This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
U.S. Fish and Wildlife Service, Ashland, OR has a requirement for Boiler Repair and Preventative Maintenance Plan located at 1490 East Main St, Ashland, OR. The anticipated performance period is from 2/13/2023 to 2/12/2026. The performance period includes a one-year Base period and 2 one-year option periods (if exercised).
This Request for Quotation (RFQ) is for Full and Open competition and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2023-01. The NAICS code is 238220 and the small business size standard is $16,500,000.
Instructions All responsible business sources may submit a quote, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. The basis of award is the Lowest Price. The vendor that submits the lowest priced quote, meeting the requirement in the Statement of Work (SOW), will be awarded the contract. Award will be made to a responsible source pursuant to FAR subpart 9.1. Options will be evaluated in accordance with FAR provision 52.212-2 – Evaluation -- Commercial Items.

Describe the need in detail:
The OLE National Fish and Wildlife Forensic Laboratory needs a contract to service our two boilers and to add a three years of Platinum Maintenance Program.

Describe the timing in detail:
Repair two boilers (annual service) and three years of Platinum Maintenance Program.

Vendor shall supply the following, as it relates to the units above:
- Check in with Customer.
- Unit will be opened for access and inspection.
- Once the boiler is opened an internal inspection will be performed by the State inspector or authorized insurance carrier. (Scheduled by Others)
- Install replacement components/gaskets, listed above, as recommended by the manufacturer.
- The unit will be closed.
- Check flame safeguard control and amplifier.
- Clean and adjust electrodes.
- Check operating and limit controls.
- Check indicating lights and alarms.
- Check safety and interlock controls.
- Check main LWCO to shut down the burner.
- Check operation of all motors.
- Test fire to warm up.
- Check scanner operation.
- Tune up unit by setting combustion on the specified fuel.
- Check boiler for proper operations from start-up to shut down.
- Accessory equipment will be checked for proper operation and required maintenance.
- Recommendation on necessary repairs will be made, if needed.
Vendor must have documented experience working on this brand and type of boilers.
Vendor will provide combustion readings with our analyzer and a written statement of boiler efficiency, stack temperatures, and other related items.

3 YEAR PLATINUM MAINTENANCE PLAN: To include boiler room tune-ups on the gas and oil fuel being used by boiler. The burner combustion will be checked and adjusted as necessary with a calibrated analyzer. A detailed written report and combustion tapes shall be provided to the owner. (Service includes safety and operating checks on boiler and accessory equipment).

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. 52.217-8 Option to Extend Services (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five years and six months.

Local Clauses
USFWS R7 Environmentally Preferable and Energy-Efficient Products and Services Policy
Whenever cost effective, the contractor should provide products and/or services that are energy efficient, promote water conservation and are bio-based. The use of nonhazardous and recovered materials is encouraged.
Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP)
Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP).
“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
1. Invoice billed according to contract line items and rates.
2. If final payment is billed, the last invoice shall state “FINAL”
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contract (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 – 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
