B-2 Specifications/Salient Characteristics
Automated Mineralogy Analyzer consisting of a Field Emission Scanning Electron Microscope (FE-SEM) integrated with automated mineral analysis software. The analyzer needs to be able to identify minerals (present in trace amounts <0.1 wt%) and create mineral images (including grains micrometer or sub-micrometer in size) and integrate both to quantify mineral concentrations (modal mineralogy), element distributions, and mineral texture properties such as grain-size distribution and mineral associations, liberations and locking parameters.
The Analyzer shall meet or exceed the following:
FE-SEM: Must use a Schottky field emission (FE) source with a minimum accelerating voltage of 500V or less and a deceleration option for further reducing landing energies, a maximum acceleration voltage of at least 30kV, and a continuous probe current control to the sample over a range of at least 2pA-400nA.
Resolution: The FE-SEM must have guaranteed imaging resolutions as follows: 2 nm or better at 30 kV / Evehart Thonley-Secondary Electron (ET-SE) detector/ In-Column or In-Lens SE detector; 5 nm or better at 1 kV / In-Column or In-Lens SE detector (in-lens detectors and beam deceleration mode are options).
Detectors: The FE-SEM will include an in-chamber ET-SE detector, a Backscattered Electron (BSE) detector incorporating an annular, single-crystal scintillator, and a cathodoluminescence detector (CL). Preferably, the setup allows for simultaneous BSE and CL image acquisition.
System Imaging: All imaging must be performed with a single SEM-based scan generator, not 3rd party EDS equipment.
Multiple Integrated Silicon Drift Detectors (SDDs) with Parallel Processing Paths: The FE-SEM and software platform should include 4 fully integrated SDD digital pulse processors each with at least a 30mm^2 detector size (operating as part of the SEM hardware scanning and control system), while still maintaining physical space for implementation of a CL detector.
Sample Holders: One of each: (i) At least 2 epoxy block samples ø 30 mm, (ii) at least 2 epoxy block samples ø 25 mm,
(iii) at least 2 thin sections (47x27 mm), and (iv) 4-8 standard 15mm stubs.
Hyperspectral Mapping: Taking advantage of textural analysis based on the BSE signal and elemental distribution on a pixel-by-pixel basis, the system must be able to provide modal mineral abundance, liberation degree, association, and the ability to selectively detect bright phases analysis options with mapping, line mapping, point spectrometry and point mapping modes.
Automated and Robust BSE/EDS Calibration Procedures: Programmable calibration procedure that can be rerun based on user-defined time intervals and makes use of a built-in calibration standard sample set. Built in faraday cup and picoammeter for accurate current measurement.
Spectral Summing: The capability to combine low count spectra from contiguous pixels within the segments (based on BSE/elemental homogeneity) into single spectra with improved signal to noise that increases sensitivity for less abundant elements while maintaining high data acquisition speeds.
Data Management: Customizable reporting capabilities with options such as output on a sample by sample, size by size, or particle by particle basis. Recombination of individual measurements to calculate composition of the whole sample.
Ability for analysis settings to be stored as a template for future use.
Reporting System: Reporting tool to create user-defined categorizer definitions by combining multiple particle/grain properties (for example, volume, mass, morphological, elemental, phase, association, free surface, etc.) on a multiple sample basis to create customized reports.
Full 2D Panorama Imaging: Sample preview of any electron beam-generated signal to precisely define the analysis area.
Particle Viewer: Ability to simultaneously display a phase map, BSE map, elemental map, or multi-element, multi-colorized maps of a particle, including field or panorama.
Automated Particle Analysis
System: For detection, measuring, analysis, classification and imaging of micrometer-sized particles on a variety of substrates.
Rendering: A single rendering of all imagery associated with a sample (field images, particle images, wide-field images) with pan, zoom, particle-detail pop-ups, and optional color-coding. Show spatial relationships and easy navigation for efficient data analysis.
Database: Images, spectra, measurements, and visualizations are stored in a central database. Ability for multiple users to simultaneously collaborate, share results, and analyze the same dataset.
Training: Three (3) days of onsite training by an application specialist.
Support: Service and technical support must be available to service and repair the instrument and troubleshoot issues within 24-48 hours of notifying the manufacturer.
The manufacturer must have the ability to develop and modify the automated mineralogy software such that they are willing and able to improve and develop additional capabilities based on research findings.
B-3 52.232-18 Availability of Funds. (APR 1984)
Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

NOTICE TO CONTRACTORS
Contractor Performance Assessment Reporting System (December 2015)
1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a) Contractor Representatives may then provide comments in response to the 6.evaluation, or return the evaluation without comment.
b) Your comments should focus on objective facts in the AO's narrative and should a)provide your views on the causes and ramifications of the assessed performance.
c) All information provided should be reviewed for accuracy prior to submission.
d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting "Accept the Ratings and Close the Evaluation".
e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as "Pending" with or without comments and whether or not it has been closed.
f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
6) The following guidelines apply concerning your use of the past performance evaluation:
a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
c) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
7) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
8) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally.
