STATEMENT OF WORK
Introduction and Technical Specifications
The intent of these specifications is to describe the general functional requirements for two identical camera systems, each consisting of multiple camera sensors, to be operated on Iver3 autonomous underwater vehicles (AUVs). Each camera system will consist of one high-resolution color machine vision camera, a lower-resolution color stereo camera, and external strobe lights. The camera system components will be housed within custom-fabricated, water-tight hull section(s) that can mate to the standard Iver3 hull configuration. The camera systems will be used with the AUVs to gather well-lit and well-focused images of lakebed environments at water depths ranging from 2 to 200 meters where water clarity allows. The images will be used to distinguish lakebed substrates, plants, and animals, and to create three-dimensional reconstructions of physical habitats using photogrammetry. The specifications for the hull sections, camera systems, and external strobe lights are described below:
• Each hull section shall:
o Consist of a custom-fabricated 5.86" diameter section that can be joined to other hull sections on an Iver3 AUV and carry cameras, lenses, and control systems;
o Have sealed ingress paths that can withstand at least 300 PSI external pressure for a period of two weeks with no evidence of leakage;
o Have a neutral or slightly positive buoyancy with all components installed;
o Be delivered with cameras, lenses, and control systems installed and wired.
• All cameras within each system shall be capable of gathering well-illuminated and well-focused color images at no less than 6 frames per second while moving at forward velocities up to 3 knots (1.54 meters per second).
• The high-resolution machine vision camera in each of the two systems must:
o Achieve a pixel resolution of approximately ½ mm on the lakebed with a 2-m ground field of view at a 2-m standoff when oriented perpendicular to a flat lakebed;
o Collect well-focused images at standoffs from the lakebed ranging from 1 m to at least 4 m, (i.e., depth of field 1 to > 4 m).
o Be able to acquire images that are lit consistently to the edges of the photo (see specifications for strobe lights below).
o Be synchronized with lights (described below) to achieve well-exposed images.
• The color stereo camera must:
o Achieve a pixel resolution of approximately 1 mm on the lakebed with a 2-m ground field of view at a 2-m standoff when oriented perpendicular to a flat lakebed;
o Collect well-focused stereo pairs at standoffs from the lakebed ranging from 1 m to at least 4 m, (i.e., depth of field 1 to > 4 m);
o Deliver the output of the stereo cameras in the form of raw images, a densified disparity map, and stereo point clouds consistent with the required frame-rate outlined above;
o Have, as part of its normal operation, a calibration mode, in which the stereo parameters are measured and reported, along with a test disparity map.
• The vendor shall provide an interface API to the stereo camera sub-system using some version of the Robot Operating System (ROS), to be agreed upon with the purchaser. This node shall publish all the relevant data from the stereo camera system, on a frame-by-frame basis, as a ROS topic, including a time-stamp synchronized with the control system clock.
o The ROS node shall use a communications channel available to the control system, to be decided in discussions with the purchaser, that can accommodate the data-rate needed to publish and store the topic.
o There should be a control channel that the stereo camera system uses, which may be a ROS topic, but may be some other protocol as needed, to configure the camera on a mission-by-mission basis.
o The vendor shall provide documentation describing the message formats.
• The system shall be capable of accepting operating parameters (e.g. exposure, shutter speed, ISO, flash duration/duty-cycle, etc.) from the system controller.
The format of this communication will be negotiated with the purchaser, but ROS messaging will be available.
• Each camera must be synchronized with two LED strobe lights that can illuminate the field of view to enable collection of well-lit and well-focused images at the desired speeds in conditions ranging from full daylight in shallow waters to full darkness. The strobes shall:
o Be mounted fore and aft of the camera system, separated by a distance sufficient to prevent excessive backscatter in turbid conditions;
o Have a depth rating of at least 200 m;
o Have a duty cycle capable of providing well-lit subjects while preventing overheating;
o Be capable of operating in water temperatures from -10 degrees C to 40 degrees C;
o Have wiring configuration(s) that maintain the water tightness of the AUV
(i.e., all ingress paths to hull sections must withstand at least 300 PSI external pressure for a period of two weeks with no evidence of leakage).
• The forward strobe light can utilize a standard Iver3 22-mm hull penetrator, but the rear strobe must be external, with connectivity to the camera control system via an external port to be negotiated with and installed by the purchaser.
• The total power budget available from internal batteries cannot exceed continuous 100 W. If the vendor’s design exceeds this, supplemental power must be provided, along with some way to charge the system that does not require hull disassembly.
• Before delivery, a mutually agreed upon set of acceptance tests will be performed, to demonstrate that requirements have been met. These shall include:
o A document with simulated proof of neutral to slightly positive buoyancy;
o Proof of pressure testing to 300 PSI external pressure for a period of two weeks.
• Full documentation of the system design, including CAD files, an operating manual describing the communication format(s), and the calibration procedure shall be provided upon delivery.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

GS1131 Unilateral Deobligation of Unexpended Funds (MAY 2013)
The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 days has passed since the expiration of the performance period, the government reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.
Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (APR 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury’s Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
A copy of the Contractor’s internally generated invoice
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. FAR 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (OCT 2020)
The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services—Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. (a) Definitions. As used in this provision— Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a…
