DETAILED SPECIFICATIONS

(MASTICATION/GRINDING)

Item 0001 – Cedar Hollow Juniper Mastication

1. Approximate Acreage: 326 acres

2. Location of Work Site as shown on Work Location Maps: Project area is located in Fremont County, Idaho approximately four miles northwest of Ashton, Idaho (T9N R42E Sec. 17, 18, 20 & 21). Access is made by way of the US 20 Frontage Road and unimproved two-track roads (see Location Map). The treatment will be implemented on federal land administered by the Bureau of Land Management’s (BLM) Idaho Falls District (IFD), Upper Snake Field Office (USFO) (see Unit Maps); however, private land is adjacent to but outside the treatment area and must be traversed to access the treatment unit. Elevations at the treatment site range from 5,200 feet to 5,400 feet above sea level.

3. Scope of Work: The objective of the treatment is to completely remove juniper from within the designated treatment unit that has encroached into the sagebrush steppe.

4. Detailed Unit Information: Species of trees to be cut within the Cedar Hollow unit include Utah juniper (Juniperus osteosperma), Rocky Mountain juniper (Juniperus scopulorum) and western juniper (Juniperus occidentalis). Juniper density in the area ranges from 22 stems/acre to 47 stems/acre, while the diameter at breast height (DBH) of mature junipers ranges from 7” to 14”. Because of the scattered nature of the vegetation, not all acres within the established boundaries of the unit will require the same amount of labor to achieve the specifications outlined below.

Item 0002 – Boundary Lodgepole Mastication

1. Approximate Acreage: 137 acres

2. Location of Work Site as shown on Work Location Maps: Project area is located in Fremont County, Idaho approximately 14 miles west/southwest of Island Park, Idaho (T13N R41E Sec. 31-34). Access is made by way of the Yale-Kilgore (A2) Road, Old Kilgore Road, Green Canyon Road (FS 167) and unimproved two-track roads. The treatment will be implemented on federal land administered by the BLM’s IFD, USFO (see Unit Maps). Elevations at the treatment site range from 6,300 feet to 6,400 feet above sea level.

3. Scope of Work: The primary objective of the treatment is to remove lodgepole pine (Pinus contorta) that have encroached into the adjacent aspen (Populus tremuloides) stands and are outcompeting the aspens for resources and nutrients. Additionally, the treatment will reduce fuel loadings and extreme fire danger that exist around the community of Island Park, as well as improve forest health and wildlife habitat.

4. Detailed Unit Information: The Boundary unit consists of even-aged, densely stocked patches of lodgepole pine with intermixed aspen and occasional Douglas fir trees and brush. Aspen is also intermixed within the lodgepole pine stands but WILL NOT be impacted unless otherwise directed by the Contracting Officer's Representative (COR) or Project Inspector (PI). Lodgepole pine density within the unit ranges from 50 stems/acre to 90 stems/acre, while the diameter at breast height (DBH) of mature lodgepoles range from 3” to 10”.

1.0 GENERAL

1.1 Introduction: The BLM USFO is soliciting fuels management services to treat woody vegetation to reduce the risk of wildland fires while promoting the expansion of aspen and sagebrush steppe communities.

1.2 Background: The Cedar Hollow treatment unit consists of juniper woodlands and sagebrush steppe habitat, with ≤20 percent juniper canopy cover and ≥15 percent sagebrush canopy cover. Juniper encroachment reduces the quality and quantity of sagebrush obligate habitat through the competition of limited resources and direct removal of sagebrush steppe vegetation. In contrast, the Boundary treatment unit is comprised of even-aged, densely stocked patches of lodgepole pine with intermixed aspen. Aspen stands within the project area are categorized as even aged and decadent, are being encroached upon by adjacent conifer species, and lack the level of reproduction necessary to maintain healthy clones. Not only will the mechanical treatment remove conifers that compete with aspens for available nutrients and resources, but it will also provide the disturbance necessary to promote aspen suckering and increase age class diversity. Fuel loadings within the two units range from less than ½ ton per acre to as high as 20 tons or more per acre.

1.3 Purpose: The purpose of these treatments is to reduce fuel loadings and future wildland fire severity, expand sagebrush steppe habitat, reduce soil erosion, and promote aspen health and expansion. Treatments that focus on reducing fuel loads and increasing crown spacing within encroached shrubland and dense forest/woodland vegetation types have been shown to reduce the severity of wildland fire as well as improve shrubland and woodland health and wildlife habitat. In addition, grinding may enhance moisture retention for vegetative development, create microsites for natural seed recruitment, and aid in the control of noxious weeds.

