This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation 140FS323Q0177 is issued as a request for quotation (RFQ). The anticipated award date is within 10 days after the close of this announcement.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC Number: 2023-04, Effective Date: 06/02/2023.

This requirement is being solicited as a 100% Small Business Set-Aside. The applicable North American Classification System (NAICS) code is 336612 - Boat Building. The small business size standard is 1,000 employees.

The Government intends to award a firm fixed price contract resulting from this combined synopsis/solicitation.

All the below specifications must be met to be considered for award:

1. Customized Electrofishing Boat Specs:

• Length – 20 - 22’

• V-hull - Aluminum, 6 to 10 degree

• Bottom Width - 72 - 78”

• Beam - 96” to 101”

• Side Walls - 28” to 30” no ribs preferred, otherwise longitudinal ribs acceptable as 2nd option

• 25” transom

• All welds to be double welded and with at least .190” thick aluminum sides & bottom

• Floor and deck must be fully sealed and pressurized (no foam)

• 4’ weep deck with two washout holes

• Flat rectangular gunnel

• Bulkhead storage compartment to house permanent 30-gallon tank located near the bow

• Fuel Tank - Permanent 30-gallon EPA Compliant located near the bow

• Drain plug

• Bilge pump/switch

• Hydraulic no feedback steering system

Salient Characteristics Required:

o Unit must provide 40 amps of peak output amperage when using lower voltage ranges, while also maintaining the ability to go up to 1,200 volts.

o Unit must be able to provide automatic voltage range shifting, high voltage soft starts, and software protection for the internal circuitry and overloading.

o Unit must provide digital metering to show peak watts, volts, and amps. Must also have digital readouts of duty cycle, frequency, fishing time, and input voltage options.

o Unit must be water resistant and have the ability to recall data when the unit is powered down.

3. Outboard Motors

Qty (2) - Mercury 90 HP Four Stoke Outboard Motors (Brand Name or Equal) o Each unit must include a four stroke, 8-valve single overhead cam engine, have computer-controlled fuel (unleaded gasoline) injection, three gears (forward, neutral, and reverse), full throttle RPM of 5,000-6,000, with mechanical throttle and shifting.

o Each unit must also include hydraulic power steering, power tilt and trim, water-cooled cooling system, a through prop exhaust system, and weight less than 400 pounds (dry weight).

4. Generator

• Honda EU7000 watt super quiet electric generator (Brand Name or Equal) o Unit must output an AC current of 120/240V 7,000W max (58.3/29.1A). Unit will be an electric start with a fuel tank capacity of 5.1 gallons, last roughly 6 hours on one full tank, have a dimension of 33.4”x27.6”x28.4”, weight no more than 300 pounds, and rated at 58dB(A) at rated load or 52dB(A) at ¼ load.

5. Boat Trailer Specs:

52.212-2 - Evaluation -- Commercial Products and Commercial Services (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Best Value o Meets brand name or equal technical specifications o Price o Favorable Delivery Schedule o Relevant Past Performance (Past Experience and References Questionnaire must be completed)

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract.
