USFWS Hatchery Statistician Services
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
The U.S. Fish and Wildlife Service, JAO, has a requirement for Statistical and analytical support for evaluation and monitoring of two federal fish hatcheries in northern California:
Coleman and Livingston Stone NFH. Please see attached Statement of Work for specific requirements.
This Request for Quotation (RFQ) is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2005-101.
The NAICS code is 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) and the small business size is 1,000 employees.
Instructions All responsible small business sources may submit a quote, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. The basis of award is the lowest price determined fair and reasonable Award will be made to a responsible source pursuant to FAR subpart 9.1.

Task: Statistical and analytical support for evaluation and monitoring of two federal fish hatcheries in northern California: Coleman and Livingston Stone NFH.
Objective: This task will provide general statistical and analytic services to support the Hatchery Evaluation Program (HE Program) of the Red Bluff Fish and Wildlife Office (RBFWO). The HE Program is responsible for research and monitoring associated with the assessment and evaluation of two Federally operated fish hatcheries in California’s northern Central Valley. Monitoring and research projects conducted by the HE Program assess various strategies of salmon and steelhead propagation, culture, and release. After their release into the natural environment, hatchery produced fish are also affected by prevailing environmental conditions, which combine to affect their future rates of contribution to commercial and sport harvest, hatchery returns, and natural spawning. The selected consultant will provide statistical and analytic services to support the development, execution, analyses, and interpretation of research and monitoring projects associated with multiple hatchery propagation programs.
Background: The RBFWO HE Program has a need for statistical and analytic support to develop and complete assessments of hatchery propagation programs at two federal fish hatcheries in northern California. Many studies will employ the use of data associated with fish marking and tagging, including coded-wire tags, telemetric tags (radio or acoustic), passive integrated transponders (PIT tags), or unique genetic “fingerprints”. This need for external technical support results from advancements and complexities associated with modern statistical methodologies and a high level of importance and scrutiny associated with hatchery programs intended to either augment fisheries or supplement natural spawning populations of ESA-listed stocks. The HE Program does not have consistent access to an in-house statistician from which to address these needs and must get this support from outside sources.
Services and Deliverables to be provided: The selected contractor will provide statistical support to HE Program personnel to guide the development, design, execution, analyses, and statistical analyses interpretation of multiple complex research and monitoring projects, consistent with the goals of the HE Program. Input and guidance are needed in all areas of study development and execution, including study design, data acquisition, sampling requirements and strategies, data setup and format, statistical analyses and development of graphical outputs, and interpretation of results. Methods and results of analyses must be robust to hold up to scientific scrutiny resulting from external reviews. The selected contractor must use “R” programming language for statistical computing and graphics and provide tutelage and guidance to assist in the development of associated skillsets within staff of the HE Program.
Contracted statistical support will involve multiple research and monitoring activities, including but not limited to the following ongoing projects:
- Multivariate analyses of factors affecting rates of contribution associated with various strategies of hatchery culture and release, identified with coded-wire tag data. Covariates include both categorical and continuous variables. Examples of this type of analyses include assessments of the timing of hatchery releases [early vs late], fish size at release, environmental conditions [flow, temperature, turbidity], spawn date, release location, and fish release count.
- Statistical comparisons of phenotypic attributes of adult hatchery- and natural-origin winter Chinook Salmon returning to natural spawning areas in the Sacramento River. Examples of population characteristics of interest include spawn timing, spawn location, sex ratio, fish sizes, pre-spawn mortality rates, etc.
- Using PIT tag data to assess in-hatchery survival of adult steelhead brood fish collected prior to spawning, to determine whether the selected spawners appropriately represent the population of brood fish collected at the hatchery, based on initial collection date, spawn date.
- Analysis of juvenile Chinook Salmon growth in the hatchery, based on run, year, and spawn timing (early, middle, late) using monthly length and weights collected during hatchery rearing.
In addition to the statistical support services described above, the Contractor will assist RBFWO staff by contributing to writing, editing, and formatting technical report(s) associated with selected analyses, as determined by the RBFWO contract lead person. Written work products will also include responding to questions and comments associated with statistical design, assumptions, analyses, results, and conclusions generated during USFWS-led processes of internal and external peer review. Deliverables are required throughout the contract period and will be staged over the period of performance, with specific dates agreed to by both parties as the contract progresses.
Period of Performance: The fund agreement/contract for the described services will expire May 1, 2025.

ADDITIONAL CONTRACT REQUIREMENTS (PROVISIONS AND CLAUSES)
(a) Definitions. As used in this clause—
Commercial product, commercial service and commercially available off-the-shelf item have the meanings contained in Federal Acquisition Regulation (FAR) 2.101.
Subcontract includes a transfer of commercial products or commercial services between divisions, subsidiaries, or affiliates of the Contractor or subcontractor at any tier.
(b) To the maximum extent practicable, the Contractor shall incorporate, and require its subcontractors at all tiers to incorporate, commercial products, commercial services, or non-developmental items as components of items to be supplied under this contract.

52.204-27 Prohibition on a ByteDance Covered Application.
As prescribed in 4.2203(c), insert the following clause:
Prohibition on a ByteDance Covered Application (Jun 2023)
(a) Definitions. As used in this clause—
Covered application means the social networking service TikTok or any successor application or service developed or provided by ByteDance Limited or an entity owned by ByteDance Limited.
Information technology, as defined in 40 U.S.C. 11101(6)—
(1) Means any equipment or interconnected system or subsystem of equipment, used in the automatic acquisition, storage, analysis, evaluation, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information by the executive agency, if the equipment is used by the executive agency directly or is used by a contractor under a contract with the executive agency that requires the use—
(i) Of that equipment; or
(ii) Of that equipment to a significant extent in the performance of a service or the furnishing of a product;
(2) Includes computers, ancillary equipment (including imaging peripherals, input, output, and storage devices necessary for security and surveillance), peripheral equipment designed to be controlled by the central processing unit of a computer, software, firmware and similar procedures, services (including support services), and related resources; but
(3) Does not include any equipment acquired by a Federal contractor incidental to a Federal contract.
(b) Prohibition. Section 102 of Division R of the Consolidated Appropriations Act, 2023 (Pub.
L. 117-328), the No TikTok on Government Devices Act, and its implementing guidance under Office of Management and Budget (OMB) Memorandum M-23-13, dated February 27, 2023, “No TikTok on Government Devices” Implementation Guidance, collectively prohibit the presence or use of a covered application on executive agency information technology, including certain equipment used by Federal contractors. The Contractor is prohibited from having or using a covered application on any information technology owned or managed by the Government, or on any information technology used or provided by the Contractor under this contract, including equipment provided by the Contractor’s employees; however, this prohibition does not apply if the Contracting Officer provides written notification to the
Contractor that an exception has been granted in accordance with OMB Memorandum M-23- 13.
(c) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (c), in all subcontracts, including subcontracts for the acquisition of commercial products or commercial services.

52.217-8 Option to Extend Services.
As prescribed in 17.208(f), insert a clause substantially the same as the following:
Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

USFWS R1/7/8 Environmentally Preferable and Energy-Efficient Products and Services Policy
Whenever cost effective, the contractor should provide products and/or services that are energy efficient, promote water conservation and are bio-based. The use of nonhazardous and recovered materials is encouraged.
Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP)
Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP).
“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
1. Invoice billed according to contract line items and rates.
2. If final payment is billed, the last invoice shall state “FINAL”
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contract (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 – 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973- 3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
