– INVOICE PROCESSING PLATFORM (IPP)

APRIL 2013

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://ipp.for.fiscal.treasury.gov.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

None

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email prior to the contract award date, but no more than 3 to 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippcustomersupport@fiscal.treasury.gov or phone (866) 973-3131.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

● Capability, including technical capability

● Past performance

● Price

In evaluating capability, we will review your work plan and consider such things as availability of knowledgeable personnel, etc.

140G0323Q0214 Page 10 of 12

Past performance is the measure of how well you have performed similar work before. Recent and relevant past performance is preferred. Submit at least two references with contact information.

It is the prospective contractor’s responsibility to submit sufficient information to allow a meaningful evaluation in each of these areas. Failure to do so will negatively impact our evaluation of your quotation.

We will select for award the prospective contractor whose quotation conforming to this solicitation will be most advantageous to the USGS.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

A STATEMENT OF WORK JUNE 2023

Introduction and Background The U.S. Fish and Wildlife Service (USFWS) conducted a genetic mark-recapture project for five years (2013–2017) to estimate Pacific walrus (Odobenus rosmarus divergens, hereafter walrus) abundance and survival. Concomitantly, the U.S. Geological Survey (USGS) conducted age structure surveys from 2013–2015 to estimate walrus demographic rates and population trend, and USFWS continued these age structure surveys from 2016–2017.

The USFWS genetic mark-recapture project has addressed relevant questions about walrus kin structure (Beatty et al. 2020) as well as estimated total abundance (Beatty et al. 2022). However, the financial (~$8 million), human capital, opportunity, and wildlife disturbance costs of conducting long research cruises for five years requires continued investment in alternative approaches to estimate population abundance and demographic rates. For example, the journal publication that generated the abundance estimate from the 2013–2017 research cruises was published in 2022, 11 years after initial planning for the first set of research cruises began.

Thus, an alternative approach to estimate walrus abundance and vital rates at more frequent intervals is also required.

Close-kin mark-recapture (CKMR) is an emerging approach to estimate abundance and demographic parameters that relies on the frequency of kinship relationships among individuals sampled from a population (Bravington et al. 2016b). CKMR has been implemented with samples exclusively collected from dead animals, although it can also be implemented with samples collected from a traditional live mark-recapture design, or a combination of live and dead sampling. Thus, samples collected from the walrus harvest may be able to augment samples collected on research cruises from live animals, reducing the overall financial expenditure needed to generate estimates of abundance and demographic rates.

We are seeking support to develop a preliminary walrus CKMR model that can be used to inform sampling design for future research cruises that collect data on walrus demography to reduce their length and frequency. If available, U.S. Geological Survey personnel will conduct kin-finding on all available genotypes to provide to contracted personnel.

Objectives and Products The objective of the project is to develop a preliminary close-kin mark recapture model using existing data to inform sampling design for future research cruises that will collect samples from live animals. Specifically, we are seeking information on the effects of walrus movement and spatial structure relative to the international boundary, sample size requirements, number of years to collect samples, and age classes to target for sampling. We anticipate one product from this work:

1. A technical report submitted to the project manager at U.S. Geological Survey. The technical report shall contain:

a. The preliminary walrus close-kin mark-recapture model along with detailed justification of the model structure.

b. A detailed accounting of model assumptions.

c. All relevant statistical derivations for the preliminary close-kin mark-recapture model.

d. Computer code with sufficient annotations that someone without knowledge of the language can implement the code in other software.

e. Guidance on sampling design and sample sizes for future walrus field seasons.

Methods The focus of the study is the Pacific walrus population, which inhabits the northern Bering Sea and Chukchi Sea. We propose to use all available samples from the genetic mark-recapture research cruises from 2013–2017 to develop the preliminary CKMR model within the…
