastication) 2020 Page 10
(b) A BLM Representative (COR and/or PI) will be available for technical guidance and when inspection is requested by the contractor. Regular communications between the BLM representatives and the contractor will alleviate any problems or delays.
(c) A list of contacts, including emergency contacts, will be provided at the pre-work meeting.

2. Contractor Performance Assessment Reporting System (Dec 2015)
(a) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
TITLE: Curlew Fuel Breaks (Mastication) 2020 Page 18
(b) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
(c) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
(d) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
(e) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
(1) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
(2) Your comments should focus on objective facts in the AO's narrative and should a)provide your views on the causes and ramifications of the assessed performance.
(3) All information provided should be reviewed for accuracy prior to submission.
(4) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating
"No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
(5) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
(6) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
(f) The following guidelines apply concerning your use of the past performance evaluation:
(1) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
(2) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
(3) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
(g) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period. A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
