Performance Work Statement (PWS)

I. GENERAL INFORMATION

A. Introduction The Upper Midwest Environmental Sciences Center (UMESC) has a requirement for water sample phytoplankton identification and analysis services related to the Upper Mississippi River Restoration (UMRR) Program’s Long-Term Resource Monitoring (LTRM) element. Specifically, the Water Quality (WQ) Component of LTRM requires assistance with the identification and enumeration of preserved phytoplankton samples from the Illinois River.

B. Background

Phytoplankton (drifting algae) are microscopic and near-microscopic plants that are the major source of primary production in aquatic systems and are significant contributors to the food web in large river systems. Under certain conditions certain species phytoplankton can produce toxins that are harmful to both wildlife and people, however. This has been occurring more frequently in many freshwater ecosystems, but the patterns and drivers of their occurrence are not well understood, especially in rivers. Some areas on the Upper Mississippi and Illinois Rivers have experienced several toxic blooms of algae in recent years and there is ongoing work by USGS and partners to investigate the drivers of these trends.

LTRM has been collecting phytoplankton community samples in the Upper Mississippi and Illinois Rivers for the past 25 years. These data will be particularly useful in understanding historical patterns in the abundance and drivers of harmful algal species and will be used to inform ongoing monitoring and mitigation efforts in the basin.

C. Scope

UMESC requires identification and enumeration of taxa in 2600 preserved phytoplankton samples from the Upper Mississippi and Illinois Rivers. We require a trained analyst to quantify abundance and biovolume of phytoplankton taxa in viable samples. We expect that the organism will be identified to the lowest possible taxonomic level.

II. WORK REQUIREMENTS

A. Technical Requirements

1. The identification and enumeration of taxa in 2600 preserved phytoplankton samples that span of period of 10+ years is required. For each sample the vendor shall furnish the complete dataset that includes

C. Special Considerations All samples should be returned to UMESC upon the completion of the contract. Samples shall be returned in their original containers with the original label intact. If the bottle label has come off, degraded, or has otherwise become unreadable during processing, a new label should be made and affixed to the original bottle.

III. QUALITY CONTROL PLAN

The Contractor shall include a Quality Control Plan (QCP) and adhere to it while performing phytoplankton sample ID services. The QCP shall, at a minimum, meet all performance objectives specified in the PWS.

IV. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)

The Government, through its USGS Technical Liaison, shall monitor the Contractor’s performance. The Government may monitor the Contractor’s performance of the deliverables of specific project requirements as deemed necessary to ensure acceptable progress and compliance standards are achieved. The Contractor shall be responsible for Quality Control (QC) by adhering to the QCP specified in the PWS. The USGS quality assurance inspections shall not be a substitute for the contractor’s responsibility for QC. The USGS will be responsible for independent quality assurance, assuring that the performance standards, both quality standards and time standards, are met.

GS2160 Technical Proposal Instructions (Sep 2008)

(a) Your proposal should be straightforward and free of extraneous information. Technical proposals will be evaluated without reference to proposed prices/costs. Therefore, no references to price or cost may be included in your technical proposal. If helpful, technical proposals should include information on staffing levels and/or estimated levels of effort, but such data should not include dollar rates or costs.

(b) Simply repeating or paraphrasing the specifications or statement of work does not constitute an acceptable technical proposal. Technical proposals must demonstrate how the offeror proposes to meet stated requirements or goals, and that the offeror has the necessary understanding, expertise, facilities, personnel, and experience to successfully accomplish the proposed work.

(c) The technical proposal should contain (1) identifying cover page; (2) table of contents; (3) listing(s) of tables, drawings, and/or exhibits, if any; and (4) a short introduction or summary describing the overall approach, if desired.

(d) The main body of the technical proposal must provide sufficient information and detail to permit the evaluators to score the proposal on each evaluation factors listed basis of award section. As a minimum, the following items should be included:

(1) Detailed discussion of approach and procedures to be followed, items to be provided, and timetable for deliveries/performance.

(2) Information on personnel to be assigned to the project, including project management. For "key personnel", include resumes of each individual's relevant education, experience, accomplishments, and other pertinent data. For each person proposed for a "key" position, attach a signed statement of availability for the project from any subcontract employee or prospective employee. For positions/functions not designated as "key", offerors must at

(3) Corporate experience and capability information. Include information on the organization structure, history of the firm's activities contributing to the development of expertise and capabilities related to this requirement, a presentation on corporate facilities and equipment currently available for use, and a presentation on how this requirement will be managed and directed. When discussing your previous Government and/or private sector projects similar to that proposed, provide sufficient detail to convince evaluators of the relevance of the skills and objectives involved. Experience of offeror's parent or affiliate companies are relevant and should be included only if those entities are committed to and share responsibility for contract performance.

(4) Past performance information. (e) If your proposal contains any interpretations, deviations, or exceptions to the specifications or statement of work, these should be clearly described, along with supporting rationale. Include any deviations from the performance schedule and requirements for submission of reports. Offeror is cautioned that deviation and exceptions to solicitation requirements may be detrimental to the evaluation of the offeror's proposal. If any such exceptions or deviations are made, they must also be identified (along with exceptions from the business or other parts of the proposal) in a summary Statement of Exceptions and Conditions.

DOI Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (Apr 2013) Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice processing platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions- Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

Attach a copy of your invoice referencing the order number (block 3 of your optional form 347), dates of service or date material was shipped. For payment issues or status email: pms@usgs.gov after 30 days of proper submission of an invoice. The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor’s Government Business Point of Contact (as listed in SAM.gov) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
