This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

The U.S. Fish and Wildlife Service, JAO, Region 1 Science Applications program located at 911 NE 11th Ave., Portland, OR 97232-4181, has a requirement for Cascades to Coast Landscape Collaborative (CCLC) Facilitation. The contractor must meet the minimum specifications per the Statement of Work below.

This Request for Quotation (RFQ) is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2005-101. The NAICS code is 541620 Environmental Consulting Services and the small business size is $16.5M.

Instructions All responsible small business sources may submit a quote, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. The basis of award is the lowest price determined fair and reasonable Award will be made to a responsible source pursuant to FAR subpart 9.1.

STATEMENT OF WORK

Title: Continuation of Cascades to Coast Landscape Collaborative (CCLC) Facilitation

1. General

1.1 This project is being developed by the Region 1 Science Applications program (911 NE 11th Ave., Portland, OR 97232-4181).

The Cascades to Coast Landscape Collaborative (CCLC; https://www.ctoclc.org/) is a regional conservation partnership launched in 2015 to develop a landscape conservation design for western Washington and Oregon. The mission of the CCLC is to create a network of healthy, https://www.ctoclc.org/

connected, and resilient ecosystems and working lands. In achieving this mission, we envision a future where the landscape can handle major stressors (e.g., climate change) while providing important ecosystem services. The CCLC has done a great deal towards accomplishing its mission. Accomplishments include the collaborative development of spatial decision support tools, including the Conservation Program Explorer and the Coastal Northwest Landscape Conservation Mapper; initiating the Cascades to Coast Connectivity Assessment, which is now beginning to direct potentially large-scale on-the-ground work in southwest Washington; supporting strategies to design and manage resilient landscapes for people, ecosystems, biodiversity, working lands, and communities; building and maintaining collaborative conservation in the region by fostering participation in CCLC committees; and engaging and leveraging the expertise and resources of a diverse community of partners.

The CCLC is committed to being a vibrant, flexible, and sustainable partnership focused on the execution of a co-developed work plan. This will require a partnership that can leverage the resources of many of the CCLC's partner organizations.

An essential part of the CCLC is facilitating community dialogue and communicating complex science issues (e.g., climate change, connectivity, landscape conservation) that are compelling to a broad audience.

This contract is to provide resources for the continued facilitation of the CCLC.

1.2 Purpose/End Application: The CCLC leadership team has identified three primary areas to focus the efforts of their next 2-year workplan on: (1) Partnerships, (2) the Conservation Program Explorer, and (3) the Coastal Northwest Landscape Conservation Mapper.

(1) Partnership building is an essential component of collaborative conservation, and the CCLC serves as a forum where diverse perspectives come together. The CCLC seeks to enhance partner representation by engaging further with Tribes, academic and extension programs, local governments, landowners, and community members.

The CCLC also recognizes the value of enhancing its social participation through local-level engagement.

(2) The Conservation Program Explorer was built to raise awareness of available programs and connect landowners to agencies and organizations that implement programs. The CCLC seeks to expand the tool into new geographies and to increase implementation and adoption of the tool through a combination of inreach with CCLC leadership team organizations and outreach with the community of end-users.

(3) The Coastal Northwest Landscape Conservation Mapper was built to spatially display areas of opportunity for collaboration across the landscape in western Washington and western Oregon to sustain important environmental, economic, and social values. The CCLC seeks to increase implementation and adoption of the tool through a combination of inreach with CCLC leadership team organizations and outreach with the community of end-users.

2. Place of Performance and Period of Performance

2.1 The work may be performed remotely in an acceptable telework location per FWS policy and agreement with Science Applications and the Contracting Officer.

2.2 Start date: AUGUST 01, 2023, not to exceed JULY 31, 2025. This contract is structured as base-year with an option-year period per the schedule below, and to exercise at the discretion of Science Applications.

Base Period: 08/01/2023 to 07/31/2024 Option Period 1: 08/01/2024 to 07/31/2025

2.3 Normal duty hours Monday thru Friday 8:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.

2.4 Non-duty hours include week nights, weekends, and Government holidays (New Year’s Day, Birthday of Martin Luther King, Jr., Washington’s Birthday, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day).

3. Scope

3.1 Geographically, the contractor will focus their efforts in Oregon and Washington, and primarily the coastal ecoregions of those two states. The contractor will work in a collaborative setting with stakeholders from multiple agencies and organizations to coordinate and facilitate the CCLC and its activities. The contractor must have good presentation skills and an ability to work collaboratively with others in a remote team environment. Good communication skills are essential.

4. Deliverables and/or Delivery Schedule

4.1 Base Period (08/01/2023 to 07/31/2024)

(1) Partnerships

• Improve CCLC operations to be more inclusive and advance shared partnership goals o Enhance the CCLC’s social participation by focusing on localized level engagement, groups not on the Leadership Team, including Tribes, academic and extension programs, local governments, land trusts, landowners, conservation districts, and community members

• Collaboratively identify geographic areas where conservation conversations are needed and welcomed o Host and facilitate one or more discussions with community partners in portions of the landscape identified using CCLC tools as high-priority landscapes, where targeted action is needed o Coordinate the development of one or more use cases that demonstrates how common conservation actions can be advanced through the assistance of the CCLC and its tools

• Use the CCLC’s convening capacity to seek opportunities to align strategies or priorities of partners to create impacts at larger scales

(2) Conservation Program Explorer

• Promote the use of the Conservation Program Explorer to support the conservation of spatial priorities and foster relationships among landowners and agencies o Organize and host one or more community meetings, events, workshops, or training sessions with groups such as Leadership Team organizations, conservation planners, land trusts, forest owners and others to demonstrate the Conservation Program Explorer and engage in conversations about improving the delivery of conservation programs o Work with relevant partners, such as Conservation Districts, to include web links to the Conservation Program Explorer on partner web pages, when appropriate

• Organize, deliver, and document one webinar to launch the Conservation Program Explorer for western Oregon

• Seek additional funding to support the expansion, engagement, and long-term maintenance of the Conservation Program Explorer

(3) Coastal Northwest Landscape Conservation Mapper

• Promote the use of the Coastal Northwest Landscape Conservation Mapper to support local and regional organizations in the collaborative development of their conservation strategies o Organize one or more workshops or trainings with groups such as Leadership Team organizations, conservation planners, land trusts, forest owners, and others to demonstrate the tool’s use

(4) CCLC Facilitation

• Coordinate the implementation of the CCLC’s 2-year workplan o Regularly engage with CCLC leadership team members to promote a sense of involvement and co-ownership as CCLC workplan objectives are met o Regularly engage with CCLC leadership team members to identify staff and resources from partner and leadership team organizations to achieve CCLC workplan objectives o Lead monthly leadership team calls to provide a platform for the continued co-development of the CCLC’s vision, goals, and objectives o The CCLC 2-year workplan is flexible. Look for more meaningful opportunities to replace CCLC workplan activities, if necessary

• Update the CCLC’s communications strategy and implement main components:

website updates, newsletters, social media

• Develop performance metrics to track the progress and value of the CCLC

Option Period 1 (08/01/2024 to 07/31/2025)

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services.
