This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
U.S. Fish and Wildlife Service, Guam has a requirement for Invasive Plant Management located on Guam. The anticipated performance period is from 8/2/2021 to 8/1/2026. The performance period includes a one-year Base period and 4 one-year option periods (if exercised).
This Request for Quotation (RFQ) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2021-05. The NAICS code is 813312 and the small business size standard is $16,500,000.
Instructions All responsible small business sources may submit a quote, which shall be considered by the agency.
Award will be made as a firm-fixed-price contract. The basis of award is the Lowest Price Technically Acceptable (LPTA), see technical acceptability requirement below. The vendor that submits the lowest priced quote, meeting the technical acceptability requirement, will be awarded the contract. Award will be made to a responsible source pursuant to FAR subpart 9.1. Options will be evaluated in accordance with FAR provision 52.212-2 – Evaluation -- Commercial Items.
Technical Acceptability. You must submit your quote with documentation that your company meets or exceeds this requirement:
1) Contractor must have minimum of 5,000 survey hours of experience to identify vegetation normally found in Guam’s terrestrial habitats.
2) Contractor must be able to differentiate endangered plant species in Guam.
3) Contractor must be able to identify native vs. non-native plants in Guam.
4) Contractor must be listed as a co-investigator on the Guam National Wildlife Refuge USFWS
Recovery Sub-Permit # GNWR-9/ TE-106073-9.
5) Contractor must be a botanical expert able to identify plants down to the species level and is familiar with sensitive endangered and threatened species including Serianthes nelsonii, Heritiera longipetiolata, and Tabernaemontana rotensis.

STATEMENT OF WORK
Guam National Wildlife Refuge Invasive Plant Monitoring &
Management
1. General:
1.1 Project Description:
This project will be located at Guam National Wildlife Refuge, Route 3A Spur Road, Yigo, GU 96929. This project requires a botanical expert to perform identification of rare and endangered plants in addition to non-native invasive herbaceaous vines and weeds down to genus and species and chemically and manually remove invasive plants.
1.2 Purpose/End Application:
This contract is for invasive plant management at the Ritidian Unit of the Guam National Wildlife Refuge. The project will take place in limestone forest and coastal strand habitats of Guam that have been impacted by invasive herbaceaous vines and weeds. Methods will include mechanical, manual, and chemical for invasive plant removal.
This project is being pursued because the limestone forest and coastal strand habitats of Guam have been impacted by an unprecedented succession of invasive herbaceaous vines and weeds. Since its establishment, control and monitoring of invasive weeds has been a management priority for the Refuge. Forest structure and species composition can be modified by invasive weeds (Vitousek 1990). Invasive weeds also serve as vectors and hosts for introduced pests and diseases (Jiu et al. 2007, D’Antonio and Vitousek 1992). In previous years the strategy has been for refuge staff to focus mainly on mechanical remove of herbaceous vines along established trails accessible to the public due to staff and budget constraints. Ungulate control is also ongoing. In order to restore the limestone forest and provide more suitable habitat for the eventual re-introduction of forest birds as well as rare and federal-listed plants, strategic and adaptive invasive plant management is needed.

1.3 Contractor Qualifications:
There are over 900 species of native and introduced vascular plants on Guam; this project requires a trained expert with a minimum of 5,000 survey hours of experience to identify vegetation normally found in Guam’s terrestrial habitats and be able to differentiate from endangered plant species. Due to recent successive years of feral ungulate predation (deer and hogs), loss of native seed dispersers (birds and fruit bats), and uncontrolled invasive weeds on Guam, endangered and native plants at the Guam National Wildlife Refuge are stressed and more prone to disease and predators. Native vs. non-native plant identification requires a trained expert with at a minimum of 5,000 survey hours of experience in the field.
The contractor selected for this requirement must be a botanical expert who specializes in plants and who is listed as a co-investigator on the Guam National Wildlife Refuge USFWS Recovery Sub-Permit # GNWR-9/ TE-106073-9. Seven critically endangered Serianthes nelsonii outplantings (of a population numbering less than 20 on the island of Guam) are located within the project area, necessitating a permitted individual. The contractor must also be a botanical expert able to identify plants down to the species level and is familiar with sensitive endangered and threatened species including Serianthes nelsonii, Heritiera longipetiolata, and Tabernaemontana rotensis known to be found within the proposed project area.
1.4 Other:
This project meets the following Department of Labor professional exemption tests:
• The employee must be compensated on a salary or fee basis (as defined in the regulations) at a rate not less than $684 per week;
• The employee’s primary duty must be the performance of work requiring advanced knowledge, defined as work which is predominantly intellectual in character and which includes work requiring the consistent exercise of discretion and judgment;
• The advanced knowledge must be in a field of science or learning; and
• The advanced knowledge must be customarily acquired by a prolonged course of specialized intellectual instruction.
2. Place of Performance and Period of Performance.
2.1 Place of Performance:
USFWS, Guam National Wildlife Refuge, Route 3A Spur Road, Yigo, Guam 96929 *work is to be performed at the contractor site.
2.2 Period of Performance (POP)
The period of performance for this contract is approximately 8/1/2021 to 7/31/2026. The contract includes a Base Year with 4 option years.

