This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
U.S. Fish and Wildlife Service, Humboldt Bay NWRC has a requirement for Janitorial Services located at 1020 Ranch Road, Loleta, California. The anticipated performance period is from 9/15/2021 to 9/14/2026.
The performance period includes a one-year Base period and 4 one-year option periods (if exercised).
This Request for Quotation (RFQ) is for Full and Open competition and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2021-06. The NAICS code is 561720 and the small business size standard is $19,500,000.
Instructions All responsible business sources may submit a quote, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. The basis of award is the Lowest Price Technically Acceptable (LPTA), see technical acceptability requirement below. The vendor that submits the lowest priced quote, meeting the technical acceptability requirement, will be awarded the contract. Award will be made to a responsible source pursuant to FAR subpart 9.1. Options will be evaluated in accordance with FAR provision 52.212-2 – Evaluation -- Commercial Items.
Technical Acceptability: Vendor must have completed a contract with similar scope with acceptable performance within the last 5 years.

Additionally, if your company holds a GSA contract that would apply to this requirement, please provide the contract number.

STATEMENT OF WORK
JANITORIAL SERVICES
Humboldt Bay National Wildlife Refuge Complex
1. GENERAL: The United States Fish and Wildlife Service, Humboldt Bay National Wildlife Refuge Complex (NWRC, Refuge), has a request for janitorial services.
2. BACKGROUND: Humboldt Bay NWRC has a need for janitorial and sanitation services of restroom facilities, to include: 1) two on-site public restrooms, and 2) two staff restrooms. Note that “sanitation” refers to the use of a 70% alcohol solution on exterior surfaces. Another disinfectant may be deemed appropriate by the technical coordinator. All other items within this Statement of Work (SOW) are presented as Optional Bid Items (1 through 3).
The contractor shall be responsible for all planning, scheduling, coordination, and quality control and completion of work under this contract. The contractor shall comply with security protocols, including use of security systems, securing gates and doors, and turning off lights.
The contractor shall develop and apply safety measures to reduce the risk of injuries to workers, staff, and visitors, including measures to mitigate the risk of virus transmission. Accidents, injuries, damages or other issues of concern will be immediately reported to the technical coordinator.
3. SCOPE/DELIVERABLES: The contractor will provide professional cleaning and sanitation services for Humboldt Bay NWRC, as outlined below.
Base Item (Restrooms): Using suitable non-abrasive, non-caustic, environmentally friendly cleaners, two on-site public restrooms and two staff restrooms will be thoroughly cleaned and sanitized each week. The two public restrooms include one restroom with two stall toilets and two sinks, and another restroom with one stall toilet, one urinal, and two sinks. The two staff restrooms each include one toilet and one sink. Weekly cleaning and sanitization of restrooms will include the following items which are also outlined in Appendix 1:
a) Restock toilet paper, paper towels, hand soap, and sanitizer gel.
b) Empty trash containers, dispose of trash in designated area, and replace liners.
c) Remove cobwebs from walls, windows, and vents.
d) Sweep and wet mop hard floor surfaces.
e) Clean and sanitize toilets (bowl, seat, tank, base, handle) with 70% alcohol solution.
f) Clean and sanitize restroom sinks and counter-tops with 70% alcohol solution.
g) Clean, polish, and sanitize fixtures (water faucets, air-hand dryers, soap and sanitizer gel dispensers) with 70% alcohol solution.
h) Clean and polish mirrors (glass and chrome).
i) Spot-clean and sanitize high-touch portions of tile walls with 70% alcohol solution.
j) Perform full-surface (floor to ceiling) cleaning and sanitation of tile walls with 70% alcohol solution monthly.
k) Clean and sanitize high-touch surfaces with 70% alcohol solution (toilet handles, door handles, light switches).
Optional Item #1 (Pit-Toilets): The Refuge has two remote public pit-toilet facilities located at the Hookton and Ma-le’l Dunes management units. The Hookton unit is located approximately 1 mile from the Visitor Center in Loleta, California, while the Ma-le’l Dunes unit is located approximately 5 miles east of Arcata, California. Each facility consist of a single pit toilet, toilet paper holder, and sanitizer gel dispenser. Neither of the pit-toilet facilities has running water or storage, so all cleaning supplies, water, etc. will have to be brought to the facilities by the contractor. Weekly cleaning and sanitization of pit-toilet facilities will include the following items which are also outlined in Appendix 1:
a) Restock toilet paper, paper towels, and sanitizer gel.
b) Sweep and wet mop hard floor surfaces.
c) Clean and sanitize toilets (bowl, seat, tank, base, handle) with 70% alcohol solution.
d) Spot-clean and sanitize high-touch portions of walls with 70% alcohol solution.
e) Clean and sanitize high-touch surfaces with 70% alcohol solution (door handles, etc.).
