(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Capability, including technical capability and capacity to perform assessment and analysis of key elements in the required timeframe; specficially:

o Fiber optics o Microwave communication o Cellular systems communication o Systems engineering for reliability and cost of ownership o Sensor networks

Corporate experience and experience of key personnel and/or subcontractors Past performance Price

In evaluating capability, we will review your work plan and consider such things as availability of personnel, availability to begin work in January 2021, and ability to meet the overall project timeline, contingency planning, nature of customer support, etc., relating to the specific aspects listed. The vendor for this project must be experienced in planning wide area telecommunications systems for government and/or commercial applications. A STATEMENT OF WORK DECEMBER 2020

Study of Telemetry System Improvements for the ShakeAlert Earthquake Early Warning System in West Coast States

United States Geological Survey, Pasadena, CA

General Description

The USGS seeks an independent assessment of communication systems for seismic data telemetry and center-to-center communication used by the ShakeAlert earthquake early warning (EEW) system. A framework for evaluation of the telemetry component of this project is provided in Appendix A. The assessment will evaluate current and planned systems in terms of reliability, robustness, maintainability, and cost in the missions of delivering low latency seismic data and maintaining message flows between ShakeAlert centers. Consequences of unusual but predictable hazards to the communication system, such as fire, ice storms, and extreme winds, and how to protect from them will be addressed. The goal of this project is an outside analysis of telecommunications in ShakeAlert leading to a plan in which USGS management and funding agencies can have confidence as a well-researched and validated path to a reliable and robust ShakeAlert system.

Earthquake early warning uses seismic data and central computing systems to detect earthquakes, estimate the area of strong shaking, and send alerts so that protective actions may be taken. The ShakeAlert system is operational in the West Coast states of California, Oregon, and Washington as a single integrated system.

ShakeAlert is built on top of existing sensor and communications infrastructure of four main West Coast regional seismic networks (RSNs). The Pacific Northwest Seismic Network (PNSN) collects data for seismic stations in Washington and Oregon. Centers in northern California are at the University of California, Berkeley, and the USGS Menlo Park campus (jointly the Northern California Seismic System (NCSS)). The Southern California Seismic Network (SCSN) in Pasadena is jointly operated by Caltech and the USGS. Currently about 1113 stations contribute to ShakeAlert; 1615 total are planned for the three states.

The first category of communications in the ShakeAlert system is data telemetry. Telemetry systems transmit seismic data from field recorders to ShakeAlert centers, and have two basic communications components, uplink and backhaul. The uplink component, with a representative rate of 100 kbits/s, wraps or repackages seismic data packets into TCP/IP packets and sends to a backhaul access point.

A small additional fraction of packet flow is used to transmit station state of health. Backhaul components collect many seismic stations in a single link, and normally operate at megabit/s or higher speeds. In some cases, intermediate relays are used (<1Mbit/s) to collect a few stations in a hub and spoke topology before joining the backhaul. The backhaul components terminate at data collection hosts operated by the RSNs.
