STATEMENT OF WORK

Modernized Suspended Sampler Development

I. GENERAL INFORMATION

A. INTRODUCTION: Recent concerns over maintaining antiquated samplers such as the USP-

61 and the uncertainty in future production of components for the USP-6 samplers have led to the determination that a new sampler design and production would be in the best interest of

Federal Interagency Sedimentation Project (FISP)-participating agencies. With sediment surrogate technology on the rise, a sampler designed to incorporate surrogate instrumentation would enhance any sediment data-collection efforts. Applying current 3-D printing technology presents the possibility of producing one new generation sampler that could serve as both a depth-and point-integrating sampler. Components that would change the function of the sampler would be more economical to produce and reduce the cost of purchasing an entirely new sampler. 3-D printing materials will also allow many components of the sampler to be buoyant. This feature would improve recovery chances if the sampler head or parts were dropped in the water while working from a boat, therefore reducing replacement costs.

B. BACKGROUND: Multiple components of the USP-61 era samplers are not interchangeable without machining. Some components that are interchangeable, such as the solenoids, can be difficult to find and are likely no longer manufactured. Although the USP-6 era samplers have been simplified and improved over time, a similar problem exists in that the USP-6 solenoids and plungers must be milled to exact specifications that are proprietorial to only one manufacture. In addition, USP-61 and USP-6 era samplers were not designed, nor flume or tow-tank tested with surrogate instrumentation payloads in mind.

C. PURPOSE AND SCOPE: Surrogate technologies are currently surging to the forefront of sediment analyses. These technologies promise strides in safety, operating costs, near real-time sediment telemetry and large robust continuous sediment data sets. The proposed new generation sampler would be capable of collecting either depth- or point-integrated samples

(with a simple change of components in the field), and could be equipped with a surrogate sensor payload which would expand implementation of surrogate technologies and development of associated methods.

II. WORK REQUIREMENTS

A. BASE PERIOD: PHASE 1: TECHNICAL REQUIREMENTS

• The vendor shall produce a prototype sampler

• The vendor shall determine the ranges of operation (depth and velocity limitations, desired sample volume) of the sampler by itself and in relation to corresponding surrogate needs. An example description that is needed for range of operation for the sampler is described below:

o The sampler will collect acceptable flow-weighted samples in streams velocities ranging from x to x ft/sec. Extreme care should be practiced when deploying the sampler at stream velocities above x ft/sec. The sampler is capable of sampling to a depth of x ft with a x/x-in internal diameter nozzle, x ft with a x/x in internal diameter nozzle, and x ft with a x/x-in internal diameter nozzle.

• The vendor shall draft and provide sampler plans.

B. OPTION PERIOD ONE: PHASE 2: TECHNICAL REQUIREMENTS

• Flume and/or tow-tank sessions shall be needed to ascertain that surrogate instrumentation payloads will not adversely affect the hydrodynamics or physical sampler collection and vice versa.

• The vendor shall thoroughly field test all prototype(s) for efficiencies and the results shall be documented in a FISP report stating the range of operation.

C. DELIVERABLES

Phase 1:

Prototype of multi-sampler with depth-integrating, point-integrating, and surrogate payload accessories and all information involved in the development (including design plans for the prototype).

Phase 2:

FISP report describing the methods and results of the sampler design and testing

(including a range of operation).

Timeline for Phase 1:

(1) Months 1-8 - Initial planning, development and design

(2) Months 9-12 - Preliminary 3-D printing of a prototype

Timeline for Phase 2:

(3) Months 13-18 Flume and/or tow-tank sessions

(4) Months 19-24 Field testing

III. SUPPORTING INFORMATION

Estimated period of performance:

Base Year: August 2021 through July 2022

Option Year One: August 2022 through July 2023

IV. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)

Each phase of the deliverables will be measured for acceptability by the FISP technical committee. The prototype must be a complete working unit with no missing parts to be determined acceptable. The design plans shall include all details of the sampler so that it can be reproduced. The FISP report must be complete with range of operation and all testing methods documented.

The Government’s Quality Assurance Surveillance Program is not a substitute for Quality Control by the

Contractor.

QUALITY ASSURANCE

The Government will monitor the Contractor’s performance in each functional area under this contract and reserves the right to use additional surveillance procedures as is deemed appropriate. If the Contractor fails to complete a portion of work, or the work performed is unsatisfactory for any given service or portion thereof, the Contractor shall correct the deficient work at no additional cost.
