Statement of Work
I. GENERAL INFORMATION
A. Introduction. The vendor shall provide analyses for the presence and concentration of
Per- and polyfluoroalkyl substances (PFAS) in solids, groundwater, wastewater and drinking water samples for the Upper Midwest Environmental Sciences Center
(UMESC).
B. Background. UMESC intends to collect various samples of groundwater, wastewater, fish feed, and freshwater plant and animal (fish, mollusks) tissues for the purpose of determining the presence and concentrations of PFAS in the various samples. These samples must be analyzed by a laboratory state-certified for the testing of PFAS in solids, wastewater, and drinking water supplies.
C. Scope. UMESC requires specific testing and analysis procedures specific to the analytical methods used in the detection and analysis of PFAS in various water and solids samples.
II. WORK REQUIREMENTS
A. Technical Requirements
The vendor shall provide testing and analytical services for Per- and polyfluoroalkyl substances (PFAS) in solids, groundwater, wastewater and drinking water samples provided by UMESC Staff. Testing shall include analysis of samples for presence and concentration of 33 PFAS substances indicated in section III.C.4 of this Statement of Work. Vendor shall base pricing on the following quantities of the samples according to the following schedule during the period of performance.

Vendor shall submit as part of quote, both unit pricing for each test and total annual proposed price. Contractor shall provide pricing for Base year plus pricing for four (4) additional option years based upon the quarterly schedule and the testing of samples for the presence and quantity of each of the PFAS compounds indicated in this Scope of Work.
Each analysis has a specified maximum holding time. These are documented according to the analytical method used for testing. If testing is not completed within this holding time, samples are deemed invalid. The Contractor is responsible for coordinating shipment and analysis of samples such that samples are processed and analyzed withing the required holding times.
UMESC requires the price of the contract include all analyses, reports, sample kits, sample preservatives, sample bottles, and any related materials and supplies. Contractor pricing shall also include shipment for next day delivery to Contractors testing laboratory. Contractor shall be responsible for all sample shipping costs. Contractor is responsible for providing reliable shipping of samples and ensuring samples are picked up between 10:00am and noon on the day samples are collected.
B. Deliverables The Wisconsin state-certified lab shall send a UMESC designee a hard copy of all results collected within one month of the sample ship date. These results shall be provided via email to the following:

III. SUPPORTING INFORMATION
A. Place of Performance: All testing shall occur in the Contractor’s laboratories and place of business.
B. Period of Performance: June 01, 2021 – May 31, 2022.

C. Special Considerations Key qualifications:
1. The analyses must be performed in a laboratory certified at a minimum of the past 2 consecutive years by the Wisconsin Department of Natural Resources (WDNR) in the testing of water for PFAS.
2. Laboratory shall be certified by the State of Wisconsin in the detection and analysis of 33 PFAS substances listed in the table below. Laboratory shall be qualified in testing the listed substances at or below the detection levels recommended. Contractor shall follow the method and testing requirements per the current Wisconsin DNR policy. Further requirements can be found in the following document on the Wisconsin DNR website:

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. 52.242-17 Government Delay of Work (Apr 1984)
(a)If the performance of all or any part of the work of this contract is delayed or interrupted (1)by an act of the Contracting Officer in the administration of this contract that is not expressly or impliedly authorized by this contract, or (2)by a failure of the Contracting Officer to act within the time specified in this contract, or within a reasonable time if not specified, an adjustment (excluding profit) shall be made for any increase in the cost of performance of this contract caused by the delay or interruption and the contract shall be modified in writing accordingly.
Adjustment shall also be made in the delivery or performance dates and any other contractual term or condition affected by the delay or interruption. However, no adjustment shall be made under this clause for any delay or interruption to the extent that performance would have been delayed or interrupted by any other cause, including the fault or negligence of the Contractor, or for which an adjustment is provided or excluded under any other term or condition of this contract.
(b) A claim under this clause shall not be allowed-
(1) For any costs incurred more than 20 days before the Contractor shall have notified the Contracting Officer in writing of the act or failure to act involved; and
(2) Unless the claim, in an amount stated, is asserted in writing as soon as practicable after the termination of the delay or interruption, but not later than the day of final payment under the contract.
DOI ELECTRONIC INVOICING Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (April 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
A copy of the Contractors internally generated invoice
The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
GS1131 Unilateral Deobligation of Unexpended Funds (MAY 2013)
The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer.
