This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
The U.S. Fish and Wildlife Service, JAO, Klamath Basin National Wildlife Refuge Complex, located at 4009 Hill Road Tulelake, CA 96134-9758, has a requirement for janitorial services per the included Statement of Work.
This Request for Quotation (RFQ) is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2005-101.
The NAICS code is 561720 - Janitorial Services and the small business size is $19.5M.
Instructions All responsible small business sources may submit a quote, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. The basis of award is the lowest price determined fair and reasonable Award will be made to a responsible source pursuant to FAR subpart 9.1.
Please submit your quotation (showing unit and total price) on company letterhead or the enclosed SF-1449 form with DUNS No. and point of contact phone number and e-mail address. Additionally, if your company holds a GSA contract that would apply to this requirement, please provide the contract number. In order to have a quote considered for award, respondent must be registered at the System for Award Management (SAM) website (https://www.sam.gov) as an active vendor by the time an award decision is necessary.
1. GENERAL:
1.1 The US Fish and Wildlife Service, Klamath Basin NWR, 4009 Hill Road, Tulelake, CA. 96134 has a requirement for a performance-based janitorial services.
The Contractor is responsible for planning, scheduling, coordinating, and assuring performance and effective completion of all work under this contract.
1.2 The areas to be cleaned are the offices, conference room, kitchenette area, and bathrooms.
1. 3 Conduct: At a minimum, the Contractor is required to take all steps and measures that would be taken by a prudent building owner to maximize the life expectancy of the building and property.
1.4 Security of Premises: The Contractor shall turn off lights, and secure doors on all buildings, as appropriate for all areas pertinent to Contractor’s access. The Contractor shall report to the Technical Coordinator any instance (by specific location) of problems encountered while on-site.
1.5 Safety Measures: Contractor will put in place safety measures to reduce the risk of injuries in the performance of work.
1.6 Accident Reporting: The Contractor shall immediately report all accidents/injuries of person or property to the Technical Coordinator and cooperate fully in any investigation as necessary.
2. SCOPE/DELIVERABLES:
2.1 Sweeping of floor areas including damp mopping, such as tile, linoleum,laminate. Easily movable objects such as chairs and trash receptacles, shall be tilted or moved to clean underneath.
2.2 Vacuuming/cleaning all rugs, mats, carpets, runners and common area furniture, so that they are free from dust, dirt, mud, etc. The area shall be free of all litter, lint, loose soil and debris. The Contractor shall move any chairs, trash receptacles, and easily moveable items to vacuum underneath, and then replace them in the original position.
2.3 Thorough cleaning and sanitation of bathrooms, sink areas, toilets, and mirrors, using suitable non-abrasive cleaners and disinfectants - All surfaces shall be free of grime, soap scum, mold, and smudges. The Contractor shall replace paper towels, toilet paper, and soap in all dispensers as needed.
2.4 Dusting all horizontal surfaces of all common area furniture, other items such as: windowsills, etc.
2.5 Floor cleaning/maintenance
2.6 Office Spaces and Conference Rooms cleaning
2.7 Empty all trash receptacles
2.8 Vendor shall be responsible for all cleaning supplies except the following: mop, mop bucket, broom, dust pan , all paper propucts. (paper towels, toilet paper, toilet seat covers).
3. PLACE/DELIVERY AND PERIOD OF PERFORMANCE:
3.1 The US Fish and Wildlife Service, Klamath Basin NWR, 4009 Hill Road, Tulelake, CA. 96134
3.2 Base Year: September 01, 2022 - August 31, 2023 7:30 am – 1:00 pm Tuesday – Thursday Year One: Sept 01, 2023 - Aug 31, 2024 7:30 am – 1:00 pm Tuesday – Thursday Year Two: Sept 01, 2024 - Aug 31, 2025 7:30 am – 1:00 pm Tuesday – Thursday Year Three Sept 01, 2025 - Aug 31, 2026 7:30 am – 1:00 pm Tuesday – Thursday Year Four: Sept 01, 2026 - Aug 31, 2027 7:30 am – 1:00 pm Tuesday – Thursday
3.3 Contractor service will provide services in the following facilities: Klamath Basin NWR, 4009 Hill Road, Tulelake, CA. 96134, Once a week.
3.4 Non-duty hours include Government holidays (New Years Day, Memorial Day, President's day, Fourth of July, Thanksgiving, Labor Day, Martin Luther King Day, Veterans Day, Columbus Day, Christmas).
3.5 Emergency/Miscellaneous maintenance functions may be scheduled. Emergeny is required when immediate action to correct or prevent loss or damage of Government property, or to eliminate hazards to personnel or equipment.
4.0 EVALUATION AND ACCEPTANCE/ QUALITY SURVEILLANCE PLAN (QSP):
4.1 Contractor’s interested in submitting a proposal/quote are required to complete the below QSP or submit their own approach performance plan for each task (How will you measure your performance?). A simple table can be used to detail your plan and quality checks for successful completion of each task. This is a critical step in managing and monitoring of expected performance for evaluation, timely invoicing, and payments.
4.2 To evaluate Contractor’s work performance, the quality and performance standards sample can be used or an approved performance plan used by the Contractor. The results/outcome of all work efforts by the Contractor will be that all surfaces present a visual overall appearance of cleanliness and germs removed as necessary when the work/task is completed.
4.3 Quality Level (third column on QSP) will be measured by colors Red (Unacceptable), Yellow (Marginal), Green (Acceptable), and Blue (Exceeds Quality Standard).
4.4 Services by the contractor will be reviewed on a weekly basis, by the Technical Coordinator.