Optional Item #2 (Visitor Center): The refuge visitor center, located at 1020 Ranch Road, Loleta, California, consist of five offices, a reception area, kitchen, visitor display room, conference room, and two restrooms. The restrooms are included in the Base Bid Item. Cleaning and sanitization of the visitor center will include the following items which are also outlined in Appendix 1:
a) Empty trash containers, dispose of trash in designated area, and replace liners.
b) Clean entrance glass on internal doors and windows (remove dirt, cobwebs, fingerprints, smudges, etc.).
c) Vacuum and damp mop hard floor areas.
d) Vacuum carpets and rugs, including edges and corners.
e) Dust computer screens and other office equipment per client instructions.
f) Dust window ledges and casings, tops of partitions, and low reaching areas including chair rungs, baseboards, and moldings.
g) Dust high reach areas including shelves, ledges, vents, grills, etc.
h) Dust furniture, desks, chairs, credenzas, tables, and cabinets. Papers, folders, and personal items will not be moved. Interpretive displays, plexiglass, and wildlife mounts will not be cleaned or touched.
i) Remove cobwebs from walls, windows, baseboards, etc.
j) Clean and sanitize table tops and counters with 70% alcohol solution.
k) Spot clean exteriors of cabinets.
l) Spot clean walls for marks and smudges.
m) Clean and sanitize exterior of all kitchen appliances with 70% alcohol solution.
n) Clean and sanitize interior and exterior of microwave oven.
o) Clean and remove mud, dirt, and debris from metal entrance thresholds.
Optional Item #3 (Bunkhouse): The Refuge bunkhouse is adjacent to the visitor center and consist of five bedrooms, two bathrooms, living room, washroom, and kitchen. Annual cleaning and sanitization of the bunkhouse will include the following items which are also outlined in Appendix 1:
a) Clean all areas, as outlined in Base Item and Optional Item #2.
b) Clean and sanitize showers and shower doors with 70% alcohol solution.
c) Clean and sanitize inside and outside of refrigerator and stove.
d) Clean and sanitize washroom with 70% alcohol solution.
4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: Work for Base Bid and Optional Items #2 and #3 will take place at or adjacent to the Refuge Visitor Center located at 1020 Ranch Road, Loleta, California 95551. Work for Optional Item #1 will take place at the Hookton and Ma-le’l management units, located approximately 1 mile from the Visitor Center and 5 miles east of Arcata, California respectively. The base year for cleaning services will begin in September of 2021. At the discretion of the technical coordinator, the period performance provides the option to extend through 2026 and includes the following timeline:
Base Year: September 15, 2021 – September 14, 2022 Option Year One: September 15, 2022 – September 14, 2023 Option Year Two: September 15, 2023 – September 14, 2024 Option Year Three: September 15, 2024 – September 14, 2025 Option Year Four: September 15, 2025 – September 14, 2026
For the Base Item and Optional Items #1 and #3, work may be performed any day or time throughout the week. For Optional Item #2, work may be performed weekdays after 5 pm (Monday – Friday) or anytime on weekends. The contractor’s work schedule will be coordinated and pre-approved with the technical coordinator or alternate station point of contact.
5. INSPECTION AND ACCEPTANCE:
As a condition of this statement of work, contractors interested in submitting proposals/quotes are expected to adhere to standards outlined in Appendix 1. Services will be inspected on a weekly basis to assure compliance with contract specifications; however, quality control and adherence to all contract requirements will remain the responsibility of the contractor. The standards outlined in Appendix 1 will be used to inspect work quality, with all surfaces presenting a visual appearance of cleanliness and sanitization. Contracted employees will also exhibit a professional and respectful demeanor towards staff and visitors.
6. GOVERNMENT FURNISHED EQUIPMENT, SUPPLIES, AND MATERIALS
The government shall furnish paper products (toilet paper, paper towels), garbage can liners, and refillable liquid soap and sanitizer gel. Government property shall be used only in direct operations of providing contractor services and shall not be used in any manner for personal advantage, business gain, or other personal endeavor by the contractor.
7. CONTRACTOR FURNISHED EQUIPMENT, SUPPLIES, AND MATERIALS
The contractor shall furnish all cleaning supplies except those identified in section 6. The contractor will also furnish safety signs where appropriate. Equipment shall be used and maintained in accordance with manufacturer’s directions and meet all OSHA standards. The technical coordinator and/or alternative station point of contact may request a change in cleaning products due to odor, chemical reactions to visitors or employees, or other unforeseen reasons.
Product changes will be coordinated with the contractor.
8. AVAILABILITY: A tour of the facilities may be scheduled with the technical coordinator or alternate station point of contact, weekdays between 8 am and 5 pm (Monday – Friday).

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
