This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
U.S. Fish and Wildlife Service, Ventura, CA has a requirement for road repair materials. The anticipated required delivery date is August 2023-June 2024.
This Request for Quotation (RFQ) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2022-06. The NAICS code is 212321and the small business size standard is 500.
Instructions All responsible small business sources may submit a quote, which shall be considered by the agency.
Award will be made as a firm-fixed-price contract. The basis of award is the Lowest Price Technically Acceptable (LPTA), see technical acceptability requirement in the Statement of Work. The vendor that submits the lowest priced quote, meeting the technical acceptability requirement, will be awarded the contract. Award will be made to a responsible source pursuant to FAR subpart 9.1.
Please submit your quotation (showing unit and total price) on the enclosed SF-1449 form with SAM.gov UEI Code and point of contact phone number and e-mail address. Additionally, if your company holds a GSA contract that would apply to this requirement, please provide the contract number. STATEMENT OF WORK
US Fish and Wildlife Service
Hopper Mountain National Wildlife Refuge Contract for
Purchase and delivery of Road Maintenance Materials 6/9/2023
1. GENERAL: The U.S. Fish and Wildlife Service, Hopper Mountain National Wildlife Refuge (Refuge), near Fillmore, California, maintains 3.12 miles of dirt roads that are essential to refuge management and the California Condor Recovery Program. During wet weather, these roads are impassable due to the high clay content and steep grade of the road. These roads received significant damage during the winter storms of 2022/2023. The USFWS would like to purchase and apply materials for road repair.
Material will include Class II Road base and 12” to 24” rip rap rock. The USFWS would like to purchase and receive delivery of these materials at the Hopper Mtn. National Wildlife Refuge. Refuge staff and equipment will spread the material evenly on these roads after the contractor delivers materials to the site.
2. DEFINITIONS: Class II Road Base or 3/4″ Class II Road Base is generally used as a compacted base for roads, parking lots, interlocking pavers, sidewalks, asphalt, compacted rock surfaces, and as a sub base under retaining walls. 12”-24” Rip Rap rock shall be considered any rock of minimum diameter 12” and maximum diameter 24”. 6- 10” Cobble rock (river rock-smooth texture), a rock fragment larger than pebble and smaller than boulder being somewhat rounded or otherwise modified by abrasion in the course of transport.
3. SCOPE: The Hopper Mtn. NWR will purchase 2000 tons of Type II Road Base and 200 tons of 12”-24” rip rap rock, delivered to the Refuge. Refuge personnel shall provide 48-hour advanced notice to contractor when deliveries are required and shall provide onsite guidance to the drivers as to specific locations within the Refuge where road base and gravel shall be delivered. The access road is steep, narrow, with small radius switchbacks. Equipment for delivery should be appropriate for the road conditions and delivery locations, and is not conducive to using belly dumps. It is highly recommended that interested contractors attend the scheduled site visit during the bid process to inspect the site and access conditions prior to submitting a bid for this project. The awarded contract will not be modified to account for inaccurate delivery cost estimates.
The bulk of the deliveries are expected to be in July, August, or September in 2023. The contractor will invoice for delivered loads of the specified products.

4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: Materials shall be delivered to Hopper Mountain National Wildlife Refuge. The performance period will be one year, but the bulk of the materials will be expected to be delivered by 10/1/2023. Delivery will occur during normal business hours (7:30 AM – 4:00 PM Monday through Friday, excluding all federal holidays), and occasionally during weekend days between 7:30am and 4:00pm, within 48 hours of USFWS request for materials delivery.
Delivery location:
Various locations along the 3.12 miles refuge road (Hopper Ranch Rd) between the refuge entrance and the refuge headquarters (please see attached project location map). This will be 16.2-19 miles from Goodenough Road and A Street, Fillmore, California, 93015. Each delivery will need to be conducted in coordination with the
Principle Technical Coordinator or a designated representative to determine specific delivery location.
Directions to electronic gate truck access:
From Fillmore, California, travel north on Goodenough Road to Squaw Flat Road (Forest Route 6N16). Squaw Flat Road is not wide enough in most places to accommodate two-way traffic. After travelling approximately 3.5 miles, continue past Oak Flat Station for an additional 3 miles to a locked gate on the right side of the road. The access to the delivery location is through a locked gate on private property. An electronic key card is required to open the gate. The Technical Director will furnish the loan of no more than three electronic keys to access the private road. All loaned electronic keys shall be returned to the Technical Coordinator before the final payment is transmitted. The Refuge boundary and beginning of the refuge road where material will be delivered is approximately 17 miles from A Street and Goodenough Road in Fillmore, California. See attached map for directions from the locked electronic gate to the Refuge Boundary.
The access road is narrow and steep with few pullouts or turn around locations. Large oil production trucks and staff vehicles use the private road, so safety and courtesy are required. The Technical Coordinator or designated representative will direct the delivery of each load to a specific location on the refuge road or materials staging area. The contractor shall not invoice the US Government for the cost of any delivery of material in a location not specifically directed by the Technical Coordinator or designated representative.
Trucks will need to stage trailers before delivery of each load. The staging areas for trailers will be coordinated with and approved by the Technical Coordinator and may be located on or outside the refuge boundary. The refuge road nor the private access road are wide enough to accommodate two-way traffic. Coordination and timing of delivery trucks to accommodate directed delivery placement will be the sole responsibility of contractor. The US government will not be responsible for excess delivery time and charges due to delivery coordination issues.
5. INSPECTION AND ACCEPTANCE: Job will be acceptable once material is received and deposited on refuge road or materials staging areas as directed by the Technical Director or designated representative.
6. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION: Other than the loan of three electronic keys for access gate, no Government equipment or materials will be furnished to the contractor.

Site visit will require advanced notice and confirmation to/from Principle Technical Coordinator at least 48 hours in advanced. The awarded contract will not be modified to account for inaccurate delivery cost estimates.
7. AVAILABILITY:
Barring any unforeseen emergencies, all deliveries are expected to be accomplished during normal business hours, Monday through Friday from 7:30 AM to 4:00 PM, and occasionally on weekend days from 7:30am to 4:00pm. No deliveries will be scheduled on Fish and Wildlife Service non-duty hours, which include weeknights and federal holidays. The Technical Coordinator or designated staff will coordinate deliveries with contractor no less than 48 hours prior to delivery.

52.217‐9 – Option to Extend the Term of the Contract (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five years and six months. (End of Clause)

Local Clauses
USFWS R7 Environmentally Preferable and Energy‐Efficient Products and Services Policy Whenever cost effective, the contractor should provide products and/or services that are energy efficient, promote water conservation and are bio‐based. The use of nonhazardous and recovered materials is encouraged.
Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP).
“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212‐4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
1. Invoice billed according to contract line items and rates.
2. If final payment is billed, the last invoice shall state “FINAL”
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contract (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 – 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973‐3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation. (End of Clause)
