COMBINED SYNOPSIS/SOLICITATION

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This combined synopsis/solicitation issued as a request for quotation (RFQ). Written quotations shall reference, RFQ 140G0224Q0165. This combined synopsis/solicitation will utilize the policies contained in the Federal Acquisition Regulation (FAR) Part 12 in conjunction with the policies and procedure for solicitation evaluation and award prescribed in FAR Part 13.5, Simplified Acquisition Procedures, as appropriate for this acquisition.

A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05, May 22, 2024.

This solicitation will be solicited as a total small business set-aside. The associated NAICS Code is 334516; Analytical Laboratory Instruments Manufacture. The small business size standard is 1000 employees. The Government contemplates firm-fixed price purchase order resulting from this combined solicitation/synopsis, utilizing an OF347.

Statement of Need Isotopic ratios and element concentrations in minerals including zircon, monazite, titanite, and rutile record extremely valuable information on the geologic histories of rock samples, while ore minerals like cassiterite, scheelite/wolframite, columbite/tantalite contain important information about ore-forming processes. Many geoscience papers are published each year using in situ mineral isotope data (e.g. search Google Scholar for “zircon age” and publication year “2023”). The Geology, Geochemistry and Geophysics Science Center (GGGSC) Plasma Lab has invested heavily (instrumentation and time) in the analytical studies utilizing in situ and single grain technique by Laser Ablation-ICPMS. Tens of thousands of individual grains of zircon and other mineral phases are analyzed yearly by the Plasma Lab that supports research of high priority to the MRP, NCGMP, the Alaska Science Center and other internal and external to the USGS.

The Laser Ablation-ICPMS (AttoM) generates many hundreds to thousands of individual mineral analyses per week. The Laser Ablation system samples the materials being analyzed and does so on the order of billions of ablation events. The current Laser Ablation system working with the AttoM ICPMS is >10 years old and responsible for multi-billion ablations. Despite regular upkeep, components within the Laser Ablation system are starting to fail; this includes the laser source itself. Currently the laser system requires reduced run times, reduced energy, and in-house engineering (external fan attachments) to keep the laser power source from overheating. This will ultimately result in failure of the laser source and a completely inoperable Laser Ablation system. Additionally, the optics and efficiency of this older generation system are not compatible with some of the novel techniques being developed in the lab.

A new and modern Laser Ablation (193 nm excimer) system is needed to continue the current scientific operations in the lab. Additionally, a next-generation system will allow the lab to continue methods development that is already underway but is stifled by the lack of laser system efficiency, modern optics, spot reproducibility, and laser cell reproducibility no available.

The Laser Ablation ICPMS (AttoM) system has consistently provided high quality isotopic-geochronology data for ~10 years. It continues to serve the Mineral Resources Program as a primary source of geochronology data as well as several working groups in the NCGMP, State Surveys, Academia and other Science Centers. There is a need to continue and expand research capabilities in an efficient manner using modern equipment on par with other reputable research laboratories. The purchase of a modern generation Laser Ablation system allows for improvement on existing methods and leaves flexibility in pursuing new methodology appropriate for modern geochronological research related to mineral deposits, prospective terranes, and beyond.

This combined solicitation/synopsis is for the purchase of the following commercial item(s):

Salient Characteristics: Brand Name or Equal

• RESOlution-SE: Compact 193nm excimer laser ablation system with S155 sample cell (155mm x 105mm) – stationary dual volume.

• The laser ablation system shall meet or exceed the salient characteristics.

1. The laser system must be new and currently available from the vendor.

2. The system shall be a Class1 laser product with a 193 nm wavelength argon-fluorine (ArF) excimer laser. with a fully interlocked enclosed beam path.

3. The pulse width of the laser shall be 10ns or less.

4. The laser shall be air cooled with an output energy of at least 10 mJ of 193 nm from the laser head for spot sizes up to 150 microns diameter or square.

5. Laser fluence measured at the sample surface should be at least 15 J/cm2.

6. The laser shall be warrantied to perform with a continuous output of at least 10mJ of 193nm and an energy stability of better than 2%.

7. The system shall produce a homogenous laser beam with respect to energy which shall when focused on the surface of a sample produce flat homogenous craters to be produced.

8. The system shall be housed in a self-contained platform. The platform shall include castor wheels so that the system can be moved as necessary.

9. The System shall be supplied with a personal computer and control software shall provide full manual control of the system and be able to track, calibrate and store ablation parameters such as frequency, energy, spot size, laser timing and gas exchange data (as some examples).

10. The system shall have the ability to communicate with or trigger (closed contact or TTL trigger) the start of analysis for Thermo, Nu Instruments, Agilent, and Perkin Elmer ICP-MS instruments. Triggering of up to two ICP-MS spectrometers simultaneously shall be available.

11. The LA system software must be able to import, rescale and reposition images taken from other imagine platforms such as photo scanner, light microscope, SEM or electron microprobe.

12. The LA system must be able to image large areas of the sample chamber through an easy-to-use mosaic function. Information about the wide field or sample mosaic function must be provided.

13. The LA system must provide a high-quality, real-time image of the sample in transmitted (plane and polarized light) and reflected illumination. Geological materials must be able to be imaged at sufficient resolution to see features as small as the smallest spot size.

14. The laser system must contain a minimum of two mass flow controllers (for helium 0 to 1000 ml/min flow rates; and for nitrogen 0 to 20 ml/min flow rates) that are integrated within the user software. These mass flow controllers shall provide the necessary gases for efficient transfer of aerosol to the plasma. It shall be possible to control the gas flows using the LA system control software.

15. Laser spot sizes shall be available in a size range from 2 microns to 150 microns as standard.

16. The system shall be provided with tubing, connections, and instructions on how to configure the instrument to split the aerosol 2 ways.

17. The system shall be equipped with a large format, ‘two volume’ ablation cell.

18. The system shall be equipped with a fully motorized XYZ stage that is controlled automatically by the computer.

19. Sample Cell XY stage movement shall be at least 100mm by 100mm and shall be addressed to a resolution of at least 0.1 µm. During real-world performance tests, the ablation cell shall be able to deliver a motion reproducibility to better than ±3µm (2 sigma across the entire movement range), without software correction. The system shall be demonstrated (including at installation and throughout the warranty period) to consistently meet this specification. The system shall be capable of reproducing the spot position to better than ±1µm with software correction.

20. The signal response of the laser cell must be such that there is <2% 2s variation in the Pb/U ratio of the same material placed in different locations within the ablation cell.

21. The system shall be equipped with sample holders that can accommodate 25 mm diameter round pucks, a combination of 25mm and 30 mm diameter round pucks, and a combination of 25mm round pucks and standard thin/thick (up to 100 microns) sections (26 or 30 mm wide).

22. The system shall include or have the option of signal smoothing hardware.

23. The laser cell and objective lens configuration must have space available to accommodate a laser-induced breakdown spectroscopy (LIBS) detector for future capabilities of tandem LIBS and LA-ICP-MS.

24. The laser system must contain a tool kit for alignment of the optical components for routine maintenance.

25. The laser system must be installed by the vendor and pass acceptance testing with a 1-year manufacturing warranty.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

GS0725 Demonstration of Satisfactory Operations (May 2022) The demonstration of satisfactory operation of the equipment shall include the actual operation of all elements of the equipment in order to establish that the equipment is one complete operating unit. The contractor shall demonstrate to the Contracting Officer or an authorized representative that the equipment will meet all the operating specifications of the contract. At time of demonstration of satisfactory operation, the contractor shall thoroughly acquaint the Geological Survey personnel with all aspects of the maintenance of the equipment.
