Statement of Work for Professional Services

Project Title: Feasibility of Volitional Chinook Salmon Passage Upstream of Shasta and Keswick Dams

Introduction and Background: Researchers with USGSs Western Fisheries Research Center (WFRC) are currently working to advance efforts to reintroduce Chinook salmon upstream of Shasta Dam, Sacramento River Basin, California, on a project funded by the California Department of Fish and Wildlife (CDFW). A key element of this effort is to identify viable fish passage options; upstream fish passage is currently blocked by Shasta and Keswick Dam and downstream passage at these projects is believed to be ineffective and associated with significant risk of injury/mortality. Under the CDFW grant, WFRC is working as part of a research time to address relevant physical and biological data gaps and to identify a suite of passage alternatives. Based on the objectives of the CDFW grant, the California Department of Water Resources (DWR) has agreed to fund a follow-on project to further advance efforts to develop fish passage for Chinook salmon to important habitat located upstream of Shasta Dam. The current CDFW-funded project and future DWR-funded project explicitly rely on close cooperation between the existing research team, CDFW, DWR, NOAA Fisheries, and the Winnemem Wintu Tribe. DWR’s funding will be allocated as two companion grants with the following specifications: (1) USGS and a highly qualified sub-contractor (hereafter USGS team) will receive funding to address objectives described below; and (2) a consultant team lead by Anchor QEA will complete additional tasks to collectively achieve the overall objectives of the project.

Technical Requirements: This statement of work outlines objectives and tasks to be completed by the USGS team which will consist of WFRC researchers and a highly qualified sub-contractor (HQSC). The highly qualified sub-contractor must possess the following attributes:

(1) Demonstrated experience in upstream and downstream fish passage engineering at high-head dams in the western United States.

(2) Demonstrated experience performing similar alternative formulation, evaluation, cost development, and documentation services for experimental, proven, and hybrid fish passage technologies.

(3) Demonstrated familiarity with the Upper Sacramento River Basin including the following: Cow Creek, Dry Creek, Churn Creek, Stillwater Creek, Keswick Dam, Shasta Dam, Shasta Reservoir, McCloud River, McCloud Dam, McCloud Reservoir, and Mud Creek.

(4) Demonstrated authorship or co-authorship of at least one peer-reviewed fishery journal article focused on fish passage at high-head dams.

Major tasks and sub-tasks to be completed by the HQSC are described below.

Task 1. Project Management and Administration The HQSC will provide project management and administrative services throughout the duration of the study, including efforts to monitor schedule, budget, and quality requirements. It includes regular communication between the USGS team, Anchor QEA, and the Client (DWR and CDFW) to maintain awareness of project progress, preparation for key meetings, and any product delivery challenges. In addition, general coordination with the Client on an as-needed basis will occur for various reasons throughout the duration of this feasibility study.

Task 1 Deliverables

• Electronic draft and final copies of invoices and progress reports.

• Electronic draft and final copies of informal notes taken during Progress Meetings.

Task 2. Study Plan Development and Coordination The USGS team will assist Anchor QEA with preparation of a study plan that outlines project tasks, schedules, and milestones for use during the feasibility study implementation. The HQSC will attend two coordination meetings to discuss feasibility study results to a technical advisory group (TAG), request additional information if needed, reach consensus on next steps in the study plan, and identify and track outstanding issues and resolution of previously identified issues.

Task 2 Deliverables

• Electronic .pdf copies of agendas, MS PowerPoint presentations, and draft any final meeting notes for each coordination meeting.

Task 3. Alternatives Development The purpose of Task 3 is to identify a range of potentially viable juvenile and adult fish passage technologies for providing volitional passage around Keswick and Shasta dams. The HQSC, in coordination with Anchor QEA, will develop a range of potential technologies for consideration and evaluate them against defined feasibility evaluation factors, and present them to the Client and TAG and identify a subset of up to three upstream and three downstream concepts that will be developed further. The approach to alternative development, communication, and documentation is organized into the four stages of work listed below in chronological order. The services required for each phase are summarized by subtask.

Stage 1 – Project Initiation and Confirmation of Goals and Objectives Stage 2 – Establish Physical, Biological, and Operational Setting Stage 3 – Formulate and Evaluate Alternatives Stage 4 – Confirm Alternative Selection and Prepare Concept-level Alternative Designs

Subtask 3.1 Confirmation of Goals and Objectives The HQSC will assist Anchor QEA to refine project goals and objectives based upon previously prepared documentation developed as part of the CDFW data gaps grants. Refinements will be developed based upon participation in coordination meetings with the Client and TAG.

