STATEMENT OF WORK

I. GENERAL INFORMATION

A. Introduction

The Central Midwest Water Science Center (CMWSC) has a requirement for taste and odor water sample analysis services related to the Next Generation Water Observing Systems’ (NGWOS) Harmful Algal Bloom (HAB) project. Specifically, this element requires the analysis of water samples for concentrations of taste and odor compounds (TAOs) including 2-Isopropyl-3-methoxypyrazine (IPMP), 2-Isobutyl-3-methoxypyraxine (IBMP) and 2,4,6-Trichloroanisole (TCA), 2- Methylisoborneol (MIB) and geosmin from the Illinois River Basin.

B. Background

The Illinois River has experienced several algal blooms in recent years and there is ongoing work by USGS and partners to investigate the health and economics effects and drivers of these occurrences. Freshwater HABs are generally dominated by cyanobacteria and many cyanobacteria species are capable of producing TAOs. Since TAOs are often associated with freshwater HABs, the Illinois River NGWOS HAB project will be collecting TAO water samples to assess changes in TAO concentrations within the Illinois River Basin. The Illinois River NGWOS HAB project began in 2021 and is expected to continue through 2025. The expected number of samples is estimated to be approximately 35-40 samples annually; however, the total number of samples annually will be dependent on algal bloom and other field conditions.

C. Scope

Services, non-personal, to provide all plant equipment, labor, travel, supervision, and materials (unless otherwise provided herein) necessary for the analysis of concentrations of TAOs including 2-Isopropyl-3-methoxypyrazine (IPMP), 2-Isobutyl-3-methoxypyraxine (IBMP) and 2,4,6-Trichloroanisole (TCA), 2- Methylisoborneol (MIB) and geosmin (hereafter referred to as “all TAOs”) from water samples collected in two 40 mL glass vials sealed with Teflon lips including electronic data reports of results.

Duplicate sample concentrations must be analyzed from two separate samples and concentrations of both duplicates must be provided in the electronic data report.

II. WORK REQUIREMENTS

A. Technical Requirements

1. The contractor shall analyze samples for the concentrations of 2-Isopropyl-3-methoxypyrazine (IPMP), 2-Isobutyl-3-methoxypyraxine (IBMP) and 2,4,6- Trichloroanisole (TCA), 2- Methylisoborneol (MIB) and geosmin.

a. Quality Standards for acceptable performance.

The analysis of water samples must be analyzed to a method detection limit of at least 0.5 nanogram per liter (ng/L) and a method reporting limit of at least 1.0 ng/L or lower for 2-Isopropyl-3-methoxypyrazine (IPMP), 2-Isobutyl-3-methoxypyraxine (IBMP) and 2,4,6-Trichloroanisole (TCA), 2- Methylisoborneol (MIB) and geosmin concentrations.

Samples will be provided in two 40 mL glass vials sealed with Teflon lips, shipped on ice, and must be refrigerated at 4 degrees Celsius until sample preparation. All samples must be measured in duplicate using method 6040 D of the Standard Methods for the Examination of Water and Wastewater 22nd Edition. Samples must be split between two separate instruments for each analysis.

b. Time Standards for acceptable performance. The contractor shall provide data reports within 2 weeks from the date the sample(s) arrive at the contractor’s laboratory.

c. Deliverable(s).

For each sample the contractor shall furnish the complete electronic data report in pdf that includes averaged sample concentrations and QC and Reference reports for all TAOs listed. The QC report must include the concentrations of the sample and a replicate sample for all listed compounds. The Reference report must include the reported concentration and percent recovery of Standards for all listed compounds including reference standard concentrations for blank water, 5, 10, 25, and 50 ng/L.

2. The contractor shall provide a Quality Control Plan (QCP) with this proposal and adhere to the QCP when performing the services at the task order level. A laboratory QCP must be in place including a chain of custody, sample duplicate concentrations, and reference standard results for all TAOs including blank water, 5, 10, 25, and 50 ng/L.

3. All datasets must be submitted in digital format to the Technical Liaison (TL).

QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)

The contractor is responsible for laboratory quality control when completing task orders.

The Government is responsible for quality assurance. The following QASP describes how the Government will monitor and inspect the contractor’s performance to assure that the quality standards and time standards required for acceptable performance are met or exceeded.

The Technical Liaison will ensure that the electronic report is delivered within the 2-week period after receipt of samples and includes the concentrations of the sample, duplicate, and concentrations and percent recovery of reference standards. This will be completed at the task order level.
