SPECIFICATIONS

The U.S. Geological Survey, Geosciences and Environmental Change Science Center (GECSC) requires a 193nm laser ablation (LA) system with an S155 laser sample cell for laser ablation inductively coupled plasma mass spectrometry (LA-ICP-MS) U-Th-Pb geochronology analyses. Procuring this 193 nm LA system will expand geochronology and future thermochronology capabilities for research scientists within GECSC and other National Cooperative Geologic Mapping Program (NCGMP) FEDMAP projects.

Geochronology and thermochronology data provide essential information to understand the timing of geologic processes and events. Quantifying rates and timescales are critical to geologic mapping and research addressing fundamental Earth science questions. The new instrumentation will allow projects access to cutting-edge, in-situ U-Th-Pb geochronology to determine crystallization, metamorphic, depositional, and fault movement ages. Conventional U-Th-Pb mineral chronometers such as zircon, monazite, apatite, and rutile will be routinely analyzed to enable scientists to look at timescales for magmatic processes, deformation histories, and basin evolution. Coupled with a new Thermo Element-XR, the new 193nm LA system with an S155 laser sample cell will:

1. Improve analytical precision for a single-spot U-Th-Pb LA analysis.

2. Add capabilities for in-situ U-Pb analyses of low-U minerals such as calcite.

3. Provide high-spatial resolution U-Pb analyses of tiny minerals or regions of interest, such as rims on zircon grains or ‘small’ (<10 µm) accessory phases identified in thin sections or separated by traditional processes.

The new instrumentation will expedite data collection and provide an interface for scientists to work with laboratory analysts to design and carry out analytical plans to address research questions directly.

Quantity – 1, Brand Name or Equal to a RESOlution-SE: Compact 193nm Excimer Laser Ablation System with a S155 Sample Cell (155mm x 105mm) Stationary Dual Volume Equal Instrument Which Meets or Exceeds the following Salient Characteristics:

• Compact 193xm excimer laser

• On-sample fluence 20 J/cm2

• Laser pulse width of 5ns

• 32 mask wheel aperture positions as standard; optional 40 positions with beam expander

• Spot size range of 2μm to 100μm; up to 300 μm with optional beam expander

• Industry leading S155 sample cell; dual volume, constant volume

• Smoothing SQUID device included

• Flexible mounting options with nine (9) sample holders to choose from

• Compatible S155 fast and ultrafast transfer kits available for imaging and mapping

• Split Stream ready

• The laser system must be new and currently available from the offeror.

• The system shall be a Class1 laser product with a 193 nm wavelength argon-fluorine (ArF) excimer laser. with a fully interlocked enclosed beam path.

• The system shall include a S-155 laser ablation cell or band name equivalent.

• The pulse width of the laser shall be 5ns or less.

• The laser shall be air cooled with an output energy of at least 10 mJ of 193 nm from the laser head for spot sizes up to 100 microns diameter or square.

• The laser shall be warrantied to perform with a continuous output of at least 10mJ of 193nm and an energy stability of better than 2%.

• The system shall be capable of delivering up to at least 20 J/cm2 on-sample fluence.

• The system shall be capable of a laser repetition rate of up to 300Hz.

• The system shall produce a homogenous laser beam with respect to energy which shall when focused on the surface of a sample produce flat homogenous craters to be produced.

• The system shall be housed in a self-contained platform. All the necessary laser gas cylinders, vacuum pump and halogen filter shall be contained in a sealed gas cabinet. The platform shall include castor wheels so that the system can be moved as necessary.

• The System shall be supplied with a personal computer and control software shall provide full manual control of the system and be able to track, calibrate and store ablation parameters such as frequency, energy, spot size, laser timing and gas exchange data (as some examples).

• The software shall routinely be capable to check the on sample fluence.

• The system shall be capable to calibrate and store fluence and laser voltage metrics including gas exchange information directly within the operating software.

• The system shall have the ability to communicate with or trigger (closed contact or TTL trigger) that start of analysis for Thermo, Nu Instuments, Agilent, and Perkin Elmer ICP-MS instruments. Triggering of up to two ICP-MS spectrometers simultaneously shall be available.