Subtask 3.1 Deliverables

• Electronic information requests via email.

• Electronic tracked-change revisions to shared working documents.

Subtask 3.2 Establish Physical, Biological, and Operational Setting The USGS team will attend two coordination meetings with the Client and TAG to obtain relevant updates to key physical, biological, and operational factors and considerations that may influence alternative selection, development, and future pilot-study implementation, including historical and future McCloud River hydrology. Information collected as part of this effort will be used to revise a Draft Background Compendium and Design Criteria Report prepared as part of previous CDFW data gaps grants work conducted by others.

Subtask 3.2 Deliverables

• Provide Anchor QEA with electronic narratives, figures, tables, charts, and calculations to be incorporated into the revised Draft Background Compendium and Design Criteria

TM.

Subtask 3.3 Develop Initial Set of Passage Alternatives The HQSC will lead the development of potential upstream and downstream passage alternatives based on information gathered as part of the CDFW funded biological and physical data gaps grants, a review of technologies being used in other locations, and knowledge of the effectiveness and applicability of the various technologies. This task includes development of descriptions and sketches of identified options and collaborative review with the Client and TAG at Coordination Meeting 1. The goal of the meeting is to review the strengths, limitations, and estimated performance of the suite of preliminary alternatives and reach consensus on a smaller set of final alternatives that will be evaluated as part of Subtask 3.4. Feedback received during the meeting will be documented and reflected in the Draft and Final Alternatives Formulation and Evaluation Report (Task 4).

Subtask 3.4 Evaluate Selected Passage Alternatives The HQSC, in coordination with Anchor QEA, will refine the final alternatives identified under Subtask

3.3. Each alternative will be developed further and evaluated based on a set of factors agreed upon by the Client and TAG. Illustrations, narratives, opinions of probable construction costs (OPCCs), and evaluation results developed as part of Subtask 3.3 will be updated, feedback addressed, and the alternatives re-evaluated. Results of the evaluation and OPCC will be presented to the Client and TAG at Coordination Meeting 2. Concept-level drawings and results of the coordination meetings, feedback, refinements, and updated costs estimates will be documented in the Draft and Final Alternatives Formulation and Evaluation Reports (Task 4).

Subtask 3.4 Deliverables

• Electronic .pdf version of cost data tables summarizing evaluation results and OPCC estimates.

• Electronic MS Excel version of the revised Pugh matrix.

Subtask 3.5 Compare Conceptual Alternatives to Trap and Haul Alternative The USGS team will develop a trap and haul alternative to a level needed for comparison with the volitional fish passage alternatives via the CDFW data gaps grant. After alternative development, alternatives evaluated as part of subtask 3.4 will be compared to the updated conventional trap and haul by scoring the trap and haul alternative based on criteria used to assess the volitional passage alternatives. Cost data for the trap and haul alternatives will be developed in a manner similar to that are described in Subtask

3.4 (Class 5 level of detail per AACE guidelines). Results of the scoring of the trap and haul alternative and comparison to the volitional passage alternatives will be presented and discussed with the Client and TAG during Coordination Meeting 2. Concept illustrations of the trap and haul alternative, evaluation scores, and OPCC will be documented in the Draft and Final Alternatives Formulation and Evaluation Report (Task 4).

Task 4. Reporting and Documentation The HQSC will assist with the documentation of activities, methods, findings, and feedback resulting from completion of the services described in Tasks 1-3 and will contribute to the development of Draft Alternatives Formulation and Evaluation Report. An overview of the report will be presented at Coordination Meeting 2. The draft report will be issued by the meeting and reviewers will have a 30-review period with comments due on December 15, 2025. The USGS team will assist Anchor QEA to address comments and issue the Final Alternatives Formulation and Evaluation Report by December 31, 2025.

Task 4.0 Deliverables

• Electronic contributions to the Draft Alternatives Formulation and Evaluation Report

• Electronic contributions to the Final Alternatives Formulation and Evaluation Report

Schedule of Key Deliverables The USGS team will support development of key project deliverables based upon the following dates, barring any unforeseen circumstances that may delay project progress:

• Draft Alternatives Formulation and Evaluation Report – November 2025

• Final Alternatives Formulation and Evaluation Report – December 31, 2025