1.4 Scope of Work: The grinding units total 463 acres (Cedar Hollow 326 acres, and Boundary 137 acres). The objective of the treatments is to remove juniper and lodgepole pine within the designated treatment areas that have encroached into the sagebrush steppe and aspen woodlands. All designated trees will be completely severed, ground up, with the remaining stump no taller than six inches above ground level on the uphill side and no live limbs remaining. The Contractor will furnish all tools, labor, supervision, equipment, materials, supplies, transportation, training, and incidentals necessary to accomplish the removal of trees and treatment of slash in accordance with the specifications provided.

2.0 LOCATION

2.1 Location of Project Areas: Treatment units are located approximately 14 miles west/southwest of Island Park, Idaho (Boundary) and four miles northwest of Ashton, Idaho (Cedar Hollow). All work will be performed on land administered by the Bureau of Land Management. General-purpose maps will be included. Once the project is accepted by the contractor, maps will be provided by and agreed upon by BLM and the contractor. Refer to the treatment unit imagery and land status maps for general location and site conditions of the individual treatment areas.

2.2 Project Boundary Marking: The location and access to the areas are shown on the project location and treatment unit maps. The treatment units may be identifiable by flagging, paint on trees, or a combination of both. Treatment units may also be marked by changes in vegetation, roads, topography changes, or streams.

If these types of project area boundaries are used, the contractor will be notified. All areas may be flagged in colored flagging and an Avenza map file provided prior to starting implementation of the project.

2.3 Access: Legal public access to the project area will be identified on the map prior to the contractor starting the implementation phase. Seasonal road closures may exist (contractor will be notified of closures upon award). Contractor will assume responsibility for any additional access if desired. If roads or any type of access become subject to damage, because of adverse weather conditions or other natural and or political

TITLE: USFO Conifer Mastication Page 8 reasons, the COR will relay information to the contractor, and a Stop Work Order may be implemented by the Contracting Officer (CO) until other access can be decided.

2.4 Work Camps: Camping on agency-administered lands may be allowed through agency official approval.

Should such a work camp be authorized, the Contractor shall maintain the camp in an orderly and sanitary manner. All fire regulations and permits shall be followed. All garbage and refuse shall be removed from the camp site(s) by the Contractor and disposed of offsite before final payment is made.

3.0 EQUIPMENT

3.1 General: The Contractor shall treat designated areas in conformance with these specifications and the Detailed Specifications. Unless otherwise specified, the Contractor shall furnish all equipment, labor, supplies, and materials required to complete the job. The Contractor shall furnish properly equipped personnel experienced in operating the equipment to be used. The Contractor shall service and repair his/her equipment as necessary to maintain satisfactory progress on work. Contractor is responsible for all costs incidental to equipment move-in and move-out associated with the project.

3.2 Equipment: The Contractor shall furnish sufficient equipment to satisfactorily treat the designated area(s) in the time specified as required in the Detailed Specifications.

a. Be a wheeled or tracked mounted vehicle equipped with either hydraulic or PTO driven mastication head with a minimum head lift height of 12.5’ to alter the vegetation type in accordance with the specified level of work, prescription, or as otherwise as described under specifications.

i. Preference will be given to machines with boom-mounted grinding heads that enable the operator to reach over leave trees/vegetation and vertically grind the trees to be removed.

b. Be of durable design and construction to withstand the stresses of natural obstructions within the treatment units such as rocks, stumps, dust, and the general unevenness of the land.

c. Be free of fluid leaks and have hoses in good operating condition.

d. Be equipped with a mastication head capable of performing the work described in this document.

e. Be of a quality that guarantees the contractor’s safety.

f. Meet or exceed the requirements listed under SAFETY.

g. Contractor shall insure that all equipment is power washed and free of soil, seeds, vegetative matter, or other debris that could contain noxious weed seeds prior to being transported to BLM-administered land. For purposes of this provision, equipment shall be considered debris free when a visual inspection does not disclose such material.

4.0 EXECUTION OF WORK

4.1 It shall be the responsibility of the Contractor (i.e., knowledge and experience of the crew leader) to determine the quantity of work needed to meet specifications identified in this SOW. Acreage of the units were determined by calculations based on a horizontal plane using GIS technology. The treatment units are located in areas that, during the winter months, may receive two feet or more of snow annually.

4.2 Pre-Work Conference: Prior to commencement of work, a meeting may be requested by the CO to be attended by the Contractor, the COR, and PI. The meeting will be held at the Upper Snake Field Office at a time mutually agreeable to the Contractor and the CO to discuss the work schedule and to familiarize both parties with the responsibilities of each under this contract. At this time a work schedule showing dates, locations, equipment, and employees working on this project shall be provided by the Contractor to the CO.

