PWS 1.0 Background on the Government’s Requirement

BLM has the responsibility to manage wildlife habitat on BLM administered lands and provide for the recovery and delisting of endangered species. The purpose of this project is to better understand the diet of blunt-nosed leopard lizards in order to identify human impacts to its prey base, which BLM can then amelioriate via management and thus provide for its delisting under the Endangered Species Act. In order to achieve this goal, BLM must use unobtrusive means, such as the collection and genetic analysis of arthropods in the wild, to identify insect prey items. This project should assist BLM in that goal by providing a large sample of arthropods for analysis across the specie’s range.

PWS 2.0 General Scope of Work

The contractor will perform all activities necessary for the completion of an arthropod study. Services include all labor, equipment, supplies, services, permits, and licenses necessary to collect insects from sites occupied by, or suitable for, blunt-nosed leopard lizards.

The arthropods will be identified to species via inspection of morphology by the contractor, who will then submit representative samples of each species to a genetic laboratory (TBD) for DNA barcoding.

Under separate funding, the barcode data from the collected arthropods will be compared to DNA barcode data obtained from previously collected blunt-nosed leopard lizard feces to confirm the species of arthropods being devoured by the lizards.

Place of Performance:

All of the work associated with this contract is on BLM administered lands within the jurisdiction of the Central Coast and Bakersfield Field Offices, and Carrizo

Plain National Monument.

Period of Performance:

The period of performance shall be for one (1) Base Year of and two (2) 12-month option years. The Period of Performance reads as follows:

Base Year October 1, 2020 – September 30, 2021

Option Year 1 October 1, 2021 – September 30, 2022

Option Year 2 October 1, 2022 – September 30, 2023

PWS 3.0 Overall Objective(s)

The objective of this work is to utilize the information gathered by this project to:

• Provide samples to allow for quantification of prey preferences and prey frequencies in the diet of blunt-nosed leopard lizards.

• Improve our basic understanding of the ecology of the San Joaquin Desert, which is found chiefly on BLM lands and which provides habitat for numerous endangered species.

• Improve BLM’s ability to improve conditions for the blunt-nosed leopard lizard and other endangered species in the San Joaquin Desert.

PWS 4.0 Specific Tasks

Task 1: Contractor will collect insects collections at eight sites on a monthly basis June – September, sites to be determined in consultation with BLM. Collected insects will be labelled to reflect where and when they were collected. Collected insects will be curated using established methods of preserving their tissues for

DNA extraction.

Task 2. Contractor will identify insects to species. One or more individuals of each species will be labelled with a unique identifier.

Task 3. Contractor will deliver the collection of representative insect species to a genetic laboratory (TBD).

Task 4. Contractor will write a report detailing the species frequency, abundance, change in those estimators over time, and other vital aspects of insect ecology relevant to blunt-nosed leopard lizards. This task will require advanced statistical knowledge; knowledge of, and experience with, San Joaquin Desert lizard, plant and insect ecology; and experience with curating large data sets in public repositories.

Task 5. Contractor will work cooperatively with blunt-nosed leopard lizard habitat model project to integrate arthropod data into the larger habitat model.

PWS 5.0 Delivery / Performance Schedule

Contractor must deliver data and a report by June 30, 2021 and a final report for the first year on December 31, 2021. Option year reports will be on June 30 and

December 31 of each option year.

CLAUSES

CLAUSES INCORPORATED BY FULL TEXT

Contractor Performance Assessment Reporting System DEC 2015

FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.

4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.

b) Your comments should focus on objective facts in the AO's narrative and should a)provide your views on the causes and ramifications of the assessed performance.

c) All information provided should be reviewed for accuracy prior to submission.

d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.

e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.

f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."

The following guidelines apply concerning your use of the past performance evaluation:

Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.

Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.

Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.

If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.

A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

PROVISIONS INCORPORATED BY FULL TEXT

52.212-2 Evaluation - Commercial Items OCT 2014

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

a. Lowest Price Technically Acceptable (LPTA)

(b) Technical and past performance, when combined, are equally as important as price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)