Empty trash containers and remove trash to the designated area (replace trash liners).
Damp wipe exterior and interior of microwave oven(s).
Vacuum carpeted areas.
Sweep or dust mop and damp mop hard floors to remove spills and stains.
Clean and sanitize sinks.
Wipe exterior of refrigerator.
Spot clean walls for marks and smudges.
ALL RESTROOMS Office/Visit Center
Restock toilet paper, paper towels, hand soap, and other supplies.
Empty trash containers and remove trash to the designated area.
Sweep or dust mop, and wet mop and sanitize hard floors surfaces.
Clean and sanitize restroom sink, counters, and restroom fixtures including toilet bowls, toilet seats and urinals.
Clean and polish mirrors, glass and chrome.
Vacuum vents and remove cobwebs.
5. GOVERNMENT FURNISHED EQUIPMENT, SUPPLIES AND MATERIALS:
5.1 Government property shall be used only in direct operations of providing Contractor services and shall not be used in any manner for any personal advantage, business gain, or other personal endeavor by the Contractor.
5.2 The Government will furnish all utilities, mop, mop bucket,broom, dust pan , all paper propucts.
(paper towels, toilet paper, toilet seat covers) and garbage bags.
6. CONTRACTOR FURNISHED EQUIPMENT, SUPPLIES AND MATERIALS:
6.1 Contractor shall furnish all cleaning supplies, except those identified in 5.2.
6.2 Equipment shall be used and maintained in accordance with the manufacturer’s directions, and meet all applicable OSHA standards.
6.3 The Contractor is responsible for using products and equipment as recommended by the manufacturer.
6.4 Technical Coordinator point of contacts may request a change in cleaning products do to order or reactions from chemicals that effect employees.
7. QUALITY SURVEILLANCE PLAN/ASSURANCE:
7.1 As defined in the QSP in Line Item 4 (1) above.

7.4 Incentives/Disincentives of Satisfactory/Unsatisfactory performance may result in continued or discontinued service respectively.
8. FAILURE TO COMPLETE SCHEDULED MAINTENANCE
8.1 Contractor must contact Technical Coordinator if they were unable to clean at any location within contract requirements.
8.2 Failure to comply with weekly cleaning at any location without proper notice, could result in termination of contract.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 Option to Extend Services (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five years and six months.

Whenever cost effective, the contractor should provide products and/or services that are energy efficient, promote water conservation and are bio-based. The use of nonhazardous and recovered materials is encouraged.
Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP)
Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP).
“Payment request” means any request for contract financing payment or invoice payment by the Contractor.
To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts.