2.3 The contractor is responsible for conducting business, between the hours of 7:30 a.m. – 4:00 p.m., Chamorro Standard Time, Monday through Sunday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings such as National Weather Service issued typhoon, high surf, and/or rip tide advisories and warnings. In the event of emergencies, Contractor shall provide contact information.
2.4 Non-duty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR.s’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
3. Scope
3.1 A total of 385 acres will be surveyed prior to treatment applications. Survey transects have been established on the east side of the GNWR and were used to survey for rare plants. These transects will be utilized again to quantify and map invasive plants. The mirror image of the east transects will be applied to the west side of GNWR and used for the survey.
3.2 A variety of methods will be used for invasive plant removal. Mechanical or manual removal (grabbing and pulling) will be used as much as possible as the entire Ritidian Unit is designated critical habitat under the Endangered Species Act. Where mechanical removal is not effective or where it will cause excessive soil disturbance, the cut stump application will be used with the application of glyphosate. All vegetation that is hand pulled or cut shall be bagged and disposed at an appropriate facility to avoid spreading seeds. Invasive shrubs removed will be mulched at a designated staging area and mulching used for the Refuge butterfly garden and footpath. Of the 385 terrestrial acres present on the Ritidian unit, approximately 300 acres is estimated to need treatment, but the actual number of acres will be refined after the pre-treatment survey has been completed. The number of acres that will need a second application of treatment will be determined by the post-treatment surveys.
3.3 The post-treatment survey will be conducted approximately 6 months after initial treatment to determine efficaciousness of the treatment and if additional treatment is needed. It is anticipated that application of treatments may be necessary in years 2 and 3. Monitoring to assess efficacy of control efforts and to provide adaptive management direction that is critical for measuring success will occur quarterly in year 4-5. Current established transects (the eastern half of the GNWR) and survey methods will continue to be used for monitoring. Similar transects and survey methods will be established and used for the west side of the GNWR.
Success of management actions will be evaluated by using monitoring data to estimate levels of invasive plant infestation and determine native plant community composition that reestablish naturally. Additional data for invasive plants observed near transects will be incorporated as it becomes available. This information will allow us to identify the high priority areas for additional invasive plant management. Success of the plan will be measured by an annual reduction in acres of invasive plant infestation.
4. Deliverables and/or Delivery Schedule:
4.1 Contractor shall work in close coordination with permitted/trained GNWR staff. USFWS will provide tools for weed mapping and inventory such as ArcGIS Collector to facilitate data sharing via aggregators (iMapInvasives) and help track status of weed species on the Refuge, in conjunction with data entry into the National Wildlife Refuge Management Action Database. Information will be analyzed primarily through GIS, but additional data from other sources could be included.
4.2 Electronic submission of GIS database. The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer.
4.3 Base Year Deliverables:
1 Principle Investigator (approximately 420 hours).

Option Years 1-4 Deliverables:
1) Follow-up treatments and collecting data on effectiveness of treatments.
2) Determine composition of native plants naturally reestablished and success of an restoration effots and share results with agency partners via imap invasives.

The use of drones is prohibited on Refuge.
6. Evaluation and Acceptance
6.1 The contractor will be evaluated as detailed herein. Government acceptance is contingent upon: Reference table below.

The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