TITLE: USFO Conifer Mastication Page 9

4.3 Progress Reports: Contractor will provide weekly progress summaries, during treatment, to the BLM Representative (COR and/or PI). Regular communication between BLM Representatives and the Contractor is required to help alleviate any problems or potential delays.

4.4 Crew Foreman: A crew foreman must be on-site directing work at all times. This person will also serve as an on the ground contact person for the COR/PI. Failure to maintain a crew foreman will result in suspension of work until a crew foreman is provided. A maximum of five (5) days will be allowed to produce a qualified foreman. Failure to produce a qualified on-the-ground foreman within five days may result in the CO issuing a Suspend Work Order. CO and COR must be informed of any changes in Crew Foreman.

4.5 Personnel Requirements: The crew is responsible for maintaining a safe working environment following OSHA standards. The Contractor must attend the pre-work meeting and provide a written performance plan including crew size prior to beginning work.

4.6 Specifications for Treatment: Woodland Tree/Shrub Mastication

a. Cut and grind all living juniper and lodgepole pine trees, including saplings and seedlings, within the identified treatment units.

b. Any and all trees to be cut shall be completely severed, ground up, with the remaining stump no taller than six inches above ground level on the uphill side. Woody slash shall be less than 4-inches in diameter and less than 3-feet in length. No live limbs shall be left on the stump of cut trees.

c. Chip depth will be even with the normal plane of the ground surface and spread as evenly as possible. Average chip depth will not exceed 6-inches over the treatment area.

d. Avoidance areas (no mastication) may be identified within the treatment units and designated with flagging, i.e., cultural sites, survey monuments, leave trees, etc.

e. A tracked excavator or similar equipment with a grinding head attachment will be required to accomplish the project work effectively. This type of machine is needed due to snow depth, topography/slope, and to reduce impacts from ground disturbance.

f. Work will not begin unless the ground is dry or frozen/snow covered. Should implementation result in excessive rutting, a Stop Work Order will be issued. Work may resume only when the area has sufficiently dried out.

g. Any/all skid trails or two-track roads or any other disturbance created by equipment or vehicles maneuvering the project area will be reclaimed as a part of the site cleanup requirements.

h. Crossing perennial, intermittent, or ephemeral drainage features would be avoided unless deemed absolutely necessary. If it is deemed necessary to cross these features, crossing of drainage features with flowing water would be coordinated with the BLM. Crossing of dry drainage features would be conducted as close to 90 degrees to the long axis of the feature as possible and would minimize disturbance. Damage to drainage features may require repair at the contractor’s expense to restore natural water flow.

i. The treatment units are open to public access and will remain so during the treatment. As such, the contractor shall furnish warning signs to be placed on the roadside entrances into treatment units.

Signs shall be a minimum of 3 feet by 3 feet in dimension and shall warn of flying debris.

j. Period of performance will be 92 calendar days.

4.7 Protection of Improvements: The COR may order a cessation of work if vehicles are operated on roads within the work area when ground or weather conditions cause or lead to loss of traction. Such conditions usually develop where frozen ground is thawing, when snow is melting, and during or immediately following rainstorms. Any soil and ground disturbance caused by equipment during and after operations will be rehabilitated.

TITLE: USFO Conifer Mastication Page 10

4.8 Salvage Rights: No salvage will be allowed.

4.9 Work stoppages: The Contractor agrees to work diligently to complete the mastication treatment. The Government reserves the right to stop mastication operations at any time when conditions are considered sufficiently unfavorable to warrant stoppage. Stoppage shall continue until mastication operations are again authorized by the Government. Because of the nature of the work, any time for which work is suspended by the Government because of unsuitable conditions or phase II fire restrictions will not be counted against the contract completion time. However, no monetary compensation will be given to the Contractor by reason of such work suspension.

4.10 Notification of Cessation or Restart of work: The Contractor will notify the COR whenever he/she intends to cease operations for three or more days and will notify the COR before starting operations after a shutdown of three or more days.

4.11 Termination for convenience of the Government: Because of the nature of the work, the Contracting Officer may, by written notice to the Contractor, terminate this contract, in whole or in part, when it is in the best interest of the Government. To the extent that this contract is so terminated, the Government shall be liable only for payment in accordance with the payment provisions of this contract for work satisfactorily completed prior to the effective date of termination.

4.12 Completion of contract: The Contract will be considered completed and payment due when all areas furnished to the Contractor by the Government have been treated to the standards specified above.

4.13 Risk damages: The Contractor shall assume all risks in connection with performance of the contract and shall be liable for any or all damages to persons or property in connection with the execution of work by employees of the Contractor.