• The LA system software must be able to import, rescale and reposition images taken from other imagine platforms such as photo scanner, light microscope, SEM or electron microprobe.

• The LA system must be able to image large areas of the sample chamber through an easy to use mosaic function. Information about the wide field or sample mosaic function must be provided.

• The LA system must provide a high-quality real-time image of the sample in transmitted (plane and polarized light) and reflected illumination. Geological materials must be able to be imaged at sufficient resolution to see features as small as the smallest spot size.

• The system shall include a laser energy meter such that it shall be possible to measure the laser energy at any point along the laser beam path (before and after any component) and in the ablation cell itself at the point of ablation.

• The laser system must contain a minimum of two mass flow controllers (for helium 0 to 1000 ml/min flow rates; and for nitrogen 0 to 20 ml/min flow rates) that are integrated within the user software. These mass flow controllers shall provide the necessary gases for efficient transfer of aerosol to the plasma. It shall be possible to control the gas flows using the LA system control software.

• An ICP-MS plasma torch extinguish detection system to prevent loss of laboratory gases and critical samples in the event of ICP-MS failure during an automated analytical session shall be included.

• Laser spot sizes shall be available in a size range from 2 microns to 100 microns as standard.

• The system shall be provided with tubing, connections, and instructions on how to configure the instrument to split the aerosol 2 ways.

• The system shall include a laser energy meter such that it shall be possible to measure the laser energy at any point along the laser beam path (before and after any component) and in the ablation cell itself at the point of ablation.

• The system shall be equipped with a large format, constant volume ‘two volume’ ablation cell with a small volume fixed funnel that allows for a single step removal and cleaning of the fused silica window.

• The system shall be equipped with a fully motorized XYZ stage that is controlled automatically by the computer.

• Sample Cell XY stage movement shall be at least 100mm by 150mm and shall be addressed to a resolution of at least 0.1 µm. During real-world performance tests, the ablation cell shall be able to deliver a motion reproducibility to better than ±3µm (2 sigma across the entire movement range), without software correction.

The system shall be demonstrated (including at installation and throughout the warranty period) to consistently meet this specification. The system shall be capable of reproducing the spot position to better than ±1µm with software correction.

• The laser cell must be able to accommodate 20 one-inch sample rounds in a single cell holder / insert.

• The signal response of the laser cell must be such that there is <1% 2s variation in the Pb/U ratio of the same material placed in different locations within the ablation cell. This capability is ideally demonstrated in a scientific publication.

• The laser cell and objective lens configuration must have space available to accommodate a laser-induced breakdown spectroscopy (LIBS) detector for future capabilities of tandem LIBS and LA-ICP-MS.

Additional Requirements

• Standard 1 (one) year manufacturing warranty: coverage of all hardware components of the instrument and the labor for the component repair. For all critical repairs, hardware components are to be shipped back to the factory for the detailed inspection and troubleshooting. Warranty period starts from the time of acceptance.

• The offeror shall provide hard or electronic copies of the user manual and warranty details, software that is downloadable or on a disk, and results of any factory tests completed prior to installation.

• After installation, the offeror shall deliver a report that describes that work done, on-site instrument performance, and documentation that verifies that the system is operating to the manufacturer’s specifications.

Instructions to offerors

1. Provide an Accessibility Conformance Report (ACR) for each commercially available Information and Communication Technology (ICT) item offered through this contract. Create the ACR using the Voluntary Product Accessibility Template Version 2.1 or later, located at https://www.itic.org/policy/accessibility/vpat. Complete each ACR in accordance with the instructions provided in the VPAT template. Each ACR must address the applicable Section 508 requirements referenced in the Work Statement. Each ACR shall state exactly how the ICT meets the applicable standards in the remarks/explanations column, or through additional narrative. All "Not Applicable" (N/A) responses must be explained in the remarks/explanations column or through additional narrative. Address each standard individually and with specificity, and clarify whether conformance is achieved throughout the entire ICT Item (for example - user functionality, administrator functionality, and reporting), or only in limited areas of the ICT Item. Provide a description of the evaluation methods used to support Section 508 conformance claims. The agency reserves the right, prior to making an award decision, to perform testing on some or all of the Offeror’s proposed ICT items to validate Section 508 conformance claims made in the ACR.
