STATEMENT OF WORK
LAW ENFORCEMENT TRUCK UPFITTING
1. General:
Provide all materials, labor and devices as required for complete installation of law enforcement lighting and equipment on:
Qty of 1 - 2021 FORD F150 4X4 - 4 DOOR - 5 PASS – Supervisor Truck (Slick top) Qty of 6 - 2021 FORD F150 4X4 - 4 DOOR - 5 PASS – Patrol Trucks Qty of 2 - 2021 DODGE POWERWAGON 4X4 - 4 DOOR - 5 PASS – Patrol Trucks
The vehicles are located at: Division of Refuge Law Enforcement (DRLE) 500 Gold Ave SW, Albuquerque, NM 87102
Transportation of the vehicle within 50 miles of the above location shall be by US Fish and Wildlife Service staff. Transportation of the vehicle more than 50 miles shall be the responsibility of and at the expense of the vendor.
The upfitting of the law enforcement vehicle will include both emergency and nonemergency equipment being installed to equip a standard truck into a law enforcement patrol vehicle. All work will be done by one vendor within the local commuting area (approx.50 mi), thereby reducing the amount of time to get individual bids from various vendors and taking vehicle from shop to shop.
Work shall begin once the trucks arrive and shall be completed within 60 days of contract award.
Vendor’s quote shall list all required accessories and show descriptions/model and/or part numbers so staff can ensure components will work with listed vehicles and meet law enforcement safety specs.
Vendor shall obtain and install all parts and accessories as follows:

Wiring will be wrapped and concealed wiring and separate fuse bank under hood.
Each vehicle will be inspected prior to pick-up to ensure all installed lights and components are correct and in working order before accepting the vehicles as completed.
Vendor shall provide 3 separate quotes; one for each of the requirements. Note: The quantities listed above are what is needed for (1) truck; vendor quote appropriate quantities for the number of trucks being outfitted.

Vendor shall list parts in the above order that requestor has them listed above, (items 1 – 30/34), so customer can easily ensure all items are listed.
Vendor shall quote the cost of labor and shipping separately on each quote.
IF QUOTING AN (OR EQUAL), VENDOR SHALL CLEARLY SHOW HOW THE (OR
EQUAL) ITEM MEETS THE TECHNICAL/SALIENT CHARACTERISTICS OF THE ITEMS
THE PROGRAM DESIRES TO ENSURE IT WILL FIT/ADAPT TO THEIR SPECIFIC TRUCK
YEAR/MODEL.

Decal Installation Instruction (The following instructions are directly from the decal manufacturer)
Application Methods
There are two major methods of application - dry and wet adhesion. The Initial steps for either application method are as follows:
Preparing the Surface
When using materials that tend to outgas, such as polycarbonate or polystyrene products, we recommend the following steps:
1. Clean the surface, mount a piece of film to It, and store at 140" F for 24 hours.
2. If bubbles form after 24 hours, outgassing is still occurring. Either treat the plastic with a heat source or store It for an extended period at room temperature conditions in order to cure the substrate prior to application of the vinyl.
The high-quality special adhesives used on Oracal pressure-sensitive films create an excellent bond with most clean, smooth, weather-resistant surfaces that are free of grease, dust or any contaminants. For a long-lasting bond, the target surfaces must be properly prepared. Be sure to check the directions provided by the manufacturer of the substrate you are using to determine the recommended cleaning method for that surface. Gas bubbles may form between the film and the surface If any solvent residue remains as a result of Improper cleaning or if paint on the surface is too fresh.
Freshly lacquered or painted surfaces should be allowed to stand for at least three weeks after complete curing before attempting to apply the film. The compatibility of selected lacquers and paints should be tested by the end-user prior to use.
Application Temperatures
Oracal films should never be adhered at temperatures below 46" F. Newly fabricated sign faces should remain in the application environment for at least 24 hours to promote uniform adhesion characteristics and allow any residual moisture to evaporate. A significant drop in temperature should be avoided during the first 24 hours after adhesion.
Removing the Release Liner
Lay the cut film on a flat surface with the film side down. Pull back only as much release liner as required to begin mounting. Always draw the release liner from the film, never the other way around.
Dry Application
For dry adhesion, we recommend using a high-tack application tape.
1. Arrange the cut film on the surface to which It ls to be adhered and press It firmly to the surface at one corner.
2. Adhere the remainder by sweeping a plastic squeegee across the film in an overlapping motion.
3. Depending on the size of the cut film being mounted, the release liner may be removed completely before bonding or gradually during the adhering procedure.
4. When using ORATAPE masking tape, pull slowly away from the film at a 180" angle. If needed, the top of the masking tape can be lightly sprayed with water to allow for easier release from the graphic.
Wet Application
Wet application is recommended for large applications. Wet adhesion should only be done in ambient temperature environments of at least 70" F.
1. Prepare Application Fluid- For best results, use a prepared application fluid that is designed for use with vinyl sign materials.
2. Clean and Prepare the Substrate -Clean flexible face materials using the prepared application fluid described In Step 1.
Never use alcohol to clean acrylic or polycarbonate.
3. Film Application
• Lay the substrate face up on a clean surface.
• Spray the substrate with prepared application fluid.
• Wipe off the film with a clean, lint-free cloth.
• Lay the film, liner side up, in a dry location near the wetted surface.
• Spray the exposed adhesive side with application fluid and place it on the substrate.
• Position the cut film where you want it. The wet application method allows for more precise positioning of film.
• Squeegee the film to the surface using sweeping, overlapping motions. Be certain that there is no water left between the substrate and adhesive to avoid bubbles and ensure a positive bond.
For wet adhesion, we recommend using a medium-tack application tape. After a short drying period, remove the application tape carefully at a 180" angle.
Application Tips
• Seams can be made using the overlap method. It is recommended that overlaps and seams measure no more than 1/8".
• Puncture air bubbles with an air release tool. Do not use a knife or razor.
• If using application tape, always remove it at a 18011 angle and immediately re-squeegee the film.
• Cutbacks should be performed soon after application as adhesion builds with time.

DOI ELECTRONIC INVOICING Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) (APR 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
Itemized invoice for items delivered and/or work performed.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment.
Vendors new to IPP must enroll at: - https://www.ipp.gov/vendors/enrollment-vendors The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date.
Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or vendors can check on enrollment status by contacting the IPP Customer Support Desk at (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v)) of this provision.
(a) Definitions. As used in this provision—
"Covered telecommunications equipment or services" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
Forced or indentured child labor means all work or service—
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
Immediate owner means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
Inverted domestic corporation, means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).

Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
Predecessor means an entity that is replaced by a successor and includes any predecessors of the predecessor.
Reasonable inquiry has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended."Sensitive technology"—
Sensitive technology—
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3)of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
Service-disabled veteran-owned small business concern—

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
Small disadvantaged business concern, consistent with13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that—
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by—
(i) One or more socially disadvantaged (as defined at13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
Subsidiary means an entity in which more than 50 percent of the entity is owned—
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation
Successor means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term "successor" does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.
Veteran-owned small business concern means a small business concern—
(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127), means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.
