PERFORMANCE-BASED WORK STATEMENT

INTRODUCTION/BACKGROUND

The Department of the Interior (DOI) U.S. Geological Survey (USGS) Ohio-Kentucky-Indiana Water Science Center (OKI WSC) 5957 Lakeside Blvd., Indianapolis, Indiana 46278 requires combined soil cation, chloride, nutrient, and general chemistry analyses (vendor must be able to perform combined analyses on individual samples) following the specifications and procedures outlined in the North Central Regional Research Publication No. 221 (attached), U.S. Department of Agriculture (USDA) Handbook 60 (attached), and Methods of Soils Analysis Part III publications. General soil chemistry parameters (pH, cation exchange capacity, soil organic matter) should be analyzed in accordance with specifications outlined in the North Central Regional Research Publication No. 221 [soil pH (Ch. 4), cation exchange capacity (Ch. 7), and soil organic matter (Ch. 12)]. The vendor must be able to analyze for exchangeable soil cations in accordance with North Central Regional Research Publication No. 221 (Ch. 7) and soil saturation paste methods outlined in U.S. Department of Agriculture (USDA) Handbook 60. (Ch. 6). The vendor must be able to analyze for soil chloride concentrations in accordance with North Central Regional Research Publication No. 221 (Ch. 11). The vendor must be able to analyze for extractable soil phosphorous using the Olsen method outlined in North Central Regional Research Publication No. 221 (Ch. 6). The vendor must be able to analyze soil samples for total nitrogen in accordance with the Dumas and Kjeldahl techniques and organic carbon using combustion techniques outlined in Methods of Soils Analysis Part III.

This project investigates the effectiveness of green infrastructure (rain gardens and decreased impervious surfaces) at reducing stormwater by increasing infiltration in urban areas in the Great Lakes Region. As part of this project, OKI WSC researchers are collecting soil samples from 5 urban areas in the study region. Soil cation, chloride and nutrient concentrations provide indicators for the accumulation of road runoff in green infrastructure (GI) and nutrient concentrations also provide indicators for plant health within GI boundaries. Soil samples are collected points where runoff enters GI and are prepared for shipment to the vendor.

OKI WSC collected 72 soil samples during 2020-21. An estimated 150 samples will be submitted during FY21 and 22.

As USGS does not possess the in-house expertise for quantifying combined soil cation, chloride, and nutrient concentrations as well as general soil chemistry parameters, OKI WSC scientists need to outsource the laboratory work to a private vendor.

SCOPE OF WORK

Services, non-personal, to provide all laboratory equipment, labor, travel, and materials (unless otherwise provided herein) necessary for general soil chemistry parameters (pH, cation exchange capacity, soil organic matter) that should be analyzed in accordance with specifications outlined in the North Central Regional Research Publication No. 221 [soil pH (Ch. 4), cation exchange capacity (Ch. 7), and soil organic matter (Ch. 12)]. The vendor must also be able to analyze for exchangeable soil cations in accordance with North Central Regional Research Publication No. 221 (Ch. 7) and soil saturation paste methods outlined in U.S. Department of Agriculture (USDA) Handbook 60. (Ch. 6). The vendor must also be able to analyze for soil chloride concentrations in accordance with North Central Regional Research Publication No. 221 (Ch. 11). The vendor must also be able to analyze for extractable soil phosphorous using the Olsen method outlined in North Central Regional Research Publication No. 221 (Ch. 6). The vendor must also be able to analyze soil samples for total nitrogen in accordance with the Dumas and Kjeldahl techniques and organic carbon using combustion techniques outlined in Methods of Soils Analysis Part

III.

The actual quantities of samples are unknown. In FY 2022, OKI WSC researchers anticipate shipping an estimated 400 soil samples, each sample consisting of 1.5 cups of homogenized soil to the contractor for analysis.

The scope of work for the contractor includes laboratory soil cation, chloride, nutrient, and general chemistry analyses (vendor must be able to perform combined analyses on individual samples) following the specifications and procedures outlined in the North Central Regional Research Publication No. 221 (attached), U.S. Department of Agriculture (USDA) Handbook 60 (attached), and Methods of Soils Analysis Part III publications. General soil chemistry parameters (pH, cation exchange capacity, soil organic matter) should be analyzed in accordance with specifications outlined in the North Central https://extension.missouri.edu/media/wysiwyg/Extensiondata/Pub/pdf/specialb/sb1001.pdf https://www.ars.usda.gov/ARSUserFiles/20361500/hb60_pdf/hb60complete.pdf https://www.ars.usda.gov/ARSUserFiles/20361500/hb60_pdf/hb60complete.pdf https://acsess.onlinelibrary.wiley.com/doi/book/10.2136/sssabookser5.3

Regional Research Publication No.

Department of Agriculture (USDA) Handbook

60. (Ch.

PLACE OF PERFORMANCE

The contractor shall perform all the work at their own facility. No subcontracting or use of another facility is allowed.

WORK REQUIREMENTS

The contractor shall be responsible for performing tasks throughout various stages.

Notify OKI WSC researchers via email when samples have been received within 3 business days.

Perform soil cation, chloride, nutrient and general chemistry analyses on all samples shipped from the OKI WSC following the specifications and procedures outlined in the North Central Regional Research Publication No. 221 [cation (Ch. 7), chloride (Ch. 11), nutrient (Ch. 5 and 6 extraction procedures].

Provide results of laboratory analysis in a PDF or Microsoft Excel digital spreadsheet, with unique sample identifying label and cation, chloride, and nutrient concentrations per sample within 30 days of receipt of shipment.

ACCEPTANCE CRITERIA

The vendor shall provide OKI WSC researchers with results of laboratory analysis in a PDF or Microsoft Excel digital spreadsheet (preferred), with unique sample identifying label and soil analysis results per sample. The PDF or spreadsheet results shall be emailed to snaylor@usgs.gov. The vendor shall also provide a brief written description of the specific methods and calculated parameters (percent cation saturations) so these methods may be incorporated into scientific reports and or publications.

QUALITY ASSURANCE SURVEILLANCE PLAN

The contractor shall be responsible for quality control. The contractor shall not make analyses reports until after conducting its quality control procedures. The contractor shall follow soil analysis quality assurance protocols outlined in the North Central Regional Research Publication No. 221, Ch. 15 (Laboratory Quality Assurance Program).

The Government shall be responsible for quality assurance. Up to 20 percent of samples will be collected and sent to the laboratory to meet USGS quality assurance recommendations.

Through analysis of the data, the USGS Technical Liaison(s) will determine if the contractor meets, or fails to meet, the standards for each task at the completion of work on each task by reviewing the task deliverables (through analysis of the data). Measured concentrations and property values in environmental samples and duplicate samples must agree within 25 percent of the measured value. Contractor shall provide the USGS with detailed documentation describing their specific quality assurance program.

If the contractor fails to meet the above Standards, the task(s) will be redone to an acceptable standard at the contractor’s expense within 10 days of the noted substandard performance.

Failure to meet the above Standards will result in consideration from the contractor.
