Salient Characteristics for Brand Name or Equal to Argus VI Multi Collector Noble Gas Spectrometer The USGS Geology, Geophysics, and Geochemistry Science Center requires a new multi collector noble mass spectrometer for 40Ar/39Ar geochronology measurements of rocks and minerals. A used Helix MC mass spectrometer shall be used as a trade in as part of this solicitation.

Sellers shall meet or exceed the following Salient Characteristics to be determined technically acceptable.

Salient Characteristics

• Internal volume must be 750 cc

• Internal vacuum must be at or below 10-10 mbar

• The mass spectrometer system (excluding flight tube) shall be manufactured from 316L stainless steel.

• Bakeout heaters and controls shall be provided with ability to heat to 350 degrees C.

• Must have a magnetic sector analyzer with 90 extended geometry ion optics.

• Inlet valve to be pneumatically actuated

• Must be a flange mounted Neir-type source with standard operation of > 4 kV, with the ability to suppress ionization during sample equilibration.

• A minimum of 1 to 50 mass units and must be designed for the simultaneous measurement of mass ranges (m/z) of

36-40.

• Sensitivity for argon must be > 1 x 10-3 Amps/Torr with a source current < 1 mA at 4.5 kv.

• Abundance sensitivity must be < 5 ppm for adjacent masses (39Ar contribution from 40Ar) at a pressure of 1 x 10-7 mbar

• Must include 5 faraday detectors and one electron multiplier (in the low mass position). Detectors should permit the simultaneous measurement of m/z: 36, 37, 38, 39, and 40. The faraday detectors must be fitted with 10-11 to 10-

12 Ohm resistors, with the possibility of operating with 10-13 Ohm resistors. The electron multiplier should have an efficiency of > 80%. An electrostatic beam deflection mechanism is required in front of all detectors to allow for <

0.1 amu ion beam positioning.

• The axial faraday peak flat shall be 0.001 over 150 ppm in mass

• Peak side stability drift to be less than the equivalent of 50 ppm in mass over 30 minutes at 40Ar

• Rate of rise must be < 1 x 10-12 cc STP/min of 40Ar over 30 minutes

• Background shall be 5 x 10-14 cc STP at m/z = 36 (36Ar)

• Resolution shall be 200 determined on the axial detector position at 10% peak valley

• The internal vacuum system will be maintained by a 20 liter/second ion pump. The mass spectrometer will be fitted with an 80 liter/second turbomolecular pump below the bench and backed by a two-stage dry diaphragm pump and isolated from the mass spectrometer by an all-metal valve. The vacuum system will be monitored by an ion gauge and ion gauge controller.

Certification & Accreditation.

User Access to USGS IT Systems or IT Supports Services (Greater than User Access Certification and Accreditation on USGS systems to which the Contractor may have access under this contract will be conducted by the Government or another of its contractors.

Development or Maintenance of Custom Applications The contractor will perform Certification and Accreditation (C&A) services on the application developed or maintained hereunder prior to going into production. The application must be re-accredited every three years or whenever there is a major change that affects security. C&A documents will be provided to the COR in both hard copy and electronic forms. The contractor must follow NIST SP 800-37, 800-18, 800-30, 800-60, 800-53A, Federal Information Processing Standard (FIPS) 199 and 200, the associated DOI guides/templates, the DOI Security Test & Evaluation (ST&E) Guide, and the DOI Privacy Impact Assessment. NIST documents are available on the internet at http://csrc.nist.gov/publications/nistpubs/ FIPS documents are available on the internet at http://csrc.nist.gov/publications/nistpubs/. The contractor may request copies of DOI documents by contacting the Contracting Officer. The government reserves the right to conduct the ST&E using either Government personnel or an independent contractor.

The contractor will take immediate and timely action to correct or mitigate any weaknesses discovered as necessary to bring the application or system into compliance with the above requirement.

On-Site Contractor Support and Management of IT System or Off-Site Contractor Operation and Management of IT System The Contractor must maintain systems that are compliant with NIST SP 800-18, 800-30, 800-37, 800-53A, 800-60, Federal Information Processing Standard (FIPS) 199 and 200, the associated DOI guides/templates, the DOI Security Test & Evaluation (ST&E) Guide, and the DOI Privacy Impact Assessment. As required by the above, Major Applications and General Support Systems shall be certified and accredited (C&A) prior to going into production and re-accredited every three years or whenever there is a major change that affects security. C&A documents will be provided to the COR in both hard copy and electronic forms. NIST documents are available on the internet at http://csrc.nist.gov/publications/nistpubs/.
