The U.S. Fish Wildlife Service, FWS Grays Lake NWR (74 Grays Lake Rd., Wayan ID 83285) and Minidoka NWR (961 E Minidoka Dam Rd., Rupert ID 83350) has a requirement for a 2022 Honda Pioneer 1000 or approved equal in accordance with the following specifications:
Specifications The new UTV must meet the following specifications:
• New 2022 or 2023 Honda Pioneer 1000 UTV Or Approved Equal
• Must have Roll Over Protection System (ROPS)
• Must be designed to carry 3 persons safely inside the ROPS system and have seat belts for each person
• Engine must be at least 995cc, liquid cooled, have electronic Fuel Injection and, be of a 4-stroke twin cylinder design capable of producing 70 or more horsepower
• UTV must be able to run on 87 octane or higher pump gasoline
• The transmission will be automatic 6-speed, Dual Clutch design with a low and high range, neutral, reverse, and park. Transmission must allow manual selection of gears to meet terrain and weather conditions. Belt driven transmissions are not acceptable unless they match the capabilities listed above and max payloads can be hauled with transmissions is in high range
• Must have 2-wheel drive, 4-wheel drive, and have differential locking capability
• Must have power steering
• Must have 4-wheel disc brakes
• Front tires must be at least 27 x 9-12, and the rear tires 27 x 11-12 or larger. Tires must be have an aggressive off-road design
• Payload capacity must be at least 1,000 LBS
• Must have cargo bed that can be titled up
• Will have a 2-inch towing hitch and will be rated for 2400 LBS towing capacity or greater
• Must have at least a 7.5-gallon fuel tank with additional reserve tank capacity of 1 gallon or greater
• Standard instrumentation must include speedometer, odometer, tachometer, tripmeter, clock, hour meter, gear indicator, fuel gauge, hi-temp and coolant temperature sensor, voltmeter, service indicator, and at least one 12V DC outlet
• Must come with standard headlights, tail lights and brake lights
• Ground clearance should be at least 13-inches or greater
• Will come with a standard front bumper

Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) (April 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice. Vendor to attach supporting documents with invoice:
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 – 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

FAR 52.212-1, Instructions to Offerors— Commercial Products and Commercial Services (Nov 2021) is applies to this solicitation. The following addenda apply:
52.214-21 DESCRIPTIVE LITERATURE (APR 2002)
(a) “Descriptive literature,” as used in this provision, means information furnished by a bidder, such as cuts, illustrations, drawings, and brochures, that shows a product’s characteristics or construction or explains its operation. The term includes only that information required to evaluate the acceptability of the product and excludes other information for operating or maintaining the product.
(b) Descriptive literature is required to establish, for the purpose of evaluation and award, details of the product offered that are specified elsewhere in the solicitation and pertain to significant elements such as—
(1) Design;
(2) Materials;
(3) Components;
(4) Performance characteristics; and
(5) Methods of manufacture, assembly, construction, or operation.
(c) Descriptive literature, required elsewhere in this solicitation, shall be—
(1) Identified to show the item(s) of the offer to which it applies; and
(2) Received by the time specified in this solicitation.
(d) If the bidder fails to submit descriptive literature on time, the Government will reject the bid, except that late descriptive literature sent by mail may be considered under the Late Submissions, Modifications, and Withdrawals of Bids provision of this solicitation.
(e) If the descriptive literature fails to show that the product offered conforms to the requirements of the solicitation, the Government will reject the bid.

ELIBILBILITY FOR CONTRACT AWARD:
In accordance with the Federal Acquisition Regulation (FAR), no agreement shall be entered into unless the Contracting Officer ensures that all requirements of the law, executive orders, regulations, and all other applicable procedures have been met. This includes the FAR requirement that no award shall be made unless the Contracting Officer makes an affirmative determination of responsibility. To be determined responsible, a prospective contractor must meet the general standards in FAR Part 9.1, and any special standards set forth in the solicitation.
