SECTION C. DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1. Statement of Work

1. Project Identification:

A. Title: Security Gate System Demolition & Installation

B. Location:

USGS, S.O. Conte Anadromous Fish Research Center 1 Migratory Way Turners Falls, MA 01376

2. Background:

2.1. The Conte Anadromous Fish Research Laboratory (CAFRL) has a requirement to demolish the existing automated cantilever gate system and replace it with a new cantilever gate and closer, adding a pedestrian gate and walkway.

CAFRL was opened in 1991, the entire campus is contained by a standard chain link fencing system. The road surface is asphalt with concrete curbs. The main entrance features a cantilever sliding gate operated by a chain driven electric gate closer. The dimension from curb to curb is approximately 25’, the entire length of the existing gate including back-frame is 40’. The gate and hardware were manufactured by Ty Metal Corp. The closer is operated via a keypad located outside the gate and with a wireless transmitter. There are inductive loop traffic detectors embedded in the asphalt that are activated when a vehicle approaches the gate from the inside and another outside the gate to prevent entrapment.

Over time metal fatigue, incidental damage and exposure to the elements have combined to make opening and closing the gate more difficult, and there are frequent breakdowns due to hardware components that are beyond their service life. It has been determined that the best course of action is to replace the gate, closer and controls, adding a pedestrian walkway and gate. Adjacent fencing will also be reconfigured, and damaged fencing will be replaced.

3. Scope of Work:

3.1. Demolition

3.1.1 The attached demolition plan will be closely followed by the contractor. Power to the unit will be disconnected and all wiring removed up to the safety disconnect switch. Existing conduit originating at main building will be cut below grade and abandoned. Magnetic loop wiring and wiring to keypad pedestal and parking lot light pole will be removed. Lighting pole and fixture, card reader and pedestal and all associated conduit and wiring will be removed. Gate and all existing components including mounting hardware and closer hardware will be disassembled and removed from the site. Concrete footings supporting track will be removed and disposed of. Concrete slab for old gate closer will be removed. Fence posts and chain link fencing from southern edge of roadway will be removed to junction with property fencing. The final fence post, concrete footing and horizontal bracing on the north side of the opening will be removed and the chain link fencing removed to corner of fence line.

3.1.2 Trees and vegetation adjacent to gate will be removed. This includes approximately 12 mature arborvitae trees, prostrate juniper and other plantings as well as bittersweet, sumac and other typical growth. Large stumps will be ground below grade, smaller stumps may be pulled or cut below grade. Surface will be graded and compacted.

3.1.3 Traffic loop wiring will be removed. Asphalt will be ground and resurfaced in roadway beginning at the junction of the main access road and ending where resurfacing was completed in 2017 (approximately 1250 sq. ft.)

140G0120Q0184 Page 9 of 41

3.2. Construction

3.2.1 Concrete slab will be installed by contractor to provide mounting surface for gate posts, gate closer and electrical enclosure. Enclosure must be mounted on posts embedded in concrete. Bracing must be used to prevent swaying and all joints must be through bolted or welded. Concrete will be minimum 4” thick and poured over a minimum 4” of compacted stone. A smooth finish and chamfered edges must be applied.

3.2.2 New power conduit will be installed from subpanel located in main building to new gate location. Enclosure for new subpanel and timer will be mounted. Subpanel will be mounted inside enclosure.

3.2.3 Conduit for controls and surveillance will be installed to work site from second floor mechanical room in main building.

3.2.4 New light post and pedestal for combination keypad/card reader will be installed. Camera for surveillance will be installed on light post.

3.2.5 New cantilever gate, pedestrian gate, walkway and gate closer will be installed. Cantilever gate controls will be installed, energized and tested. Access control for pedestrian gate will be installed and tested. Surveillance system will be activated and tested.

3.2.6 New fence line adjacent to cantilever gate will be installed.

3.2.7 Fence, posts and safety railings around walkway will be installed.

3.2.8 Programming will be completed to integrate gate operation into Automated Logic Control building automation system.

3.2.9 All excess materials and debris will be removed, and any landscaping disturbed during construction will be returned to its previous condition.

3.2.10 Contractor must demonstrate all functions to COR and other staff he designates and train them in their uses.

4. Applicable Documents:

Walkway must be securely supported by steel or concrete footings, at least one at each corner, at least four feet below grade.

The walking surface must match the surface of the curb, no raised areas or tripping hazards will be present. Chain link fencing and horizontal brace will be reinstalled up to the edge of the walkway, one handrail will be installed from fence post to curb at western edge.

5.14. New closer and electrical enclosure will be installed on concrete slab provided by contractor. Closer will be rated to provide an additional 40% closing power above manufacturers specification for weight and design of the gate. The closing mechanism may be rack and pinion or chain driven. If it is chain driven drive chain will be supported mechanically at regular intervals to minimize drag. Closer must feature a manual override system.

5.15. Roadway to be resurfaced is approximately 1250 sq. ft. Asphalt surfacing must closely meet adjoining surfaces.

Inductive loop traffic detectors will be installed in roadway. One loop will be installed inside the gate to activate gates when a vehicle approaches, and one loop will be installed outside gate to prevent entrapment (as specified in UL325). Asphalt will be sealed after loops are installed with appropriate material.

5.16. Safety edge will be installed on the leading edge of gate to prevent entrapment of pedestrians. Gate will reverse direction when contact is made with edge.

5.17. Pedestrian gate will always remain locked from the outside. Battery operated keypad with optional key access will be installed on outside of pedestrian gate. A standard exterior grade door-knob handle will be installed on inside of gate.

Design must not allow for the handle to be reached from the outside. Hinges of gate will be spring loaded to close gate automatically.