5.0 INSPECTION AND ACCEPTANCE

5.1 Inspection:

a. The Government COR/PI will make periodic inspections as a basis for acceptance and payment and recommendations for adjustments in work quality while work is in progress. The Contractor is encouraged to participate in inspections while they are being conducted.

b. As the basis for payment, inspections for compliance with specifications will be made for work units reported as completed by the contractor. All plots will be averaged together to determine payment.

c. A combination of Ocular or Physical Inspections will be made on a series of plots located at different intervals across each work unit. A sufficient number of plots will be taken to obtain at least one percent sample of the work unit.

d. The following information will be recorded for each plot inspected if more than 10 percent of the treated area has these items found in them. The treated areas will get a failing grade if:

i. Stumps taller than six inches above ground level

ii. Severed trees are not completely grinded

iii. Live limbs are left on the stump

iv. Chips not spread as evenly on the ground as possible

5.2 Determination of Work Quality Percentage:

a. Work quality percentages are derived from data developed from inspection plots. The final work quality percentage times the bid price determines the pay. A work quality percentage of 90 percent or higher will result in full payment. If any of the reasons stated above in the Inspection section part (d)

TITLE: USFO Conifer Mastication Page 11 are the primary reason for unsatisfactory work, the Contractor shall rework areas designated by the Government until satisfactory work quality is obtained.

5.3 Acceptance:

a. Satisfactory Work Quality: A minimum work quality standard of 90 percent is required.

b. Unsatisfactory Work Quality: Based on inspection results, if the work quality percentage falls below 90 percent, the CO will immediately notify the Contractor in writing and instruct the Contractor to improve the quality of the work. The contractor may ask for a meeting between themselves, CO and COR and PI to discuss a resolution. If the quality of the work is not raised to an acceptable level within two consecutive workdays after written notification or within time decided at the meeting, the CO may issue a Stop Work Order and/or Termination of Contract.

c. Final payment shall not be granted until the project is complete to the satisfactory quality standard.

Payment will be made at the unit price per treated acre specified in the Bid Schedule which is made a part hereof and shall include the cost of all work described in this paragraph and the Detailed Specifications, including any retreating, if such work is required.

6.0 GOVERNMENT FURNISHED PROPERTY

6.1 The Government will provide the following items to the Contractor:

a. Provide various USGS 7.5-minute quadrangles (1:24,000 scales) or GIS equivalent with unit boundaries clearly identified.

b. An Avenza map file will be provided that delineates the perimeter and non-treatment interior islands.

The contractor must have a smart device capable accepting and displaying Avenza map files.

c. The BLM will flag all cadastral survey monuments and other avoidance areas depicted on the Avenza treatment map.

d. A BLM Representative (COR/PI) will be available for technical guidance and when inspection is requested by the contractor. Regular communications between the BLM representatives and the contractor will alleviate any problems or delays.

e. A list of contacts, including emergency contacts, will be provided at the pre-work meeting

Failure to provide required information may result in a non-responsive quote.

Evaluation Factor No. 1: Technical Capability

1. Proposals must clearly demonstrate the ability to complete the contract within the required period of performance. This is to include a work plan, schedule, and how the Contractor will coordinate and communicate with the Government. If subcontractors will be used describe how they will be selected, their business address, corporate officers, and points of contact.

Inspection Method, Crew/Equipment Management, Communication Plan, Emergency Procedures, etc.

3. Describe available equipment to include type and capabilities. Attach a list of mechanical equipment that is owned by the Contractor, including make and model, to be used on the job.

Evaluation Factor No. 2: Applicant Qualifications

Provide prior relevant experience for each of the key personnel and crew members proposed, i.e., Contractor Representative, Equipment Operator, Mechanic, etc. Prior experience should be in performing forestry related treatments or relevant work of a similar nature and within similar budgetary and time constraints.

The Government will determine whether the Offeror consistently delivered quality services in a timely manner.

Past performance will be assessed on the extent of client satisfaction, effectiveness in managing and directing resources, effectiveness in managing project time and performance schedules, reasonable and cooperative behavior, and quality of previous performance with clients.

Adequacy of Offeror's demonstrated past performance in similar contracts or projects for federal agencies and/or private organizations in terms of price control, quality of work and compliance with performance schedules. In addition to responses received the Government reserves the right to consider information obtained from any other sources when evaluating the offeror’s past performance.

Evaluation Factor No. 4: Price

1. Submit completed Bid Schedule for the list of Line Items provided in the solicitation. Price will be evaluated after evaluations of the technical proposals. Each price proposal shall be evaluated for reasonableness. An offered price that is too high or too low may indicate the offeror does not understand the requirements of the contract and may be grounds for eliminating its proposal.

2. Material unbalancing between line items may be cause for rejection of the offeror’s proposal.

Award Determination

The Government will award a contract to the Contractor(s) whose proposal: (a) conforms to the terms of the solicitation and (b) provides the best value to the Government.
