Attachment 1 – Statement of Work (SOW) Support, Modification, and Analysis for the Energy Substitution Model (EnergySub)
Introduction
In 2018, the BLM began developing the Energy Substitution Model (EnergySub) to model the market impacts of on-shore oil, gas, and coal development. Such impacts include substitution between energy sources and changes in energy prices associated with BLM land management decisions. This model is based on the Market Simulation Model (MarketSim) currently used by the Bureau of Ocean Energy Management (BOEM) to model the market impacts of off-shore oil and gas development. BLM’s EnergySub model has the same overall structure and functionality as BOEM’s MarketSim, but is tailored to meet BLM’s analytical needs. For example, the EnergySub model of the coal sector includes multiple coal supply regions. The BLM is currently finalizing the model and documentation.
Scope The BLM socioeconomics program seeks support for the use and rollout of the Energy Substitution Model (EnergySub). The BLM has identified several project tasks:
Support for BLM staff using the model or addressing public comments about the model, Sensitivity analysis of key parameters in the model, and Potential modification of the model or user interface to better meet the BLM’s needs.
Tasks
Task 1. BLM staff support
The contractor will respond as need to written or phone requests for BLM staff support.
BLM staff may seek support regarding use of the model itself, or in addressing comments submitted by the public on the use of the model. The BLM anticipates most requests can be addressed within one week, though with interim communication some may take longer.
Task 1a. The BLM estimates contracted time needed for staff support for the first 6 months of the contract will be approximately 12 hours per month Task 1b (option). If support is needed during months 7 through 12 of the contract, the BLM estimates contracted time needed for staff support will be 8 hours per month.
Timeline: The period of performance for Task 1a ends 6 months from contract start date.
The period of performance for task 1b ends 12 months from contract start date.
Deliverables: The contractor will provide a log of requests and responses.
Task 2. Sensitivity analysis
The contractor will conduct a sensitivity analysis of elasticities used in the EnergySub model. EnergySub includes default demand and supply elasticities as reported in Tables 3 and 4 of the Model Description. For the sensitivity analysis, the contractor will run multiple simulations to determine the effect of increasing or decreasing elasticities on model results. The contractor will coordinate a task kick-off meeting (approximately 1.5 hours, conducted virtually). In preparation for the call, the contractor will review BLM-provided thoughts on this task and develop a memo of their approach for discussion at the task kickoff call. Specific metrics to be evaluated will be determined collaboratively between the BLM and the contractor, but may include impacts on equilibrium supply, demand, or price, and/or other metrics that are part of the results reported within the EnergySub model.
Timeline: The task kickoff call will occur within one month of contract start date with the draft report being completed within 1.5 months of the task kickoff call. Revised report due one month after receipt of BLM comments.
Deliverables: The contractor will provide a memo of their approach at least 3 business days before the call and then notes from task kickoff call three business days after the call. They will provide a draft report describing the methods and results of the sensitivity analysis for BLM review. The contractor can expect one round of review by the BLM before delivering a final draft of the report.
Task 3 (Option). Model or User Interface modification
Under this optional task, the contractor will make minor modifications to EnergySub to address BLM needs. As the BLM begins routine use of EnergySub, it may identify small changes to the model or user interface that would make EnergySub more effective for the BLM. An example of a contemplated change is a collapse of the coal regions. The contractor will convene a kickoff task call to discuss desired changes with BLM and document the agreed upon modifications. A draft revised model will be provided for BLM review with comments addressed in a final version. In total, these minor modifications would not be expected to require more than 65 hours to complete.
Timeline: The draft revised model will be completed within 2 months of task kickoff call. The Period of Performance on this task will be 6 months from the time the contract option is initiated.
Deliverables: The contractor will provide call notes, a draft revised model, final revised model and/or model documentation as appropriate to the modifications.
Key Personnel:
The contractor shall identify the key personnel and fill the below table. The personnel listed below are considered essential to the work being performed hereunder. The contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. The contractor shall submit a written request, to include justification and proposed substitution to the contracting officer 15 working days in advance.
The contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitution, complete information as required by the below table, and any additional information requested by the contracting officer. Proposed substitutions should have comparable qualifications to those being replaced. No change in personnel shall be made by the Contractor without the prior written consent of the Contracting Officer. However, in urgent situations, as determined or agreed to by the Contracting Officer, a verbal request to substitute key personnel may be approved. The Contracting Officer will notify the contractor within 10 calendar days after receipt of all required information of the decision on substitutions. Upon written or verbal approval the below table listing key personnel shall be revised by modification to contract. In the event the proposed substitution of key personnel does not meet or exceed qualifications of the personnel being replaced, the Government reserves the right to disapprove and require another substitution of acceptable replacements for the individuals specified below.

52.212-2 Evaluation – Commercial Items (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
Basis for contract award.
Quotes submitted will be evaluated as best value for the Government. Factor 1, Factor 2, and Factor 3 when combined are significantly more important than Factor 4 Price. For Factors 1, 2, and 3, the Government will evaluate the quality of the Offeror’s technical solution for meeting the Government’s requirement and assign a Technical Rating (Table 1).
TABLE 1. – TECHNICAL RATINGS
Color Rating Description https://www.acquisition.gov/
Blue Outstanding Quote meets requirements and indicates an exceptional approach and understanding of the requirements.
Purple Good Quote meets requirements and indicates a thorough approach and understanding of the requirements.
Green Acceptable Quote meets requirements and indicates an adequate approach and understanding of the requirements.
Yellow Marginal Quote does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements.
Red Unacceptable Quote does not meet requirements and is unawardable.
While the source selection evaluation team will strive for maximum objectively, the source selection process by its nature is subjective.
Evaluation Process.
Offerors are cautioned to submit sufficient information as required by FAR 52.212-1 and Addendum to FAR 52.212-1 – Instructions to Offerors – Commercial Items (Attachment 6).
Offerors may be asked to clarify certain aspects of their quote. Communications and/or clarifications conducted to resolve minor or clerical errors will not constitute discussions. As set forth in FAR 52.212(g), the Government intends to evaluate quotes and award a contract without discussions with offerors.
The following addresses how each offeror’s quote will be evaluated:
1) Factor 1 – Technical understanding of EnergySub Model and/or MarketSim Model
Offeror shall demonstrate an in-depth understanding of all technical aspects of the EnergySub Model and/or the MarketSim Model on which it is based. This includes knowledge of the model structure, assumptions, data requirements, user interface, and limitations.
2) Factor 2 – Technical Approach
The Offeror shall provide a concise written narrative on each of the tasks described in the Statement of Work, and explain how it will respond to and resolve issues that it anticipates. The Offeror’s quote should demonstrate a thorough understanding of the key requirements and address how it intends to fulfill the requirements. The offeror shall include a section in the technical quote that identifies any tasks specified in this SOW that the offeror identifies as infeasible for technical or cost considerations. The offeror may propose alternative approaches to address these issues.
3) Factor 3 – Qualifications of key personnel
Offeror shall provide a list of key personnel (including subcontractor staff, as applicable) who will be assigned to this project and discuss their roles. The Offeror shall demonstrate economic expertise and experience related to energy development on public lands.
Resumes for key personnel team should be limited to (2) pages and contain, at a minimum, length of time in current position, length of employment with the organization, education, and description and role on relevant past projects. (Resumes shall not count against the 10 page limit for the technical and cost quote.)
4) Factor 4 – Price
Clearly identify how the cost quote was derived. Include the number of labor hours for each of the tasks and the hourly labor cost (fully burdened rate). Provide the position title of the labor category. In addition, clearly identify any assumptions. Offeror will provide a Firm Fixed Price amount.
Number of Contracts to Be Awarded. The Government anticipates making one award to the offeror that represents the best overall value to the Government.
If the offeror with the lowest priced, technical acceptable quote is determined responsible in accordance with FAR 9.104, that quote represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other quotes.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (Aug 2020)
