Technical Specification for Discrete Autoanalyzer
1. The robotics system must provide immediate, on-demand start-up, automated method changeover, and automated shutdown under computer control with no operator intervention.
2. Samples must be processed at rates up to 250 tests per hour with no carryover or cross-contamination between samples or chemistries.
3. The system must allow as many as 15 chemistries to be run sequentially with no operator intervention.
4. The system must be able to apply only the required tests on each sample.
5. The software must run under Windows 10 or higher and must perform simultaneous instrument control, da ta acquisition and report generation.
6. The system must not require any post-run carryover correction. As soon as the sample is through the detector, the final concentration value must be available.
7. Automatic dilution with a high-resolution 1000 µL syringe dilutor must be available to enable automated preparation of working standards from a stock standard and automated dilution of off-scale samples to bring their concentrations within the working range of the chemistry. Diluted samples must be re-run automatically and results integrated into a final report
8. System must have the option of a sample tray for up to 424 samples on board.
9. The system must have the option to place up to 24 reagent containers. Containers must be capable to be filled up to any level up to 40 mL.
10. The system must be able to perform a minimum of 864 tests without operator´s manual intervention and must have the capability to add samples during the run.
11. The system must employ stopped-fill reaction product reading in a temperature- stabilized quartz flow through cuvette to eliminate flow noise and maximize the signal-to-noise ratio.
12. The system must be equipped with a 10 mm path length, temperature-stabilized, quartz, through cuvette to ensure a highly reproducible optical path. Complete flushing between samples prevents carryover and cross-contamination. The system must not require a wiping system to either the flow through cuvette or reaction wells.
13. The system must perform automatic reagent level sensing prior to analysis based on the number of samples to be analyzed. In the event of insufficient reagent volume being available, the system must alert the operator to top off the reagent reservoirs as required.
14. The instrument must employ a static wash well equipped with constant clean water recirculation to ensure efficient cleaning of probe and dispense system.
15. The system must employ an additional moving probe flusher which constantly cleans the probe before each travel action.
16. The system must employ segregated waste lines for separate disposal of hazardous reagent waste and rinse water to further reduce disposal volume and costs.
17. To determine nitrate, the system must employ an in-line open tubular cadmium reactor to thoroughly reduce nitrate to nitrite. The system must also be capable of automatically reactivating the coil on-line with copper sulfate solution. The system must be capable of running nitrite separately by automatically switching the cadmium reactor out of line, determining nitrite , then subtracting the nitrite result

from Nitrate+nitrite to give a final nitrate concentration
18. The software must have automatic Spike preparation and calculation.
19. The software must be capable to allow alternative diluents – waters, acids, digests, etc.
20. The software must provide an automatic data output for CSV format
Delivery Date: 08/31/2023 or sooner.

Instructions to Offerors
1 Provide an Accessibility Conformance Report (ACR) for each commercially available Information and Communication Technology (ICT) item offered through this contract. Create the ACR using the Voluntary Product Accessibility Template Version 2.1 or later, located at https://www.itic.org/policy/accessibility/vpat.
Complete each ACR in accordance with the instructions provided in the VPAT template. Each ACR must address the applicable Section 508 requirements referenced in the Work Statement. Each ACR shall state exactly how the ICT meets the applicable standards in the remarks/explanations column, or through additional narrative. All "Not Applicable" (N/A) responses must be explained in the remarks/explanations column or through additional narrative. Address each standard individually and with specificity, and clarify whether conformance is achieved throughout the entire ICT Item (for example - user functionality, administrator functionality, and reporting), or only in limited areas of the ICT Item. Provide a description of the evaluation methods used to support Section 508 conformance claims. The agency reserves the right, prior to making an award decision, to perform testing on some or all of the Offeror’s proposed ICT items to validate Section 508 conformance claims made in the ACR.
2 Describe your approach to incorporating universal design principles to ensure ICT products or services are designed to support disabled users.
3 Describe plans for features that do not fully conform to the Section 508 Standards.
4 Describe "typical" user scenarios and tasks, including individuals with disabilities, to ensure fair and accurate accessibility testing of the ICT product or service being offered.
Acceptance Criteria
