SPECIFICATIONS:
26 ft. “Open Center console/Hard Top” Work Boat w/ trailer.
It is the intent of these specifications to describe the general design and function required for an outboard motor power driven aluminum mono/deep–V hull, Open-style Center Console Helm vessel (hereafter referred to as the ‘boat’) capable of performing the following functions: (Please note that for the purposes of design and operation, the US Geological Survey (USGS) defines this class of ‘workboat’ vessel (under
26 ft) according to US Coast Guard (USCG) regs as a pleasure craft (“not to carry passengers for hire or warships…”), as opposed to Commercial Vessel, and therefore would follow USCG recommendations/certifications for vessel design of this nature.)
Base vessel configuration and requirements (all items on this list must be included as specified in the base quote subtotal). The Boat must meet or exceed the following specifications:
• Manufacturer advertised boat length (as stated in title) greater than 25’ (ft.), but not to exceed 25’
11”.
• Builder to be certified under the National Marine Manufacturers Association (NMMA) using established hull designs following American Boat and Yacht Council (ABYC) standards. (NMMA certification required to assure compliance with the ABYC standards).
• Hull design to be “Deep-V” type mono hull.
• Minimum 300 hp rating.
• Minimum gross payload rating 4,000 lbs.
• Beam at gunwale maximum; 8’ 6”.
• Deck width minimum; 7’ 6”.
• Self-draining/self-bailing deck design.
• All deck surfaces, including appropriate gunwale and exterior areas to be coated with anti-slip material.
• Boat to be equipped with outdrive mount extension / swim platform to provide full transom height and twin-engine mounting capability. Extension can be either integrated to hull or mounted separately to transom (preferred design is integrated as part of the hull). Extension must be rated to hold (minimum) the weight of 2, 150 hp, 4-stroke outboard motors (approx. 1,000 lbs.).
• Boat Hull, deck, transom, outdrive extension, Center Console/Helm superstructure, rails, and any other structural components to be constructed of “marine-grade” aluminum, or equivalent where appropriate, which meets or exceeds ‘ASTM’ specifications for use in marine applications.
Specific Grade and material thickness will adhere to or exceed the following minimum specifications;
o Hull bottom; “5086” grade @ 0.25” (1/4”) thick plating.
o Hull sides; “5086” grade @ 0.190” (approx. 3/16”) thick plating.
o Transom; “5086” grade @ 0.50” (1/2”) thick plating.
o Deck and structural components; “5052” grade @ 0.190” (approx. 3/16”) thick plating.
o Railings (Bow, Console top); “Sch 40, 6063” grade @ 1.25” (1-1/4”) diameter.
• Standard gunwale height along port and starboard sides per vendors existing hull plans, but should not exceed 32 “ from deck to top of gunwale aft of midship (point at front end of center console
• Standard Railing on bow only.
• Self-draining anchor storage (bow) with lockable cover in bow.
• Center console/Helm with Hard-Top cover, designed to the following criteria:
o WIDTH, min 36”, maintaining minimum of 24” (min.) walkway around the console on either side for access to the foredeck (exact walkway width TBD during final design phase).
o LENGTH; approximately 78” as measured from the front of the console (not including front storage) to aft seat mount.
o Aluminum “Hard-top” canopy type cover to provide minimal weather protection for the console, helm, and seat area (approx. 38” wide by 82” long) o HEIGHT; Headroom, 79” (min.) from deck to Hard-top roof.
o 1-1/4” railing around Hard-top, for hand hold.
o Position of Center Console is approximately just aft of amidships. Exact location will be determined based on approval of final schematic/drawings (eg, standard davit does not hit hard-top roof when swung around).
o Storage locker (seat height) attached to front of console, full console width (Tapered to maintain walkway) by approx. 18” deep by approx. 24” high, with lockable cover on top (doubles as seat area w/ cushion).
o Leaning post/seat for vessel pilot, set back approx. 20” from the steering wheel to provide normal clearance (position of leaning post will be determined during final design).
o Radar arch/antenna mount on center console roof to hold GPS, RADAR dome, radio antenna, etc.
o “Diamond Sea Glaze” windows - front and side windshields – fixed.
o Motorized wiper(s) for front windshield.
o One (1), fuse panel on helm; dedicated to mechanical items (2nd panel provided only if needed).
o Two (2), 12-volt Power outlets – 1 “cigarette-lighter/barrel plug”, and 1 paired USB style outlet on console.
o Electric Horn.
o Compass (lighted and fixed to helm area) o Navigation/anchor lights, switched from console.
o One (1), Rotational Spotlight mounted on forward center console roof, operated remotely on console.
