This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation 140FS323Q0228 is issued as a request for quotation (RFQ). The anticipated award date is within 10 days after the close of this announcement.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC Number: 2023-04, Effective Date: 06/02/2023.
This requirement is being solicited as a 100% Small Business Set-Aside. The applicable North American Classification System (NAICS) code is 336999, All Other Transportation Equipment Manufacturing. The small business size standard is 1,000 employees.
The Government intends to award a firm fixed price contract resulting from this combined synopsis/solicitation.

The Government reserves the right to award a contract to other than the lowest priced offer if, in its judgment, the availability and/or delivery schedule outweighs the price difference.

Scope:
Purchase Polaris Ranger XP 1000 Premium CREW utility task vehicle (UTV) with Standard Features and add-on features installed: Full-Size Poly Sport Roof, Full- size Tip-Out Glass Windshield, Full-Size Glass Rear Panel, Full-Size Polaris HD 4500 LB Winch (synthetic rope and dash switch), Full-size Front/Upper Front Brush Guard, Installation, Delivery, and if applicable, pickup of four trade-in vehicles.
Seller shall deliver the UTV to the maintenance yard of St. Catherine Creek National Wildlife Refuge (NWR) in Adams County, Mississippi (see map location). Seller shall furnish a new (not pre-owned or refurbished) UTV, equipped with all standard features and all additional specifications as listed below.

Vehicle w/ Standard Features, Add-on Features, Installation, Logistics Surcharge, Delivery, Destination Charge and Set-up, Trade-in Offer if applicable (or state $0.00 offer), Pickup of Trade-Ins if applicable, and any fees.

Access to Pintail Ln on St. Catherine Creek NWR will be by way of York Rd at State Highway 61, Sibley, Mississippi, heading westbound from Highway 61.

Special Delivery Notes:
• Delivery and pickup will be accepted only Monday through Thursday, from 8:00AM to 3:00PM, with a minimum of 24-hours’ advance arrangement and shall be coordinated between refuge management and the supplier’s designated representative.
• Seller will deliver the vehicle.
• If applicable, Seller will pick-up and haul away the four trade-in off-road utility vehicles.

• No restroom is available onsite.
• No forklift, lift gate, or ramp is available onsite. Seller’s transport vehicle(s) must have the means to offload the UTV and load the trade-in vehicles being picked up. No labor or equipment will be provided by the government to unload the UTV. Delivery will be refused if the delivery carrier does not have the proper equipment to unload the UTV.
• Route conditions may include unpaved roads, narrow road surfaces with deep ditches on either side, downed trees, lack of cellular reception, and other unknowns. There are no known accessibility or height-clearance issues for large trucks or heavy equipment.

Invoice Processing Platform (IPP) (April 2013)
Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. 52.212-2 - Evaluation -- Commercial Products and Commercial Services (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Best Value o Meets brand name or equal technical specifications o Price o Favorable Delivery Schedule
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