o One (1), Fixed spotlight facing aft (to illuminate rear deck)
• Additional Features:
o Two (2) davit mounting sleeves installed on both Port and Starboard aft section, roughly
3 ft forward of transom (exact position of davit mounts will be determined after award).
o (Note – davit NOT needed this request – only sleeves) o Manufacturer installed wash-down pump, with separate power switch on console, and hose. – access to hose connector should be located at or near transom.
o Rear dive door/access with ladder mount.
o Shore power connection; 30 amp, including safety breaker and deck cord
• Twin engines: Outboard, 4-stroke EFI, “3-star ultra-low emission rated (or equivalent), hydraulic trim/tilt, 150hp preferred, counter rotating recommended (please list cost of engines as a separate line item in quote).
• Electronic, “Fly-by-Wire” throttle package recommended (TBD)
• Engine Gauge package – digital (network, NMEA 2000 or better): Engine (ea); trim, rpm, voltage, hours, water temp, etc. (please quote separately if not part of std. package). General; fuel (connect to NMEA 200 network?).
• Preferred engine manufacturer; Suzuki Marine.
• Twin engines must mount on C-drive extension or swim platform.
• Hydraulic steering.
• Automatic bilge pump (500GPH min?) hardwired to batteries with separate switch located prominently on the helm that includes “on/off/manual” switch capabilities.
• Keyed, dual throttle/shifter with emergency cutoff (Appropriate with Fly-by-wire package requested above).
• Vessel maximum capacity / payload plate located prominently on helm.
• 3 Batteries – each with separate shutoff switches; one for each engine and one (filtered) for electronics only (connected to “electronics” fuse panel, inverter, etc.). Location of each installed item TBD with USGS before installation.
• Fuel tank: single-tank, min 150-gal capacity – center, below deck preferred (sender NMEA 2000 network compatible for connection with engine gauge package).
• Boat must be delivered in turn-key condition.
• Trailer, Heavy duty aluminum or galvanized – Tandem axle, oil-bath hubs, min 15” heavy duty rated rims/tires, hydraulic braking system (disk brakes preferred). Minimum payload capacity at least 1,000 greater than gross weight of boat (7500?). Must be separately priced.
• Shipping costs to the GLSC in Ann Arbor, MI. must be included in bid - Must be separately priced.
• Provide a sub-total on quote listing all above specifications.
The following items should be included in the quote, and listed as separate, optional line items AFTER initial quote from above (final inclusion of any of these optional items will be determined after award):
• Maximum gunwale height along sides (past bow rail section) will have max height of 24” as measured from the waterline (or interior deck?) to top of gunwale – gunwale to be stepped-down past bow to achieve lower height requirements (approx. 18-24” from deck to top gunwale -exact height and location of step-down – will be determined with review of final drawings before construction).
• Two (2) fixed exterior side lights; 1 ea port and Starboard (to illuminate the sides), mounted on the center console roof. Lights to be individually switched-on panel located at the helm.
• One (1) davit mounting sleeve installed on the bow section, next to the anchor locker (exact position TBD).
• Additional lockable storage area under seat/leaning post (possible optional storage below seat approx. 15” deep, leaving open space / cubby below (min 18” high? – exact dimensions
TBD). Access would be through hinged seat.
• Note: If pilot seat storage is a standard item with the initial quote, please note and credit / cost to remove this item from the build.
• Additional Dive door: port side (1st preferred additional door): Port side dive door, located just aft of center console seat/leaning post.
• Additional Dive door (2nd preferred additional dive door): Starboard side dive door, also located just aft of center console seat/leaning post. (Possible options are port only, or both dive doors.
Please note cost for only port or both separately).
• Note: If side dive door (1 or 2) is a standard item in initial quote, please note any credit / cost associated with removing dive doors from build.
• Engine package: Please note any cost savings if the “Fly-by-wire” throttle package is replaced with standard cable throttle package (do NOT replace digital gauges) for the requested (150 HP) engines.
o Please note any credit for replacing requested twin 150 HP 4-stroke engines with;
▪ 1) 135-140 HP, 4-stroke engines (fly by wire vs standard throttle pkg)
▪ 2) 115 HP, 4-stroke engines (also fly by wire vs standard throttle pkg is applicable)
• Costs to install USGS supplied electronics; GPS/sounder, radio, radar, inverter, (shore powered)
3-bank battery charger.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the
Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the
Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services. The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
GS1131 Unilateral Deobligation of Unexpended Funds (MAY 2013)
The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer.
After 120 days has passed since the expiration of the performance period, the government reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.
Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (APR 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury’s Invoice
Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor.
To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause
